PV: We understand that in 2024, with the decisive involvement of the entire political system, the overall socio-economic picture of Tan Ky district has seen many positive changes. Could you briefly outline the basic results?

Comrade Phan Van Giap:In 2024, Tan Ky district directed the implementation of comprehensive and decisive solutions, proactively addressing difficulties and achieving many encouraging results: Total production value reached over 8,800 billion VND, an increase of 10.1% compared to 2023; of which, the agriculture, forestry and fisheries sector increased by 6.9%, the industrial and construction sector increased by 12.8%, and the service sector increased by 9.5%...

The structure of economic sectors has shifted in a positive direction. The average GRDP per capita is estimated at 54.3 million VND, an increase of 5.9 million VND compared to 2023. Total budget revenue in the area is estimated at 181,858 million VND, reaching 118% of the plan, an increase of 43.5% compared to 2023.

Investment and construction work has been given strong direction and supervision. The total public investment and basic construction capital allocated for 2024 is over 452 billion VND, of which 350 billion VND had been disbursed by the end of November, reaching 77.24% of the plan, 22.9% higher than the same period last year. In 2024, the province approved adjustments to the investment policies of 2 non-budgetary projects totaling over 323 billion VND; and approved 4 new projects totaling 27.65 billion VND. The district has proactively organized meetings to attract investment and address difficulties faced by investors.

The socio-cultural sector continues to experience positive changes. Education remains among the top in the province. The material and spiritual lives of the people continue to improve. Care for policy beneficiaries, war veterans, social welfare recipients, poor households, and near-poor households is carried out fully and promptly. National defense and security are ensured. The organizational structure of government agencies is strengthened and streamlined; administrative reform is promoted at both the commune and district levels.

The remarkable achievements of Tan Ky in 2024 are evidenced by the fact that 25 out of 25 targets were met or exceeded the plan set by the District People's Council.

PV: To achieve the remarkable results mentioned above, what specific guidance did Tan Ky district provide, Comrade?

Comrade Phan Van Giap:One of the key lessons learned is the need for decisive and resolute leadership and guidance. Experience shows that areas with consistent attention, guidance, monitoring, inspection, and supervision, along with specific assignments for each individual, yield better results.

Political determination is also a crucial factor determining the outcome. Determination here refers to the unity of understanding, approach, and unwavering commitment to the work among cadres and Party members, especially the leaders of departments, sectors, and organizations. Along with this, it requires a heightened sense of responsibility in carrying out assigned tasks, particularly among the heads of agencies and units. Beyond their responsibilities within their respective fields and units, leaders of departments and sectors must provide advice, suggestions, and recommendations to the District People's Committee. These are the key issues that determine the quality and results of implementation.

PV: As we enter 2025, what are the key tasks that Tan Ky district will focus on to achieve the goals of the term and create momentum for development in the next phase, Comrade?

Comrade Phan Van Giap:As 2025 marks the final year of the 2021-2025 five-year plan, Tan Ky district will continue to promote the restructuring of the agricultural sector towards increasing added value and sustainable development. It will also leverage the district's strong industrial products, mobilize and effectively utilize resources, and prioritize budget allocation for infrastructure development. Furthermore, it will strengthen market management and ensure food safety and hygiene.

Implement decisive measures to accelerate the disbursement of public investment capital and national target programs. Develop a plan for public investment and national target programs for the period 2026-2030, ensuring focus on key areas and maximizing investment efficiency. Strengthen financial and budgetary management. Focus on solutions to combat revenue losses and increase sustainable budget revenue. Strive to achieve a budget revenue of over 155 billion VND in the district, meeting the target set in the Resolution of the District Party Congress for the 2020-2025 term.

Focus on supporting and developing businesses and the collective economy. Strengthen planning management, urban management, resource and environmental management; proactively and effectively respond to natural disasters and climate change.

The district also strives to achieve a national standard school rate of 93.4% by 2025. It aims to improve the quality of medical examination and treatment, organize effective propaganda work, especially in preparation for the new term's Party Congress at all levels, strengthen guidance on building cultural institutions, cultural families, and cultural villages, and continue to effectively organize job creation and vocational training for laborers. It also aims to complete the construction of housing for poor households according to Directive 21 of the Provincial Party Standing Committee, reducing the poverty rate by approximately 1-1.5%; and to fully and promptly implement social welfare policies and programs.

Simultaneously, the district continues to finalize the plan for merging communes, streamlining the administrative apparatus for efficient operation, and strengthening administrative discipline and order. It is also accelerating the administrative reform program and ensuring strong national defense, security, public order, and social welfare.
