Accelerate resettlement for the North-South High-Speed ​​Railway Project.

The North-South High-Speed ​​Railway Project is a national strategic infrastructure project, requiring a massive amount of land clearance and resettlement. Within the province, dozens of resettlement areas are being planned and constructed to ensure stable housing for affected residents.

Focus on resolving obstacles at the grassroots level.

The resettlement process for the North-South High-Speed ​​Railway Project in the province is entering a crucial phase. This is a large-scale project, with the route passing through many localities and directly affecting hundreds of households. Therefore, the requirement is not only to ensure progress but also to thoroughly address the rights, living conditions, and long-term livelihoods of the people after relocation.

In An Chau commune, where the planned high-speed railway line will pass through for more than 6.3 km, resettlement has been identified by the local authorities as a top priority. The project affects hundreds of households, of which approximately 18 households require relocation.

Mr. Nguyen Huynh Trinh, Vice Chairman of the An Chau Commune People's Committee, said: "From the beginning, the commune established a steering committee, a compensation and land clearance council, and developed a comprehensive plan for the resettlement area. To date, the overall site plan for the resettlement area, covering 3.3 hectares, has been approved; the design drawings and cost estimates are basically complete."

The local authorities are currently selecting contractors, with construction expected to begin in April 2026 and be completed around June 2026. Simultaneously, the majority of land parcels have been surveyed, compensation and support plans approved, and payments are being prepared. Remaining issues are being discussed and reviewed to resolve them completely. This proactive and systematic approach is considered a crucial prerequisite for ensuring public confidence and support for this major policy.

In Dien Chau commune, where the high-speed railway line runs for more than 2 km, the project affects approximately 12.6 hectares of land of various types and is expected to resettle 50 households. To ensure stable housing for the people, the local authorities have planned two resettlement areas in Phuc Thiem and Phuc Nguyen hamlets, with a total area of ​​nearly 2 hectares.

To date, detailed plans for resettlement areas have been approved; economic-technical reports, contractor selection plans, and construction bidding results have been completed. Compensation plans for the Phuc Thiem resettlement area have been approved, and payments are being made and infrastructure construction is underway. For the Phuc Nguyen area, the inventory, preparation, and public disclosure of compensation plans are being expedited.

According to Mr. Tran Thanh Giap, Vice Chairman of the People's Committee of Dien Chau commune, the plan to clear land for resettlement areas in the commune will be completed in April 2026, with basic technical infrastructure completed before June 30, 2026. This timeframe is considered a "prerequisite" to ensure the progress of land acquisition for the High-Speed ​​Railway Project.

In Hung Nguyen commune, three infrastructure projects for resettlement areas serving land clearance are being accelerated. According to the commune's People's Committee report, the locality aims to simultaneously commence construction in April 2026.

In fact, the Ngoc Dien resettlement area covers more than 6 hectares with 163 residential plots, and a total investment of over 83.8 billion VND. Land clearance is basically complete, with only two households remaining due to inheritance issues. Once the price announcement for Q1/2026 is available, the local authorities will approve and select a contractor to begin construction.

The project in Nam Ke Gai hamlet covers nearly 10 hectares, comprising 261 residential plots, with a total investment of over 124.5 billion VND. Currently, the design and cost estimate documents are being reviewed, and compensation and land clearance are expected to be completed in April 2026.

Meanwhile, the resettlement area in Con Ben (Hung Dao 7 hamlet) is smaller in scale, with 37 residential plots and an investment of 20 billion VND. The design documents have been completed, awaiting price updates for approval and contractor selection.

In Yen Trung commune, the planning and land clearance for resettlement areas are being implemented synchronously. In 2025 and early 2026, the locality completed the approval of detailed planning at a scale of 1/500 for four resettlement areas including Tung Hieu, Diep Diep, Khu Bu and Dap Coi, with a total area of ​​nearly 12.3 hectares and a total estimated investment of over 195 billion VND.

Currently, the areas are in the feasibility study phase; cadastral surveying has been completed and approved. The Tung Hieu and Dap Coi areas have publicly posted the draft compensation plan since the beginning of April 2026; the remaining areas are expected to post their plans in the near future. Compensation, support, and resettlement payments to residents are expected to be completed by the end of April 2026.

In Lam Thanh commune, the construction of resettlement areas for the High-Speed ​​Railway Project is being carried out urgently and synchronously. Currently, all five resettlement areas in the commune have entered the construction phase. According to observations, contractors are focusing manpower and machinery to complete basic items such as building internal roads, laying foundations, and constructing drainage systems. With the current progress, Lam Thanh commune is considered one of the localities in the province that has implemented resettlement areas earliest and most decisively, creating an important foundation to ensure the overall progress of the project.

There's still a "bottleneck".

According to the Department of Construction, land clearance for the construction of resettlement areas in the province is being implemented synchronously, but progress varies between areas. Regarding cadastral surveying and mapping, 19 areas have been approved; 7 areas are awaiting appraisal; and 8 areas are in the process of signing ownership documents. However, 7 areas have yet to select surveying and ownership signing units.

Regarding land inventory, counting, and public meetings, 8 areas have completed all land clearance; 6 areas have completed inventory, valuation, and public disclosure; and 5 areas are currently undergoing on-site inventory. Notably, 22 areas still cannot issue land acquisition notices due to ongoing surveying. This is currently the biggest bottleneck.

During construction, eight resettlement areas have been developed: two in Hoang Mai, one in Tan Chau, and five in Lam Thanh, demonstrating that localities that have done a good job of preparation are showing clear effectiveness.

Experience shows that where Party committees and authorities are actively involved, doing a good job of propaganda, dialogue, and transparency in policy implementation, progress is accelerated. In the coming period, focusing on resolving difficulties in surveying and inventorying, expediting the appraisal and approval of technical documents, and strengthening dialogue to create consensus among the people will be key factors. Only when people have stable new housing can the North-South High-Speed ​​Railway Project be implemented according to plan, ensuring a balance between infrastructure development and social welfare goals.

The North-South High-Speed ​​Railway project, the section passing through Nghe An province, is 85.5 km long and traverses 18 communes and wards. The land acquisition area is approximately 519.2 hectares. Around 2,150 households are affected, of which 1,782 households require resettlement. It is planned to allocate 41 resettlement areas, covering approximately 102.69 hectares, with a total resettlement cost of approximately 1,450 billion VND. Specifically: Hoang Mai (2 areas); Quynh Van (2 areas); Quynh Son (2 areas); Quynh Luu (1 area); Hung Chau (1 area); Duc Chau (2 areas); Minh Chau (6 areas); Dien Chau (3 areas); An Chau (1 area); Tan Chau (3 areas); Than Linh (2 areas); Nghi Loc (1 area); Yen Trung (4 areas); Hung Nguyen (4 areas); Hung Nguyen Nam (2 areas); and Lam Thanh (5 areas).
