Accelerate efforts to ensure land data is "accurate, complete, clean, and relevant."
Nghe An province is accelerating its efforts with decisive and coordinated approaches to expedite land surveying and mapping, create land records, and complete the national land database. To date, the province has risen to the top of the country in terms of implementation results; many communes and wards have completed the collection of records in hamlets and villages, creating a foundation for land data to be truly "accurate, complete, clean, and up-to-date".
Resolving long-standing backlogs
By systematizing all land records from different periods and classifying each group of land parcels, Kim Lien commune has clearly identified the tasks that need to be done and the cases that require focused attention for resolution.
The entire commune has nearly 53,500 land parcels, of which nearly 60% have been identified as belonging to the group with complete, accurate, and clean data. With nearly 16,700 land parcels belonging to Group 3, the commune has now completed the declaration and transferred all files to the Nam Dan Branch of the Land Registration Office for further data standardization.
Mr. Tran Thanh Hai, Vice Chairman of the Kim Lien Commune People's Committee, said that based on the policies and plans of the Central Government and the province, the Kim Lien Commune People's Committee quickly established a Steering Committee, specialized teams, and support teams; and at the same time, developed a specific implementation plan.
One of the solutions emphasized by the commune is to promote the role of grassroots forces. All 25 hamlets received professional training and specific guidance for Party branch secretaries, hamlet leaders, and heads of the Fatherland Front committees to coordinate with specialized teams and support teams in disseminating information and mobilizing people to declare their assets.
For households facing difficulties and obstacles, commune officials provide direct support following the principle of "reaching every alley, knocking on every door." "To date, the commune has completed 100% of the missing data files, digitized them, and transferred them to the Nam Dan Branch of the Land Registration Office for data standardization," said Mr. Tran Thanh Hai, Vice Chairman of the Kim Lien Commune People's Committee.
The "Sunday for the People" and "Saturday for the People" programs were organized, even outside of regular working hours, to assist people in completing their applications. Thanks to the involvement of the Party Committee, the government, and the entire political system, along with the coordination of the commune police and the Nam Dan branch of the Land Registration Office, the implementation of Plan 2959 in Kim Lien commune has been basically completed.
In addition to cleaning up data, the land review process in Kim Lien commune also contributed to resolving many long-standing pending cases, including the case of workers' households from the Trung Do Nam Giang Brick and Tile Factory who had their collective housing units privatized since 1986.
Ms. Hoang Thi Kim Hoa, a worker residing in the Trung Do Nam Giang Brick and Tile Factory's housing complex in Nam Giang hamlet, Kim Lien commune, said that previously, the land and houses of the Nam Giang Brick and Tile Factory (later the Trung Do Nam Giang Brick and Tile Factory) were sold to its employees. However, for a long time, the families had not been granted land use rights certificates. "Currently, the commune is guiding me through the procedures to obtain the land use rights certificate, and we are very excited," Ms. Hoa shared.
After years of unresolved petitions, the people were very excited when Kim Lien commune decided to issue land use right certificates to households. To date, more than 20 households have received land use right certificates; the remaining households are continuing to be guided in completing the procedures.

For data from the database to truly become "accurate, complete, clean, and active," the role of the Land Registration Office branches is of particular importance.
To handle the large workload, the Do Luong Branch of the Land Registration Office established two working groups: the Land Registration and Issuance Group and the Cadastral Technical Group, assigning specific tasks to each group and each member. To date, the Branch has completed data for over 106,000 out of 124,000 land parcels, moving them to Group 1, achieving 85.5% of the plan.
According to Mr. Nguyen Quang Minh, Director of the Do Luong Branch of the Land Registration Office, the land surveying technical department is focusing on processing and expanding the spatial layout of land parcels; the registration and certificate issuance department is processing applications and scanning certificates. “In the coming time, there are approximately 20,000 more land parcels to process. The branch will continue to review land parcels under its jurisdiction to further clean up, enrich, and add them to the database,” Mr. Minh said.
Simultaneously, the branch coordinated with the People's Committees of the communes to review and sign scanned documents to upload data to the system for land parcels that have not yet been issued land use certificates. To date, approximately 76,000 land parcels have had their data uploaded to the system in coordination with the People's Committees of the communes.
For the remaining cases, the majority are land parcels with difficulties and complications related to land disputes and encroachment. Cases that do not yet meet the criteria for updating are also compiled by the branch and reported to the Provincial Steering Committee for appropriate action.
Due to the heavy workload and the need to consistently fulfill professional duties, the branch organized overtime work, including on Saturdays, to expedite progress.
Speed up to bring data to life.
In Van An commune, the total number of land plots requiring clearance is 42,737. To date, the locality has cleared 27,505 plots, reaching 64.3%.
Mr. Nguyen Chi Thinh, Head of the Economic Department of the Van An Commune People's Committee, said that the locality has mobilized all officials and civil servants of the Party Committee and the Commune People's Committee, in coordination with the Fatherland Front and other organizations, to carry out the task.
The process of collecting records in the hamlets has been largely completed and handed over to the commune. The commune's working group continues to review, enter data, and finalize information before transferring it to the Nam Dan Branch of the Land Registration Office for data completion.
In Nghia Mai commune, Mr. Nguyen Song Hao, Chairman of the People's Committee, said that the locality has a large area; the land is managed by Nghia Dan Forestry Farm, Co Do Agricultural Farm, and the commune, so the process of land surveying and verification faces many difficulties. In addition, many land plots have undergone changes, conversions, or the owners have changed their place of residence.
To resolve the issue, for the remaining more than 5,800 land plots in Group 3, the members of the Standing Committee of the Commune Party Committee continue to go directly to the hamlets with working groups to review and assist people in completing their dossiers.
Local authorities maintain a weekly progress reporting system; villages with many outstanding and unresolved cases will be prioritized for processing to ensure the deadlines set by the province are met.
According to data updated at 1 PM on September 8th, the total number of land parcels in Nghe An province whose databases have been built on the VBDLIS software is 2,701,596, an increase of 1,494,678 parcels compared to Plan 2959.
Of these, 2,349,290 plots belong to Group 1 - plots for which databases have been established and data is currently in use, ensuring accuracy, completeness, cleanliness, and viability. This number represents an increase of 1,762,624 plots compared to Plan 2959.
Group 2 currently has 352,306 land parcels, which are parcels already in the database but do not fully meet the criteria of "correct - sufficient - clean - livable".
However, there are still 1,605,396 land parcels for which no database has been established. This number is mainly concentrated in 62 communes that have not yet had land databases built under the VILG Project. The Department of Agriculture and Environment is directing its four affiliated units to closely coordinate with the commune-level People's Committees to accelerate the progress.
The workload remains enormous, requiring even more coordinated and decisive action from Party committees, governments at all levels, the police force, the Ministry of Agriculture and Environment, the Land Registration Office branches, and the active cooperation of the people.
And the ultimate goal of this process is not just to have a digitized database, but to have "accurate, complete, clean, and active" data that is regularly updated and operated, becoming an effective tool to serve state management and the people.
