(Baonghean) - Converting the abandoned land with rows of dilapidated houses, unused for a long time in Quynh Thuan commune (Quynh Luu) into an infrastructure and residential area construction project will avoid waste and create a new look in landscape architecture. Previously, to facilitate the purchase of salt for salt farmers, Nghe An Salt and Trading Joint Stock Company established many purchasing points, salt warehouses and offices in several localities, but for a long time, the purchase of salt encountered difficulties, and these points had to close.

Mr. Ho Le Duc - Director of Nghe An Salt and Trading Joint Stock Company, said: Since its establishment, the company has had warehouses and offices scattered throughout coastal districts. Previously, salt purchasing at the company's locations was bustling, contributing to supporting coastal residents in developing the salt making profession, but since around 2000, the company could not compete with the way of collecting salt from private traders, the situation of salt purchasing encountered many difficulties, so the unit's purchasing facilities located in localities have gradually stopped operating. The company's purchasing locations, salt warehouses as well as representative offices in localities were also forced to close.

Currently, to avoid wasting and abandoning these lands, Nghe An Salt and Trading Joint Stock Company is coordinating with relevant authorities and localities to carry out procedures for handing over and converting these lands according to the provisions of law.

In Quynh Thuan commune (Quynh Luu district), the land was previously the company's office (granted a land use right certificate by the Provincial People's Committee in 2014, with an area of ​​6,802m2), currently the company's office buildings have been severely damaged and are no longer usable. Faced with this situation, Nghe An Salt and Trading Joint Stock Company has filed a request for permission to convert from "production and business land" to "infrastructure and subdivision of residential land".

After receiving the dossier, the Department of Planning and Investment also issued Document No. 2428, dated August 8, 2018, to relevant departments, branches and the People's Committee of Quynh Luu district "Regarding the comments of the Investment Committee on the infrastructure project and subdivision of residential land in Quynh Thuan commune, Quynh Luu district". In Document No. 29/UBND-DT of the People's Committee of Quynh Thuan Commune "Regarding the opinion on the investment policy of the project: Infrastructure for dividing residential land in Quynh Thuan Commune", signed by the Chairman of the People's Committee of the Commune, Tran Quoc Tuan, on September 13, 2018, it is recommended: "The request of Nghe An Salt and Trading Joint Stock Company to convert from "production and business land" to "infrastructure and dividing residential land" is consistent with the adjustment of the general construction planning of Quynh Luu district approved by the Provincial People's Committee in Decision No. 378/QD-UBND dated June 18, 2018. The People's Committee of Quynh Thuan Commune agrees and respectfully requests the People's Committee of Quynh Luu District to submit to the Provincial People's Committee for consideration and permission to change the purpose of use according to the provisions of law".

On November 15, 2018, the People's Committee of Quynh Luu district also issued Document No. 222/UBND-TNMT, responding to Official Dispatch No. 2428 of the Department of Planning and Investment, with the following content: "After reviewing the project dossier, conducting a field survey in Quynh Thuan commune; the opinion of the Standing Committee of the District Party Committee in Notice No. 1201; the opinion of the People's Committee of Quynh Thuan commune in Official Dispatch No. 29, the People's Committee of Quynh Luu district assessed: The project is consistent with the new rural planning of Quynh Thuan commune; Regarding land use planning: The land area implementing the project is consistent with the land use planning adjustment plan to 2020 and the first year land use plan of the planning adjustment of Quynh Luu district approved by the District People's Committee in Decision No. 387, dated June 18, 2018, with the purpose of use being rural residential land... The People's Committee of Quynh Luu district agrees with the investment policy and requests the Provincial People's Committee, relevant departments, branches and sectors to consider and create favorable conditions. project implementation".

Mr. Nguyen Van Loi - a land officer of Quynh Thuan commune said that at some meetings with voters, some people had questions about the land of Nghe An Salt and Trade Joint Stock Company, mainly people proposed 3 issues, which are: The company must dismantle the broadcasting antenna pole (installed by the company for a telecommunications unit on the company's land); request the company to cut a part of the land to expand the kindergarten campus; do not prolong the situation of leaving the office land of the salt company abandoned and wasting.

According to Mr. Nguyen Van Loi, in the three issues mentioned above, Nghe An Salt and Trading Joint Stock Company has dismantled the antenna pole and agreed to cut about 500m2 of land to expand the kindergarten campus. So what people are concerned about now is that Nghe An Salt and Trading Joint Stock Company does not let this land go to waste, if it changes the purpose of use, it must do so in accordance with the provisions of the law.

Mr. Tran Ngoc Binh - Vice Chairman of Quynh Thuan Commune People's Committee said: Quynh Thuan has been a commune that has met the new rural standards since 2015, so currently, all welfare facilities in the commune have been built, schools and commune health stations have met level 2 standards. Therefore, the land for welfare facilities has also been fully planned and built. Currently, the commune is planning to expand the kindergarten campus (adjacent to the salt company's land), this issue has also been agreed by Nghe An Salt and Trading Joint Stock Company. The commune has also sent documents to the superiors to agree to the policy of converting this land to avoid waste and create a beautiful, synchronous landscape in the central area of ​​the commune.
Talking to reporters about this project, Mr. Nguyen Van Quy - Vice Chairman of Quynh Luu District People's Committee said: This project has been agreed upon by the District Party Committee and the People's Committee of Quynh Luu District. If this project is implemented, it will create a highlight and image for Quynh Thuan commune, because after planning and construction, it will become a residential area with entertainment facilities, becoming a small urban area in Quynh Thuan; it will help to use land more effectively and better; increase revenue for the budget to invest in building infrastructure, serving the lives of the people.

According to Mr. Quy, there are some recommendations from the people, currently Nghe An Salt and Trading Joint Stock Company has fully responded, such as: The company has relocated the telecommunication pole according to the proposal of the commune and the people; agreed to reserve 500 m2 for the commune to expand the kindergarten, if the investment is approved, the company will support the construction of a road about 500m to the kindergarten. If this project is implemented, it will bring about general socio-economic efficiency, very good community benefits, so the district and the commune both agree, of course, during the implementation process, Nghe An Salt and Trading Joint Stock Company must comply with the procedures prescribed by law.

In fact, with the development potential of Quynh Thuan commune, the successful implementation of the Project on infrastructure construction and subdivision of residential land in Quynh Thuan commune will become a concentrated residential area, not only serving the needs of the people in the project area but also the neighboring area, creating a new look in landscape architecture for the area, creating a premise for the development of service and trade industries in the new rural coastal commune.
