(Baonghean) - The Standing Committee of the Quy Hop District Party Committee has just issued a mechanism for citizens and businesses to assess their level of satisfaction with officials and civil servants. Baonghean newspaper had an interview with Ms. Vo Thi Minh Sinh - Member of the Provincial Party Committee, Secretary of the Quy Hop District Party Committee - on this matter.

PV:Resolution 16 is considered a breakthrough in administrative reform in Quy Hop. So, what are the specific objectives of Resolution 16, Comrade?
Comrade Vo Thi Minh Sinh:Over the years, Quy Hop district has focused on institutional reform, administrative procedure reform, receiving and processing feedback from citizens and businesses, and modernizing public administration. However, to meet development requirements, the results achieved are still limited. In particular, the process of receiving and handling feedback and complaints from citizens and businesses regarding the state management activities of agencies and units has not been consistent in terms of methods, measures, and responsibilities. Some suggestions and complaints from citizens and businesses have been slow to be resolved. The responses and explanations to suggestions and complaints from citizens at the district and commune levels have sometimes been inadequate and of low quality.
Following this, the Standing Committee of the District Party Committee issued Resolution 16 and assigned the District People's Committee to develop a plan to implement this issue. The specific goal is that annually, 100% of agencies, units, and People's Committees of communes and towns will develop and issue administrative reform plans and organize their effective implementation. By 2020, the aim is for 100% of district-level officials and civil servants, and 90% of commune-level officials and civil servants and public service employees to have a university degree or higher; and 95% of official documents exchanged between administrative agencies to be conducted electronically…

In particular, we are focusing on implementing measures to assess the level of satisfaction of the people and businesses, striving to achieve the following levels of satisfaction by 2020: over 90% for administrative procedures; and over 85% for services provided by public service units in the fields of education, health, and the services of administrative agencies.
In addition, the goal is for state agencies to annually receive, respond to, and explain 100% of the suggestions and proposals from citizens and businesses, with an 80% target of timely, decisive, and accepted explanations and responses that do not lead to further suggestions or complaints.
PV:Thus, it can be seen that the satisfaction of citizens and businesses is the measure of the successful implementation of Resolution 16. So, Comrade, what tools will citizens and businesses use to "rate" officials, civil servants, and public employees?
Comrade Vo Thi Minh Sinh:We have assigned the Department of Internal Affairs to lead the implementation of the Project, which includes leading the application of a method for measuring the satisfaction of citizens and businesses with the services of administrative agencies, encompassing the following axes: Access to services: Assessing the quality of information provision and facilities, as well as the level of satisfaction with information about services and facilities at the administrative service delivery locations. Administrative procedures: Assessing transparency, simplicity, ease of understanding, and convenience. Service of civil servants: Service attitude and competence. Results of work resolution by administrative agencies: Assessing the results of work resolution: time and cost.
PV:Regarding receiving and responding to feedback, what mechanisms are used by citizens and businesses to provide their opinions, Comrade?
Comrade Vo Thi Minh Sinh:Citizens and businesses can submit their feedback through written documents, telephone, feedback forms, email, or even social media platforms like Facebook. Feedback should focus on eight key issues: specific obstacles in the implementation of administrative regulations due to delays, inconveniences, or non-implementation, or incorrect implementation by administrative agencies, officials, and civil servants; inconsistencies between administrative regulations and reality; lack of uniformity or consistency in administrative regulations; illegal administrative regulations; administrative regulations that contradict international treaties signed by Vietnam; other issues related to administrative regulations; and proposed solutions for addressing the aforementioned feedback. Finally, we welcome citizens and businesses to contribute initiatives for the issuance of administrative regulations relevant to business activities and people's lives. Agencies within the state administrative system are responsible for receiving and processing feedback and opinions according to the procedures clearly defined in the Project.
PV:So, when can citizens and businesses assess their satisfaction with officials and public employees, Comrade?
Comrade Vo Thi Minh Sinh:As I mentioned above, the Standing Committee of the District Party Committee has assigned the District People's Committee to develop the Project and organize its implementation. Annual budget allocations are made for its implementation. We require that Resolution 16 be disseminated to cadres, Party members, and the people so that they are aware of it and can implement and monitor it. Periodically, the Standing Committee of the District Party Committee conducts inspections, reviews the implementation results, and provides timely guidance on the implementation of the contents of Resolution 16 in the following period. The Standing Committee of the District Party Committee has also assigned the Deputy Secretary of the District Party Committee and Chairman of the District People's Committee to be responsible for the implementation and direction of Resolution 16.

Currently, we recognize that Resolution 16 serves as both pressure and motivation for officials and civil servants to perform their functions and duties well, building a government that serves the people and businesses. Therefore, we are decisively directing the implementation of the project's steps. Specifically, by the end of 2016, we will conduct surveys to gather feedback from citizens and businesses regarding their satisfaction with public administrative services. In addition, by the end of 2016, the District People's Committee will successfully implement the e-government software (HCM Egov Framework 2.0); this will then be expanded to other agencies, units, and the People's Committees of communes and towns in 2017. Furthermore, the project's steps have been assigned to relevant departments for early implementation, such as receiving feedback and gathering opinions from citizens via Facebook...

Comments on the matter: Ms. Le Thi Hai – Block 14, Quy Hop town:Evaluating the level of satisfaction of citizens and businesses with public officials is a good approach. Citizens can provide feedback on both the positive and negative aspects of officials' interactions with them. This helps to enhance the accountability of officials and public employees in performing their duties. Comrade Cao Duy Thai – Secretary of the Party Committee of Chau Ly commune (Quy Hop):When the Standing Committee of the District Party Committee issued Resolution 16 and the District People's Committee issued the implementation plan, the Party Committee and People's Committee of Chau Ly commune immediately issued a plan and implemented it. All matters related to resolving procedures for citizens and businesses were answered and resolved thoroughly and decisively, with the involvement of leaders and officials alike. These issues had been addressed before, but the commune is now paying more attention to and strengthening these efforts. Comrade Hoang Khac Thanh – Head of the Internal Affairs Department, Quy Hop District People's Committee:The district is currently piloting a system at the District People's Committee, placing two ballot boxes at the District People's Committee's One-Stop Service Center and the District People's Committee Office to collect public feedback. Soon, we will issue a feedback form to be placed at these locations so that citizens and businesses can rate their satisfaction and cast their votes into the ballot boxes. We will open the ballot boxes and collect feedback once a month. At the end of the year, based on this feedback form and other channels, we will evaluate the performance of officials and civil servants. By 2017, the ballot boxes will be expanded to several district agencies and some outlying communes to collect feedback from citizens and businesses. |
