The 20th Congress of the Nghe An Provincial Party Committee, for the 2025-2030 term, was a resounding success. The success lies not only in electing a new leadership team and adopting a resolution with specific targets and solutions for the next five years, but more importantly, in affirming the high level of consensus to "Build a clean and strong Party Committee and political system; comprehensively innovate, achieve breakthrough development, and transform Nghe An into a prosperous province and a national-level growth pole in the new development era."
The most noticeable and noteworthy aspect of this particularly significant event in Nghe An province these days is that the province has maintained a democratic and united atmosphere, and a healthy political life with minimal disruption.
This is extremely significant in the context of the whole country resolutely implementing the revolution to reorganize and streamline the apparatus and operate the two-tiered local government system, and Nghe An is no exception, although it does not involve merging provincial-level administrative units.
Given its size, population, and geographical characteristics, stability lies not only in not having to change the name of a land rich in revolutionary traditions, but also in the spirit of sharing, acceptance, and overcoming reality, nurturing the aspirations of the people of Nghe An. This will enable them not only to continuously improve themselves but also to make a worthy contribution to the prosperous development of the country in the new era.
This is evidenced by the fact that during the past term, Nghe An has achieved many important and comprehensive accomplishments in various fields. The GRDP has grown at an average rate of 8.3-8.5% per year, higher than the national average. Particularly, for three years (2022-2024), Nghe An consistently ranked among the top 10 localities attracting the largest amount of FDI nationwide; the leadership capacity and fighting strength of the Party organization have been enhanced; and significant results and achievements have been made in the fields of culture, society, national defense, security, and foreign affairs.
This forms the basis for Nghe An's determination to innovate its development thinking during this term, using science and technology, innovation, and digital transformation as driving forces; and Nghe An's culture and people as the foundation. Developing a green economy, digital economy, circular economy, high technology, and quality services. A breakthrough in the East, sustainable development in the West; combining economic development with environmental protection, socio-cultural development, national defense, and security. Expanding regional linkages and international integration, aiming for Nghe An to become a relatively prosperous province in the country by 2030, a new national growth pole with an average GRDP growth rate of 12% or higher for the entire 2026-2030 period. Becoming a center for industry, high-tech agriculture, education, healthcare, science and technology, logistics, and tourism in the North Central region. By 2045 – the 100th anniversary of the founding of the nation – Nghe An will become a high-income province, comprehensively developed, civilized, and modern.
Nghe An has set three strategic breakthroughs to turn its aspiration for a strong and prosperous province into reality in the new term and with a vision to 2045. These are: Focusing on perfecting a synchronized mechanism and policies; Developing human resources, building a high-quality workforce, and attracting talent; Developing infrastructure, prioritizing strategic transportation infrastructure and digital infrastructure.
Five key tasks were also identified, based on the principle of "clear tasks, clear timelines, clear responsibilities, clear authority, clear resources, and clear results." These are: Innovating and building a clean, strong, streamlined, efficient, effective, and effective Party organization and political system; Innovating the growth model, restructuring the economy towards modernity and sustainability, improving the quality of economic growth and competitiveness; Developing economic regions, economic corridors, urban areas, rural areas, and infrastructure development towards linkages, modernity, and sustainability; Developing science, technology, innovation, and digital transformation to create new impetus for rapid and sustainable development; Strictly managing, exploiting, and effectively utilizing resources; protecting the environment, promoting sustainable development, and proactively responding to climate change.
The new leadership team, selected by the Congress, comprises outstanding individuals representing over 200,000 party members in the province, with the expectation that they will transform the potential, advantages, and aspirations of Nghe An province and its people into powerful achievements.
The current situation presents numerous challenges, especially regarding the ability of officials and civil servants to meet the demands of operating a two-tiered local government system. The new development space requires a higher level of initiative, creativity, flexibility, responsibility, pioneering spirit, and exemplary conduct from officials and Party members to meet the demands of reality and the increasingly high and legitimate expectations of citizens and businesses.
Therefore, the important task now is to quickly organize the study and dissemination of the Resolution of the 20th Provincial Party Congress to all cadres, Party members, and the people, creating high unity in understanding, consensus in will, and decisiveness in action.
Each level, sector, and agency/unit needs to promptly develop programs, projects, and plans to implement the Resolution of the Party Congress, clearly assigning responsibilities, tasks, timelines, authority, resources, and expected results, creating a vibrant and effective atmosphere of emulation in implementing the Resolution of the Party Congress from the very beginning of the term.
Each official and Party member needs to play a pivotal role in disseminating the spirit, will, and determination of the Congress within their respective agencies, units, and communities; setting a good example and actively implementing the resolutions, contributing to bringing the Congress's resolutions into reality as soon as possible.
The success of the Congress demonstrates unity of will and consensus in action. New hopes and aspirations for development are being fueled by the heroic tradition and the spirit of solidarity from top to bottom, enabling Nghe An today to seize opportunities, unleash potential, strive harder, be more creative, and be more determined to build a clean and strong Party organization and political system. We strive to make Nghe An a prosperous, beautiful, civilized, and modern province, as envisioned by our beloved President Ho Chi Minh for his homeland, "a land of profound meaning and deep affection." We will successfully implement the goals and tasks set forth in the Resolution of the 20th Provincial Party Congress, and together with the whole country, successfully implement the Resolution of the 14th National Party Congress, achieving the development goals by 2030 and realizing the aspiration of a strong and prosperous Vietnam by 2045, coinciding with the 100th anniversary of the founding of the nation.
