On the morning of May 11, in Vinh City, after more than 4.5 hours of serious and responsible work in a democratic, frank and exciting atmosphere, concluding the Dialogue Conference between the Standing Committee of the Provincial Party Committee and department-level leaders and experts in the Bloc of Agencies of Nghe An Province, Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council assessed that the content of the dialogue program was basically successful.

"GOLDEN" TIME FOR THE PROVINCE TO DEVELOP RAPIDLY AND MAKE BREAKTHROUGH

On behalf of the Standing Committee of the Provincial Party Committee, Secretary of the Nghe An Provincial Party Committee Thai Thanh Quy highly appreciated the Conference Organizing Committee, whose Standing body is the Party Committee of the Provincial Agencies Bloc, for being very enthusiastic, proactive, methodical, and serious in preparing for the conference.

Emphasizing the context of the province and the time of organizing the Dialogue Conference has very practical significance, Secretary of Nghe An Provincial Party Committee Thai Thanh Quy shared that this is the time when the whole province enters the 3rd year of implementing the Resolution of the Party Congress at all levels, a year of key and very important significance, thereby, determined to achieve the targets of the Resolution of the 19th Provincial Party Congress, as well as the Resolution of the Party Congress of agencies in the Provincial Agencies Bloc.

This is also the time when Nghe An is summarizing 10 years of implementing Resolution 26 of the Politburo on the development of Nghe An province. Up to now, the Central Steering Committee and the province have sent the Summary report to the Central Party Office to report to the Politburo. Therefore, this is an opportunity to review and evaluate the results achieved, not achieved, causes, and lessons learned in 10 years of implementing Resolution 26 of the Politburo; at the same time, determine the viewpoints, orientations, goals, targets, tasks, and solutions for the development of the province from now until 2030, with a vision to 2045.

At this time, the Provincial People's Council has just approved the Provincial Planning for the period 2021 - 2030, with a vision to 2050, and submitted it to the Prime Minister for approval, expected in May 2023. After approval, the province will organize the announcement of the Planning for dissemination and implementation. This is an important legal document in orienting and determining the short-term and long-term development goals of the province until 2050; at the same time, it is a premise to determine the goals to complete the task of building Nghe An province, developing the territorial space in the province; as well as setting requirements to protect and effectively implement the Planning to mobilize resources, all forces and components to participate in the implementation.

At this time, Nghe An is implementing its goals. The achievements set many expectations, very favorable for the province's development such as: The province's economic scale ranks 10th in the country. Economic growth rate in 2022, reaching 9.08%, ranked 22nd in the country; in the first quarter of 2023, reaching 7.75%, ranked 14th out of 63 provinces and cities nationwide. Budget revenue in 2022 exceeded the 20,000 billion VND mark for the first time, reaching nearly 22,000 billion VND. In the first 4 months of 2023, more than 5,800 billion VND was realized;...

Internal solidarity and unity have been transformed, reflected in the province's political decisions and determination to resolve bottlenecks and weak points in the process of serving socio-economic development; in the spirit of leadership and direction with focus, key points, not spread out...

“Because of that, this is the time of “Heaven’s time, favorable location and harmony of people”, the “golden” time for the province to continue to develop rapidly, breakthrough and more sustainably. To do so, we must have solidarity, unanimity and high consensus among cadres, party members and people, including cadres and party members in the Provincial Agencies Bloc”, said the Secretary of the Nghe An Provincial Party Committee.

THE GOAL OF A GOOD PROVINCE IN THE COUNTRY IS ASSOCIATED WITH 3 DEVELOPMENT PERSPECTIVES

Based on the analysis of the context and timing, the question is: Why did the Standing Committee of the Provincial Party Committee set the task and expectations for a dialogue with the cadres, civil servants and public employees in the Provincial Agencies Bloc and organize this dialogue? Provincial Party Secretary Thai Thanh Quy pointed out: The cadres, civil servants and public employees of the Provincial Agencies Bloc are the leading and central agencies, with the function of advising on the leadership, management and operation of all socio-economic activities, Party building and the political system of the province. The quality of the cadres and party members of the Provincial Agencies Bloc has a great influence, deciding the effectiveness and efficiency of the entire political system and the operation of social life of the province.

This is the "elite" "master" team of the province, with the highest and most uniform level of education. The whole bloc has 7,526 cadres, civil servants and public employees, of which more than 2,700 have master's degrees; over 4,500 have university degrees; more than 4,200 have advanced and intermediate political theory degrees; have the earliest access to the policies of the Party, the State, and the province and advise on the province's policies; the force provides an abundant and quality source of successor leaders for the industry, the province and the Central Government.

However, recently, the Standing Committee of the Provincial Party Committee, through information gathering, has found that a number of cadres, civil servants, and public employees, from leaders to specialists, are still cautious, lacking in determination and determination in advising and handling work. They show signs of fear of making mistakes, fear of risks, fear of responsibility, not daring to decide, not daring to do; shirking and avoiding responsibility; work within their authority but still sending documents around to ask for opinions from many agencies; showing signs of "3 no's": not speaking; not advising, proposing; not implementing or holding back, looking ahead, looking behind...

“The Standing Committee of the Provincial Party Committee is very concerned about these manifestations, and in this context and time, these manifestations are even more worrying. Therefore, the Standing Committee of the Provincial Party Committee decided to organize a dialogue with department-level management leaders and experts in the Provincial Agencies to unify thoughts and actions,” the Secretary of the Provincial Party Committee said, wondering: “What should we do and how should we do it?

According to the head of the Provincial Party Committee, first of all, we must carefully study and grasp the province's orientation in the coming period. That is, our province becomes a fairly developed province of the country, with a fast, comprehensive and sustainable economic development, imbued with the cultural identity of Nghe An, traditional values ​​are promoted; it is the center of the North Central region in terms of trade, healthcare, education, finance and banking, culture, sports, trade; science, technology, high-tech industry;….

Synchronous and modern infrastructure system, especially key connecting infrastructure such as construction of deep-water seaport, expansion of Vinh International Airport, completion of identified roads, modern industrial park infrastructure to attract investment;... at the same time, improving the material and spiritual life of the people.

The Party organization and political system must be clean and strong, promoting the spirit of solidarity and unity, but not following the flow but needing to be conveyed into decisions and political determination at each level so that leadership has focus, key points, effectiveness, efficiency and determination.

From that goal, the province's viewpoint is very clear: develop quickly and make breakthroughs but not at any cost such as trading off the environment, using land inefficiently; at the same time, consistently develop strongly in the East to pull the West; the East is the driving force, the West is sustainable; continue to implement leadership and direction with focus, key points, proactively and resolutely.

UNITY, COLLABORATIVENESS, EFFORT, HIGHEST DEVOTION

To achieve the above goal, Provincial Party Secretary Thai Thanh Quy emphasized that the staff, civil servants and public employees of the Provincial Agencies Bloc need to focus on improving the quality of performing professional tasks. Expertise must be solid and profound; advice must be of quality.

“To do so, every cadre, civil servant, and public employee of the Provincial Agencies must study hard, read hard, listen hard, and go to the grassroots level. Study hard to have a foundation, read hard to supplement knowledge, listen hard to choose the best; go to the grassroots level to verify and compare in practice,” the Provincial Party Secretary advised.

Next, it is necessary to proactively coordinate smoothly within each agency and between agencies; avoid beating around the bush, avoid asking for too many opinions while under one's authority; not be partial, focus on the interests of each department, each area; the leader must be objective, impartial, and consider thoroughly. From there, advising the Party Committee and the government is a quality product, the result of high consensus and unity among sectors on the basis of the law, removing difficulties, resolving overlaps between guiding documents;...

The Provincial Party Secretary also suggested that it is necessary to actively connect and make the most of intelligence, orientation, direction, and resources, especially resources from the Central Government; at the same time, make use of other provinces and cities, and previous generations; wherever and whoever has good practices, learn from them to advance.

On behalf of the Provincial Party Standing Committee, as the leader, Provincial Party Secretary Thai Thanh Quy affirmed: The provincial leaders will always listen, share, and objectively evaluate qualities and abilities, including any mistakes, but for the common goal of having objective responses and solutions.

On the contrary, the Provincial Party Standing Committee will also seriously and boldly transfer, mobilize, and change, including leaders and experts in the bloc in places that are stagnant, sluggish, corrupt, troublesome, and have feedback and public opinion that, after review and verification, is correct.

“I hope and believe that after the dialogue, we will have many changes. The opinions, thoughts, aspirations, and sharing of the brave comrades can be sent to the official mailbox of the Provincial Party Committee Standing Committee, the Provincial Party Committee of the Provincial Agencies Bloc, the Provincial Party Committee's Propaganda Department, the Provincial People's Council... will be listened to, considered, weighed, and responded to objectively,” the Provincial Party Secretary encouraged after reaffirming the Provincial Party Committee's viewpoint of not being prejudiced against the opinions sent.
