Strengthen inspections of facilities with fire and explosion risks.
(Baonghean.vn) - In the past 5 years, more than 15,000 fires occurred nationwide, killing nearly 450 people and causing estimated property damage of nearly 10,000 billion VND.
On the morning of November 26th, the Ministry of Public Security held a nationwide online conference to review the first five years of implementing Plan No. 91 of 2013 on measures to prevent and control major fires. Lieutenant General Le Quy Vuong, Member of the Central Committee of the Communist Party of Vietnam and Deputy Minister of Public Security, chaired the conference.
At the Nghe An location, Colonel Ho Sy Tuan and Colonel Le Quoc Bao – Deputy Directors of the Nghe An Provincial Police – co-chaired the conference.

According to a report by the Ministry of Public Security, in the five years from May 2013 to June 2018, 15,471 fires occurred nationwide, resulting in 449 deaths, 1,070 injuries, and estimated property damage of nearly 10 trillion VND and nearly 6,000 hectares of forest. Of these, 159 were major fires and nearly 600 caused serious casualties.
Given the complex situation regarding fires and explosions, on April 24, 2013, the Ministry of Public Security issued Plan 91/KH-BCA-C61 on implementing measures to prevent and control major fires nationwide. This plan aims to proactively prevent, deter, and gradually reduce the number of incidents and the damage caused by fires and explosions to the lowest possible level.
After 5 years of implementation, many results have been achieved. Compared to the same 5-year period before implementation (2008-2012), although the number of fires has increased, the number of major fires has been basically controlled.

Forecasts indicate that the fire and explosion situation will remain complex and the number of incidents is likely to increase in the coming period. The Ministry of Public Security requests that police units and localities coordinate with relevant agencies and departments to review and improve the institutional and legal framework for state management of fire prevention and control.
Strengthen basic investigation work and classify facilities subject to fire prevention and control management. Focus on effective advisory work and leverage the combined strength of the entire political system in fire prevention and control and rescue work. Improve the quality and effectiveness of fire prevention and control propaganda and build a nationwide movement for public participation in fire prevention and control.
Strengthen fire safety inspections and audits at facilities and areas with high fire and explosion risks, strictly handle violations, and promptly detect, guide, and rectify shortcomings and inadequacies in fire safety work.
