Reporter:Comrade, recently in Quynh Lap commune (the area planned for the Dong Hoi Industrial Park), many households have arbitrarily expanded their houses, fences, and planted trees illegally, causing difficulties in compensation and land acquisition for the implementation of investment projects. Given this situation, how has the commune Party committee led and directed the resolution of this issue?

Comrade Ho Sy HoangThe Dong Hoi Industrial Zone planning was announced by the State in 2010, covering an area of ​​1,436 hectares with over 700 households subject to relocation. Since the State announced the decision to invest in the Quynh Lap 1 Thermal Power Plant, many households have arbitrarily expanded their houses, fences, and planted trees illegally for illicit profit.

In light of this situation, the Party Committee held an expanded meeting with the participation of the Party branches of the three hamlets located within the project area, and unanimously agreed on a comprehensive leadership plan with the following contents:

- Regarding ideological work: It was determined that cadres from the commune to the hamlet level must, by all means, stabilize the situation. Party committees at all levels were instructed to hold thematic meetings.

- Mass mobilization work: The Party Committee decided to establish two propaganda and mobilization teams. These teams are responsible for coordinating with the Party branch committees to direct the activities of mass organizations to disseminate information about State regulations on compensation for land clearance, and to conduct individual persuasion efforts targeting individuals who incite people to build illegally for personal gain. They are also responsible for persuading members who are engaging in illegal construction to cease construction.

- Regarding state management: Strengthen measures to handle violations by citizens and transport vehicles/services supplying materials to violators. The People's Committee established two working groups to handle violations of illegal construction, drawing up reports and processing 47 cases of illegal construction.

- Reporting to the City Party Committee to seek leadership guidance: The City Party Committee agreed with the Party Committee's proposal and decided to establish a working group to support our locality, headed by the Standing Committee member in charge of the Party Committee.

Thanks to the decisive implementation by the Party Committee and the active support from higher levels, illegal construction in the Dong Hoi Industrial Zone has now been stopped.

ReporterIt is known that, in implementing the Resolution of the Party Congress of the commune for the 2015-2020 term, the Party Committee has issued a specialized resolution. Could you elaborate on the urgency, objectives, and tasks of this resolution?

Comrade Ho Sy Hoang:According to the development plan, Quynh Lap is a locality with many key investment projects of the entire province. The Party Committee has identified this as a continuous political task and a central focus for the entire 2015-2020 term, contributing to helping Nghe An escape from poverty.

Previous experience has shown that compensation, land clearance, and relocation and resettlement are extremely difficult tasks. To accomplish this successfully, one of the crucial tasks is to effectively lead land management, as state management of land and construction order in previous years has been limited. Therefore, the Party Committee needs a specialized resolution to proactively focus the Party Committee's leadership efforts.

The resolution also clearly defines the responsibilities of each organization within the political system, of each official, Party member, and leader. Everyone must act in a coordinated manner according to their assigned tasks and responsibilities, overcoming the tendency to look ahead, wait, rely on others, and claim credit for others' work.

Reporter:In the coming period, the simultaneous implementation of projects within the Dong Hoi Industrial Park planning area will have a significant impact on households and will lead to changes and reorganization of the population in the commune. Therefore, what policies and solutions does the Commune Party Committee plan to implement, Comrade?

Comrade Ho Sy Hoang:Right from the announcement of the Dong Hoi Industrial Park master plan, the State also planned two resettlement areas for people who needed to be relocated. The advantage here is that the resettlement areas are located within the commune, and transportation is convenient.

However, with the responsibility of the Party Committee and based on the State's planning, we also anticipate having to redistribute the administrative boundaries of the hamlet to suit the new situation. Resettlement Area No. 1 will form a village, with all residents being those who have to be relocated. Resettlement Area No. 2 will include all those who have to be relocated and about 30 households from Tam Hop village.

The concern is that in resettlement area No. 2, although the residents are said to be from the same commune, the people subject to relocation comprise three villages with customs, traditions, and languages ​​completely different from those in the central area (where the resettlement area is planned), almost like people from a different commune. There are fears of potential negative reactions from the residents upon relocating. Therefore, the Party Committee has determined that it is essential to do a good job of ideological work and public relations with each household to ensure that the people feel secure in relocating to their new homes.

At the same time, the entire political system must be mobilized to proactively participate and help people stabilize their lives as soon as possible. Promptly propose solutions to higher authorities to quickly address the difficulties faced by people when relocating to new residences.

People in the planned areas suffer many disadvantages, especially when they have to give up their land for factories so that the province can have the opportunity to develop. In reality, no one wants to relocate. Whenever I interact with the people, they always ask me a question I can't answer: when will they have to relocate so they can proactively arrange their family's future? Therefore, I suggest that the government needs to expedite the land clearance process for the factories.

The Quỳnh Lập I Thermal Power Plant has commenced construction, but to date, land compensation and site clearance procedures for the two resettlement areas, along with essential infrastructure such as electricity and water, have not yet been carried out. At the same time, investment in a school for the commune needs to be prioritized to ensure that nearly 300 children in the new settlement have access to education, thus providing peace of mind for the relocated residents.
