Training on using software to monitor and evaluate payments for forest environmental services
In Vinh city, Nghe An Forest Protection and Development Fund has just organized a training course on inspection, monitoring and evaluation of forest environmental services. The training course was attended by leaders and professional staff of forest owners who are organizations and district-level payment organizations in the province.

The policy on payment for forest environmental services (PFES) has been implemented since 2011 under Decree No. 99/2010/ND-CP dated September 24, 2010 of the Government. To date, the policy has been legalized in the Forestry Law and is being implemented under Decree No. 156/2018/ND-CP dated November 16, 2018 of the Government detailing the implementation of a number of articles of the Forestry Law; amended and supplemented by Decree No. 91/2024/ND-CP dated July 18, 2024 of the Government.
This is an important and breakthrough policy of the Forestry sector in mobilizing non-budgetary resources and social capital for forest protection and development, contributing to stabilizing the lives of forest owners, people and communities participating in forest management and protection.
To contribute to further improving the effectiveness of the policy on payment for forest environmental services, Nghe An Forest Protection and Development Fund organizes training on instructions for inspection, monitoring and evaluation of forest environmental services through monitoring and evaluation software to provide instructions and recommendations for inspection, monitoring and evaluation of the implementation of payment for forest environmental services.
The monitoring and evaluation software developed by the Vietnam Forest Protection and Development Fund and the consulting unit focuses on index functions to provide information on each index and from there can extract periodic reports such as monthly reports, quarterly reports and annual reports. In addition, the monitoring and evaluation software allows users to upload data extracted from the PFES map.

Through the training, it helps leaders and professional staff of forest owners who are organizations and district-level payment organizations in the province to improve the quality of management and use of forest environmental service money of the Forest Protection and Development Fund system.
