Strengthening measures to protect the safety corridor of the power grid.

The People's Committee of Nghe An province recently issued Document No. 10138/UBND-CN dated August 10, 2026, requesting provincial departments and agencies, the People's Committees of communes and wards, and the Nghe An Power Company to strengthen the protection of the power grid safety corridor in the province.

To enhance the protection of power grid safety corridors and ensure the safe and continuous operation of the power system, the Chairman of the Provincial People's Committee requests the People's Committees of communes and wards to fully fulfill their responsibilities in state management regarding the protection of power facilities and safety in the electricity sector within their respective areas; to strengthen the dissemination and implementation of regulations under the Electricity Law, Decree No. 62/2025/ND-CP, and guiding documents; and to be accountable to the Provincial People's Committee for the management and protection of power grid safety corridors within their areas.

At the same time, strictly manage, within the scope of authority, the use of land, issuance of land use right certificates, construction permits, construction and renovation of works, and tree planting in and near the safety protection corridor of power works; preventing the occurrence of new violations.

Strengthen inspections, promptly detect and handle violations of regulations on protecting power infrastructure and power grid safety corridors within their authority, or recommend that competent authorities handle such violations; coordinate with power companies to address cases of obstruction to tree clearing, illegal construction, and other actions affecting the safe operation of the power system.

Within their assigned duties and powers, the People's Committees of communes and wards shall preside over or coordinate with the investor, the power grid management and operation unit, and relevant agencies to carry out compensation, support, resettlement, and land clearance; manage and protect the safety corridor of power infrastructure; and coordinate the handling of trees, houses, and structures within and near the safety protection corridor of power infrastructure in accordance with the law.

Nghe An Power Company, in coordination with the People's Committees of communes and wards and relevant agencies and units, will continue to effectively implement the task of inspecting and monitoring the safety of the power line protection corridor; and will be responsible for managing and protecting the safety corridor for power grid facilities under its management and operation. Regularly inspect and review violations of the power grid safety corridor, locations with trees inside and outside the corridor that pose a risk of incidents, and locations where phase-to-ground clearance is not ensured; compile and update complete statistics, develop plans, and organize handling according to the level of danger, ensuring safe and continuous operation of the power system.

Actively coordinate with the People's Committees of communes and wards and relevant agencies and units to disseminate information and encourage organizations and individuals to comply with regulations on protecting the safety corridor of the power grid; carry out clearing and pruning of trees, and handle violations within their authority; promptly report to the competent authority any cases exceeding their authority or non-compliance. Proactively research and apply appropriate technical solutions to minimize the risk of incidents at locations that cannot be immediately addressed; periodically or upon request report to the Department of Industry and Trade on the management and handling of violations, implementation results, and difficulties and obstacles for compilation and submission to the Provincial People's Committee for consideration and direction.

The provincial police directed the commune-level police to coordinate with local authorities and electricity companies to ensure security and order during the handling of violations of the power grid safety corridor; and to handle, according to regulations, any acts of resistance, obstruction, or disruption of security and order during the performance of duties.

Relevant departments and agencies, based on their functions, duties, and authority, should proactively coordinate with the People's Committees of communes and wards and the Nghe An Power Company to resolve difficulties and obstacles related to land, construction order, planning, management of public assets, and other related issues, creating conditions for the complete handling of violations of the power grid safety corridor according to regulations.

The Department of Industry and Trade performs the function of state management regarding the protection of power infrastructure and safety in the electricity sector; presides over monitoring, guiding, inspecting, and urging the implementation of tasks in this document; coordinates with Nghe An Power Company, the People's Committees of communes and wards, and relevant agencies and units to summarize the situation and promptly advise the Provincial People's Committee on directing the handling of existing problems and violations, and resolving difficulties and obstacles beyond its authority; periodically, before June 15th and December 15th of each year, or when requested, compiles and reports to the Provincial People's Committee.
