Strengthen the fight against false and hostile viewpoints.

In 2021, authorities discovered 57 online groups and communities in Nghe An province with activities that posed complex security and order risks, totaling over 3,310,000 members. Of these, 624 accounts and 216 posts containing harmful and toxic content were processed. Authorities also investigated and prosecuted 12 individuals involved in exiled reactionary organizations and 11 YouTube accounts engaged in subversive activities on social media.

Misinformation about the National Assembly and People's Council elections at all levels is circulating on social media.

According to information gathered by relevant agencies, hostile forces are intensifying their "peaceful evolution" activities in the ideological and cultural fields with more sophisticated and vicious tactics, thus posing complex risks to the economy, security, and social order.

In light of this situation, in order to contribute to preventing and thwarting the subversive plots and schemes of hostile forces,cParty committees, government agencies, and leaders and managers at all levels and in all sectors must constantly raise awareness in this struggle, especially by disseminating information to cadres, party members, and all segments of the population to understand the insidious schemes and tactics of hostile forces; constantly focusing on building a strong Party and political system; and educating and training cadres and party members on political qualities, ethics, and lifestyle.

At the same time, direct relevant agencies to resolve and handle all cases of law violations decisively, meeting the aspirations and expectations of the people, and focus on combating and dealing with activities that oppose the regime and complicate security and order.

This task requires Party committees, government agencies, and mass organizations to regularly and promptly understand the thoughts and aspirations of the people, and to mobilize the masses to effectively implement the Party's guidelines and policies, and the State's laws and regulations.

Simultaneously, strengthen propaganda and mobilization efforts among cadres, union members, association members, and all segments of the population to raise awareness about protecting the Party's ideological foundation, combating and refuting erroneous and hostile viewpoints, and creating a solid foundation of public support. Continued investment in information technology infrastructure is needed to meet the requirements for monitoring and preventing harmful and toxic information, and to effectively implement the 2018 Cybersecurity Law throughout the province.
