Focus on bringing the Than Vu Tunnel project to completion and operational by June 2027.
The project to complete the Than Vu tunnel on the Dien Chau – Bai Vot section of the expressway is being implemented under the public investment model with a total investment of approximately 2,155 billion VND. According to the plan, the project will be basically completed in 2026 and put into operation from mid-2027.
Currently, on the construction site, the investor and contractors are focusing on overcoming difficulties to keep up with the project timeline.

North of the Than Vu tunnel, two main projects, the Xuan Duong 1 Bridge and the left branch of the Xuan Duong 2 Bridge, are currently under intensive construction. The main contractor, Construction Corporation No. 8 (Cienco 8), is deploying personnel and equipment to construct the 21-span Xuan Duong 2 Bridge and the 6-span Xuan Duong 1 Bridge. The subcontractor, Truong Son Construction Investment Joint Stock Company, is constructing the 15 spans of the Xuan Duong 1 Bridge. Currently, the piling work is complete, and contractors are deploying forces to construct the piers, pier sections, and cap beams, aiming for the full girder launching in 2026.

Mr. Truong Cong Trung, Deputy General Director of Cienco 8, stated that as of July 10, 2026, Cienco 8 had completed 110 billion VND out of over 300 billion VND worth of the contract, equivalent to approximately 36% of the total output: “We are currently deploying 9 construction teams; 6 teams are deployed for the nearly 1km-long Xuan Duong 2 bridge and 3 teams for the Xuan Duong 1 bridge. The total number of engineers and workers involved is 125. In the coming period, during peak construction periods, we will plan to supplement personnel promptly to meet the set deadlines.”

The consulting and supervision firm for the Xuan Duong 1 and Xuan Duong 2 bridges and the completion of the Than Vu tunnel is the Bridge and Tunnel Design Consulting Joint Stock Company. Mr. Nguyen Trung Chinh, the chief consulting and supervision firm, assessed: Construction conditions on the northern side of the Than Vu tunnel are difficult, with hilly terrain making access challenging even from the initial site preparation phase. There are also limited solutions to shorten the construction time during the girder launching phase. Furthermore, the current labor supply on the market is very scarce, requiring contractors to make strenuous efforts to mobilize manpower, especially workers for constructing the main body and cap of the tall piers. Therefore, the consulting and supervision firm is deploying sufficient personnel to work alongside the contractors day and night to closely monitor progress, update the contractors, and report regularly to the investor.

South of the Than Vu tunnel, contractors Hoa Hiep Co., Ltd., Bridge Construction Corporation No. 75, and Bien Dong Consulting and Construction Joint Stock Company are focusing on constructing the Than Vu bridge with 50 spans. At the construction site of piers T55 and T56 of the Than Vu bridge, located in Hamlet 5, Nghi Dong, Than Linh commune, one household is continuously obstructing construction despite the land clearance work for the project being completed in phase 1.
Directing operations at the construction site, Mr. Nguyen Tien Suu - Deputy Director of Bien Dong Consulting and Construction Joint Stock Company - shared: “Bien Dong Consulting and Construction Joint Stock Company is constructing 16 spans of the Than Vu bridge, from pier T47 to abutment A1. Construction on piers T55 and T56 had to be halted in April and May. After the Than Linh commune authorities intervened, the family facilitated the construction of the pier base and body. However, the access road for transporting materials for girder installation is still being blocked. If this issue is not resolved in the near future, the company will be very vulnerable in ensuring the project's progress.”

The Than Vu Tunnel project has a total length of 8.2 km, including 3 bridges: Xuan Duong 1, Xuan Duong 2, and Than Vu, with a length of over 4.1 km; completion of the tunnel's interior surface for nearly 1.1 km; the beginning and end roads for 2.88 km; and adjustments to the Nghi Phuong interchange to connect to the expressway in the final phase. To date, the contractors have achieved a cumulative output of over 381 billion VND, equivalent to 29.37% of the contract value.

Mr. Ngo Trong Nghia - Director of the Than Vu Tunnel Completion Project, Railway Project Management Board, Ministry of Construction, assessed that, despite facing many difficulties from the beginning of the project regarding terrain, escalating fuel and material prices, labor shortages, and some locations where local residents obstructed construction, the five contractors, including Hoa Hiep Co., Ltd., Cienco 8, Bridge Construction Corporation No. 75, and Bien Dong Consulting and Construction Joint Stock Company, have successfully completed the project.,Truong Son Construction Investment Joint Stock Company has made efforts to mobilize machinery and equipment and implemented remedial measures, especially regarding human resources. As a result, the critical path progress is currently under control. According to the requirements of the Ministry of Construction, the project will be essentially completed before Tet (Lunar New Year) and put into operation in June 2027..


Representatives from the Railway Project Management Board also requested the People's Committee of Nghe An province to continue taking measures to control construction material businesses; to prevent hoarding and price gouging; and to ensure the supply of construction materials for key projects in the area. They also requested Than Linh commune to disseminate information and encourage residents not to obstruct the construction of the pillars and access roads at the T55 and T56 pillars of the Than Vu bridge.

Upon completion, the 8.2 km section will operate as designed, with the Than Vu tunnel featuring two two-way tunnels, each with three lanes. This will effectively resolve traffic congestion at the Than Vu tunnel junction during peak hours.
