On the morning of May 11th, in Vinh City, after more than 4.5 hours of serious and responsible work in a democratic, frank, and lively atmosphere, Comrade Thai Thanh Quy - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, and Chairman of the Provincial People's Council - delivered the concluding remarks at the Dialogue Conference between the Standing Committee of the Provincial Party Committee and the heads of departments and specialists in the Provincial Agencies Bloc of Nghe An Province. He assessed that the content of the dialogue program had been basically successful.

THE "GOLDEN" OPPORTUNITY FOR THE PROVINCE TO ACHIEVE RAPID AND BREAKTHROUGH DEVELOPMENT

On behalf of the Standing Committee of the Provincial Party Committee, the Secretary of the Nghe An Provincial Party Committee, Thai Thanh Quy, highly appreciated the Organizing Committee of the conference, whose Standing Committee is the Party Committee of the Provincial Agencies Bloc, for its enthusiasm, proactiveness, and systematic and serious approach in preparing for the conference.

Emphasizing the province's context and the highly practical significance of the timing of the Dialogue Conference, the Secretary of the Nghe An Provincial Party Committee, Thai Thanh Quy, shared that this is the third year of implementing the Resolutions of the Party Congresses at all levels throughout the province. This is a crucial and important year, and the province is determined to achieve the targets of the Resolution of the 19th Provincial Party Congress, as well as the Resolutions of the Party Congresses of the agencies within the Provincial Agencies Bloc.

This is also the time when Nghe An province is holding a review of 10 years of implementing Resolution 26 of the Politburo on the development of Nghe An province. To date, the Central Steering Committee and the province have submitted the summary report to the Central Party Office for reporting to the Politburo. Therefore, this is an opportunity to review and evaluate the achievements, shortcomings, causes, and lessons learned during the 10 years of implementing Resolution 26 of the Politburo; and at the same time, to determine the viewpoints, orientations, goals, targets, tasks, and solutions for the province's development from now until 2030, with a vision to 2045.

At this time, the Provincial People's Council has also just approved the Provincial Planning for the period 2021-2030, with a vision to 2050, and will submit it to the Prime Minister for approval, expected in May 2023. After approval, the province will organize the announcement of the Plan for dissemination and implementation. This document creates an important legal framework for orienting and determining the short-term and long-term development goals of the province until 2050; it also serves as a prerequisite for determining the goals to complete the task of building Nghe An province, developing the territorial space within the province; and sets out the requirements for protecting and effectively implementing the Plan to mobilize resources and all forces and components to participate in its implementation.

At this time, Nghe An is pursuing its goals. The achievements have created many expectations and are very favorable for the province's development, such as: The province's economic scale ranks 10th nationwide. Economic growth rate in 2022 reached 9.08%, ranking 22nd nationwide; in the first quarter of 2023, it reached 7.75%, ranking 14th out of 63 provinces and cities nationwide. Budget revenue in 2022 exceeded 20,000 billion VND for the first time, reaching nearly 22,000 billion VND. In the first four months of 2023, revenue exceeded 5,800 billion VND;…

Internal unity and cohesion have been transformed, reflected in the province's policy decisions and political determination to address bottlenecks and critical issues in the process of serving socio-economic development; in the spirit of focused and targeted leadership and guidance, avoiding a scattered approach…

"That's why this is the opportune time, with favorable conditions and human resources, a 'golden' opportunity for the province to continue its rapid, breakthrough, and sustainable development. To achieve this, we must unite, be of one mind, and have high consensus among cadres, Party members, and the people, including cadres and Party members in the Provincial Agencies Bloc," the Secretary of the Nghe An Provincial Party Committee stated.

THE GOAL OF A PROVINCIALLY PROSPEROUS COUNTRY IS LINKED TO THREE DEVELOPMENT PERSPECTIVES

Based on an analysis of the context and timing, the question arises: Why did the Standing Committee of the Provincial Party Committee set the task and expectations for dialogue with the staff and civil servants in the Provincial Agencies Bloc and organize this dialogue? Provincial Party Secretary Thai Thanh Quy clearly stated: The staff and civil servants in the Provincial Agencies Bloc are leading agencies, the nerve center, with advisory functions in leading, managing, and operating all socio-economic activities, Party building, and the political system of the province. The quality of the staff and Party members in the Provincial Agencies Bloc has a significant impact and determines the effectiveness and efficiency of the entire political system and the functioning of social life in the province.

This is the province's "elite" and "finest" team, possessing the highest and most consistent educational qualifications. Of the 7,526 cadres, civil servants, and public employees in the entire group, over 2,700 hold master's degrees; over 4,500 hold bachelor's degrees; and more than 4,200 have advanced or intermediate-level political theory qualifications. They have the earliest access to the Party, State, and provincial policies and guidelines, and provide advice on provincial policies; they constitute a rich and high-quality source of future leaders for the sector, the province, and the central government.

However, recently, the Standing Committee of the Provincial Party Committee, through gathering information, has observed that some officials and civil servants, from leaders to specialists, are hesitant, lacking decisiveness and determination in advising and handling work. Manifestations include fear of making mistakes, fear of risks, fear of responsibility, reluctance to make decisions or take action; shirking and avoiding responsibility; sending documents around to multiple agencies for opinions even though the matter is within their authority; and exhibiting the "three no's": not speaking; not advising or proposing; and not implementing or hesitating, looking ahead and behind…

“These manifestations are causing great concern to the Standing Committee of the Provincial Party Committee, and in this context and at this time, they are even more worrying. Therefore, the Standing Committee of the Provincial Party Committee has decided to organize a dialogue with department-level leaders and specialists in the Provincial Agencies Bloc to unify thinking and action,” the Provincial Party Secretary said thoughtfully, and then asked: “What should we do and how should we do it?”

According to the head of the Provincial Party Committee, first and foremost, it is necessary to carefully study and grasp the province's orientation for the coming period. That is, the province should become a relatively prosperous province in the country, with rapid, comprehensive, and sustainable economic development, deeply rooted in the cultural identity of Nghe An province, with traditional values ​​being promoted; and become a center of the North Central region for trade, healthcare, education, finance and banking, culture, sports, commerce; science, technology, and high-tech industries;…

A synchronized and modern infrastructure system, especially key connecting infrastructure such as the construction of deep-water seaports, the expansion of Vinh International Airport, the completion of planned road routes, and modern industrial park infrastructure to attract investment;… while simultaneously improving the material and spiritual lives of the people.

Party organizations and the political system must be clean and strong, upholding the spirit of unity and solidarity, but not passively. This must be translated into policies and political determination at each level to ensure focused, effective, efficient, and decisive leadership.

Based on that objective, the province's viewpoint is very clear: rapid and breakthrough development, but without sacrificing the environment or using land inefficiently; at the same time, consistently maintaining the view of strong development in the East to pull the West forward; the East as the driving force, the West as the sustainable one; continuing to implement focused, targeted, proactive, and decisive leadership and direction.

UNITY, COLLABORATION, EFFORT, AND THE HIGHEST LEVEL OF DEDICATION

To achieve the above goal, Provincial Party Secretary Thai Thanh Quy emphasized that the team of officials and employees of the Provincial Agencies Bloc need to focus on improving the quality of performing their professional duties. Their expertise must be solid and in-depth; their advice must be of high quality.

"To achieve this, every official and employee of the Provincial Agencies Bloc must diligently study, read, listen, and go down to the grassroots. They must study diligently to build a foundation, read diligently to supplement their knowledge, listen diligently to select the optimal approach, and go down to the grassroots to verify and compare in practice," the Provincial Party Secretary urged.

Furthermore, it is necessary to proactively coordinate smoothly within each agency and between agencies; avoid unnecessary bureaucracy and excessive requests for opinions when it falls within one's authority; avoid parochialism and the pursuit of individual interests within departments or sectors; and ensure that leaders are objective, impartial, and thorough in their consideration. From this, the advice provided to the Party committee and government will be of high quality, resulting from the consensus and high level of agreement among sectors based on the law, resolving difficulties and addressing overlaps between guiding documents;…

The Provincial Party Secretary also suggested actively connecting and maximizing the intellectual resources, guidance, direction, and support, especially those from the central government; at the same time, leveraging the expertise of neighboring provinces and cities, and previous generations; learning from those with effective methods to improve and progress.

On behalf of the Standing Committee of the Provincial Party Committee, and in his capacity as the head, Provincial Party Secretary Thai Thanh Quy affirmed: The provincial leadership will always listen, share, and objectively assess the qualities, capabilities, and even any mistakes, but for the common good, in order to act and resolve issues objectively.

Conversely, the Provincial Party Standing Committee will also seriously and boldly transfer, reassign, and replace, including leaders and specialists within the sector, in areas where there is stagnation, inefficiency, corruption, and inconvenience, and where complaints and public opinion, upon review and verification, are found to be valid.
