The 20th Congress of the Nghe An Provincial Party Committee, term 2025 - 2030, was a resounding success. The success was not only in electing a new Executive Board for the term, passing the Congress Resolution with specific targets and solutions for the next 5-year development journey, but more importantly, it affirmed the high consensus to "Build a clean and strong Party Committee and political system; comprehensive innovation, breakthrough development, making Nghe An a fairly developed province, a national growth pole in the new era of development".
The most obvious and noteworthy thing about this event of special significance in Nghe An these days is that the province has maintained a democratic and united atmosphere; a healthy political life with little disturbance.
This is extremely meaningful in the context that the whole country is resolutely carrying out the revolution of arranging, streamlining the apparatus, and operating the two-level local government, and Nghe An is no exception, although it does not have to merge provincial-level administrative units.
With its size, population and geographical characteristics, stability is not only about not changing the name of a land rich in revolutionary tradition, but also about the spirit of sharing, accepting and overcoming reality, nurturing the aspirations of the people of Nghe An. Not only to improve itself but also this homeland of “high affection and respect” can make a worthy contribution to the prosperous development of the country in the new era.
This is evidenced by the fact that in the past term, Nghe An has achieved many important and comprehensive achievements in all fields. GRDP grew by an average of 8.3 - 8.5%/year, higher than the national average. Especially in the 3 years (2022 - 2024), Nghe An continuously ranked in the top 10 localities attracting the largest FDI in the country; the leadership capacity and fighting strength of the Party organization were enhanced; the fields of culture, society, national defense, security, and foreign affairs achieved many important results and achievements.
That is the basis for this term of Nghe An to be determined to renew development thinking, taking science - technology, innovation, digital transformation as the driving force; culture, people of Nghe An as the foundation. Developing green economy, digital economy, circular economy, high technology, quality services. Breakthrough in the East, sustainable development in the West; combining economic development with environmental protection, culture - society, national defense and security. Expanding regional linkages, international integration, aiming that by 2030, Nghe An will become a fairly developed province of the country, a new growth pole of the country with an average GRDP growth rate for the entire period 2026-2030 of 12% or more. Becoming the center of industry, high-tech agriculture, education, health, science - technology, logistics, tourism of the North Central region. By 2045 - the 100th anniversary of the country's founding, Nghe An will become a high-income, comprehensively developed, civilized and modern province.
Nghe An has set three strategic breakthroughs to turn Nghe An's aspirations for prosperity in the new term and vision to 2045 into reality. These are: Focusing on perfecting synchronous mechanisms and policies; Developing human resources, building a high-quality team, attracting talents; Developing infrastructure, prioritizing strategic transport infrastructure and digital infrastructure.
Five key tasks were also identified, in the spirit of "clear work, clear time, clear responsibility, clear authority, clear resources and clear results". These are: Innovation, building a clean, strong, streamlined, efficient, effective and efficient Party and political system; Innovation of growth model, restructuring the economy towards modernity and sustainability, improving the quality of economic growth and competitiveness; Development of economic regions, economic corridors, urban areas, rural areas and infrastructure development towards connectivity, modernity and sustainability; Development of science, technology, innovation and digital transformation, creating new momentum for rapid and sustainable development; Strict management, exploitation and effective use of resources; environmental protection, sustainable development and proactive response to climate change.
The new leadership apparatus was selected by the Congress, including typical faces representing more than 200,000 party members in the province, expected to turn the potentials, advantages and aspirations of Nghe An land and people into strong growth.
Reality is posing many challenges, especially the ability to meet the requirements of the task of the staff, civil servants and public employees when operating the two-level local government. The new development space requires higher proactiveness, creativity, flexibility and sense of responsibility, pioneering and exemplary behavior of cadres and party members to meet the requirements of reality and the legitimate and increasingly high demands of the people and businesses.
Therefore, the important thing now is to quickly organize the study and dissemination of the Resolution of the 20th Provincial Party Congress to all cadres, party members and people, creating high unity in awareness, consensus in will and determination in action.
Each level, sector, and agency needs to promptly develop programs, projects, and plans to implement the Congress Resolution, clearly assigning people, tasks, time, authority, responsibility, resources, and results, creating a competitive atmosphere to enthusiastically and effectively implement the Congress Resolution right from the first days of the term.
Each cadre and party member needs to promote the core role of propagating and spreading the spirit, will and determination of the Congress in each agency, work unit and community; be exemplary and actively implement the contents of the resolution, contributing to bringing the Resolution of the Congress into life soon.
The success of the Congress demonstrates unity in will and consensus in action. The belief and aspiration for new development are being fueled by the heroic tradition and the spirit of solidarity from top to bottom, so that Nghe An today can take advantage of opportunities, unleash potential, make more efforts, be more creative, and have higher determination, building a clean and strong Party and political system. Strive to make Nghe An a rich, beautiful, civilized, and modern province, as beloved Uncle Ho wished for his homeland "Highly respected and loved". Successfully implement the goals and tasks set out in the Resolution of the 20th Provincial Party Congress, together with the whole country successfully implement the Resolution of the 14th National Party Congress, complete the development goals by 2030, and realize the aspiration of a strong Vietnam by 2045, right on the occasion of the 100th anniversary of the country's founding.
