Strengthening transportation services and ensuring traffic safety during the Hung Kings Commemoration Day and April 30th - May 1st holidays.
Deputy Prime Minister Pham Gia Tuc signed Official Dispatch No. 30/CD-TTg dated April 15, 2026, from the Prime Minister on strengthening transportation work and ensuring traffic order and safety during the Hung Kings' Commemoration Day and the April 30 - May 1 holidays in 2026.

Official dispatch sent to the Ministries of Public Security, Construction, Health, Culture, Sports and Tourism; and the People's Committees of provinces and centrally-administered cities.
The official dispatch stated: In 2026, the Hung Kings Commemoration Day holiday on the 10th day of the 3rd lunar month, and the April 30th and May 1st holidays are expected to see a high volume of traffic, creating significant pressure on transportation and traffic safety, and posing a potential risk of traffic congestion and accidents.
Enhance transportation services for the people; strictly handle violations of traffic order and safety.
To ensure the best possible service for the people's travel needs and smooth, safe transportation operations amidst the complex developments in the fuel market (gasoline, diesel), which directly and negatively impact the transportation activities of businesses, the Prime Minister requests:
Ministries, agencies, and units, according to their assigned functions and tasks, should focus on implementing the following contents:
1. Strengthen transportation options to meet the travel needs of the people, especially passenger transport, to connect and support passengers' convenient and safe travel at railway stations, airports, bus stations, and seaports; ensure that passengers do not lack transportation due to transport companies reducing trips when fuel prices rise; and address price gouging and the exploitation of price increases that are not in accordance with regulations.
2. The Ministry of Public Security directs the police forces in all units and localities to strengthen patrol and control forces and strictly handle violations of traffic safety laws, focusing decisively on violations that are the main causes of traffic accidents; promptly detect and prevent illegal racing and gatherings that disrupt public order.
Control transportation fares; strictly punish those who take advantage of rising fuel prices to abnormally increase ticket prices.
3. The Ministry of Construction directs its affiliated agencies and the Departments of Construction of provinces and cities to coordinate with functional forces of the Public Security sector and local authorities:
a) Organize and manage transportation activities effectively, adapting to changes in fuel prices, and efficiently controlling transportation costs in line with fuel price fluctuations. Develop plans to increase the number of vehicles to meet people's travel needs, ensuring traffic order and safety in transportation activities, especially before, during, and after holidays. Proactively research solutions to address difficulties faced by transportation businesses in the context of rising fuel costs;
b) Strengthen inspections and strictly handle violations related to transportation business activities, especially contract vehicles, fixed-route passenger buses, inland waterway transport routes from the mainland to islands, tourism activities on inland waterways, passenger transport across rivers and along inland waterways, and at railway stations, airports, bus stations, and ports. Strengthen inspection and control of transportation fares, strictly enforce fare declaration and price listing, train and bus ticket prices, and sell tickets at the correct prices as regulated. Strictly handle cases of exploiting fuel price increases to unreasonably raise ticket prices and profiteer. Proactively coordinate with relevant agencies and units in health quarantine, anti-smuggling and anti-commercial fraud, especially the smuggling of gasoline and oil across borders;
c) Strengthen propaganda and guidance for transport businesses, bus stations, ports, and inland waterway terminals: develop plans to increase the number of vehicles, ensure sufficient vehicles and drivers, overcome difficulties caused by high fuel prices, enhance the application of information technology to optimize transport organization, and save costs to best serve people traveling during the holiday; resolutely prohibit the use of vehicles and drivers that do not meet safety requirements; focus on preventing traffic accidents right from the departure point, carrying only the permitted number of passengers, arranging goods and passengers appropriately to avoid imbalances in the center of gravity, reminding passengers to fasten seat belts and wear life jackets when participating in traffic...; closely monitor and require drivers to strictly comply with regulations on speed, driving time, and reasonable rest stops;
d) Review and ensure the safety conditions of transportation infrastructure projects, promptly detect and address any shortcomings in traffic organization, and supplement road signage (speed limit signs, convex mirrors, road markings, guideposts, reflective studs, etc.) to ensure they are scientifically sound and comply with technical standards, especially on mountainous roads, steep slopes, slippery surfaces, foggy areas, and areas with limited visibility; arrange temporary rest stops on expressways with phased investment. Simultaneously, develop plans to organize, regulate, and reroute traffic, promptly resolving congestion to prevent prolonged traffic jams in the event of traffic incidents on the main routes into and out of Hanoi and Ho Chi Minh City, routes connecting to railway stations, airports, bus stations, ports, and areas where commemorative events and festivals are held.
Publicize a hotline number to receive and promptly handle feedback from the public.
4. The Ministry of Health directs medical facilities and localities to ensure sufficient personnel, equipment, medical supplies, and emergency medical services, especially on key transportation routes and areas with high traffic volume, to minimize casualties from traffic accidents. It also directs proactive guidance and enhanced coordination among functional forces in inspecting and ensuring food safety and hygiene, and preventing disease outbreaks in transportation activities, on flights, trains, and in service areas of railway stations, airports, bus stations, and seaports.
5. Strengthen information and communication efforts, focusing on increasing the duration and content of propaganda on traffic order and safety; emphasizing the dissemination of laws on transportation business and traffic safety; providing information and guidance to the public on travel during holidays; transportation service plans; lessons learned from traffic accidents during previous holidays; persistently educating transportation drivers and the public on safe traffic rules; promoting and supporting the work of functional forces in ensuring traffic order and safety; commending good people, good deeds, and exemplary traffic culture behaviors; Regularly and promptly update information on traffic accidents, traffic congestion, high-risk areas for traffic accidents on roads, railway crossings, inland waterways, major transportation routes, key transportation hubs, and areas where holiday events and festivals are held.
6. Ministries, sectors, and localities shall announce hotline telephone numbers to receive and promptly handle feedback from citizens during the Hung Kings Commemoration Day holiday (10th day of the 3rd lunar month), from April 25th to April 27th, 2026, and the April 30th and May 1st holidays, from April 30th to May 3rd, 2026; assign focal points and allocate resources to organize 24/7 duty; report the implementation situation during the 7-day holiday to the Ministry of Construction for compilation and reporting to the Prime Minister (including a quick report submitted before 2:30 PM daily; a comprehensive report on the 7-day holiday submitted before 2:30 PM on May 3rd, 2026).
