At the Huu Nghi International Border Gate, the Criminal Fugitive Apprehension Department of the Lang Son Provincial Police has just received from the Chinese police Bui Van Lich, a particularly dangerous fugitive wanted for human trafficking, according to Wanted Notice No. 03/PC45 dated August 1, 2012, issued by the Cao Bang Provincial Police.
Despite having a wife and children back home, Bui Van Lich (born in 1986), whose permanent residence is in Phu Da village, Hao Phu commune, Son Duong district, Tuyen Quang province, still sought out young women to court and pursue romantic relationships. He then sold these naive and gullible women to China for money to spend.

From late 2010 to 2012, Bui Van Lich trafficked seven women in the provinces of Phu Tho, Vinh Phuc, and Cao Bang. On average, Lich sold each woman for between 4,000 and 7,000 Chinese Yuan (CNY).
A victim rescued from Cao Bang province reported Bui Van Lich's crimes. In July 2012, knowing his crimes had been discovered, Lich fled to China.
Through investigation, verification, and international cooperation, the Fugitive Apprehension Department of the Lang Son Provincial Police identified Bui Van Lich as a fugitive hiding and working as a construction worker in Bang Tuong town, Chongzuo city, Guangxi province, China. The Lang Son Provincial Police sent a request to the Chongzuo City Police to cooperate in arresting and extraditing Bui Van Lich.
After receiving the suspect, the Lang Son Provincial Police handed him over to the Cao Bang Provincial Police for investigation according to their jurisdiction.
