Training on using software for monitoring and evaluating payments for forest environmental services.

In Vinh City, the Nghe An Forest Protection and Development Fund recently organized a training course on inspecting, monitoring, and evaluating forest environmental services. Participants included leaders and professional staff from forest owners (organizations) and district-level payment organizations throughout the province.

The policy on payment for forest environmental services (PES) has been implemented since 2011 under the provisions of Government Decree No. 99/2010/ND-CP dated September 24, 2010. To date, the policy has been codified in the Forestry Law and is being implemented according to Government Decree No. 156/2018/ND-CP dated November 16, 2018, detailing the implementation of several articles of the Forestry Law; amended and supplemented by Government Decree No. 91/2024/ND-CP dated July 18, 2024.

This is an important and groundbreaking policy of the forestry sector in mobilizing non-budgetary resources and social capital for forest protection and development, contributing to stabilizing the lives of forest owners, people, and communities involved in forest management and protection.

To further enhance the effectiveness of the Payment for Ecosystem Services (PES) policy, the Nghe An Forest Protection and Development Fund organized a training course on inspecting, monitoring, and evaluating forest environmental services through the Monitoring and Evaluation Software. This course aims to provide guidance and recommendations for inspecting, monitoring, and evaluating the implementation of PES payments.

The monitoring and evaluation software, developed by the Vietnam Forest Protection and Development Fund and its consulting unit, focuses on indicator-based functions to provide information on each indicator and generate periodic reports such as monthly, quarterly, and annual reports. Additionally, the software allows users to upload data extracted from the Payment for Ecosystem Services (PES) map.

Through this training course, leaders and professional staff of forest owners (organizations) and district-level payment organizations in the province will improve the quality of management and use of forest environmental service fees from the Forest Protection and Development Fund system.
