(Baonghean)In 2016, the Tan Ky District Party Committee issued Plan No. 14-KH/HU to address key and pressing issues in the district and focused its direction on this matter. Nghe An Newspaper had an interview with Comrade Bui Thanh Bao - Secretary of the District Party Committee and Chairman of the District People's Council - on this issue.

PV:Could you please tell us about the results of resolving the key and prominent issues that the District Party Committee had planned to address over the past year?

Comrade Bui Thanh Bao:In 2016, under the focused and decisive leadership of the District Party Committee Standing Committee, significant results were achieved in addressing eight key and prominent issues in the district. Specifically, five issues were completed 100%:

Firstly, the situation among cadres and Party members of Song Con Agricultural Company Limited has been stabilized, and focus has been placed on directing the completion of the transformation in accordance with Decree 118/2014/ND-CP on the restructuring, innovation, development, and improvement of the operational efficiency of agricultural companies. Currently, Song Con Agricultural Company Limited maintains unity and consensus, fostering good relationships with communes and Song Con Sugar Company Limited, and proactively collaborating to build highly effective production models.

Secondly, regarding the petition from the people of Gia De hamlet (Nghia Dung commune) concerning the granting of a sand and gravel mining license to Hoang Dinh Lam Private Enterprise, the District People's Committee has worked directly with the enterprise and assigned responsibility to effectively carry out public relations work to resolve conflicts within Gia De hamlet. Simultaneously, it has directed efforts to strengthen the political system and stabilize the situation in the hamlet. To date, the political system is functioning well, with no petitions, complaints, or instances of people gathering at the commune or district People's Committees to file grievances.

Thirdly, no further illegal construction should be allowed on forest land in Hamlet 14, Tan Huong Commune.

Fourth, successfully enforced and resolved the land dispute between Song Con Sugar Corporation and Hoa Cuong Private Enterprise.

Fifth, the administrative boundary between several communes including Tan Xuan, Giai Xuan, Tan Hop (Tan Ky district) and Ha Son, Chau Ly (Quy Hop district) was resolved according to the plan for adjusting the administrative boundary line. To date, all boundary markers have been placed, and the people and authorities on both sides have reached a high level of agreement.

Three difficult tasks have been completed to 50% and will be addressed in the first quarter of 2017. These include stabilizing the situation and resolving land disputes in the Nghia Hoan commune industrial cluster. The district has established an inspection team, and the inspection report, signed by the Chairman of the District People's Committee, has now been submitted.

Regarding land clearance, the district aims to definitively resolve the issue of 15 business kiosks in the area of ​​the (former) library and in front of the District People's Court. The district has decided to divide the process into two phases. Phase one involves clearing 4 kiosks in front of the court. Phase two involves clearing the remaining 11 kiosks. To date, 4 households in front of the court have voluntarily dismantled their kiosks and handed over the land to the State. The remaining 11 kiosks in the (former) library area will be resolved completely in the first quarter of 2017.

Regarding the land dispute between Kieu Phuong Co., Ltd. and residents of Nghia Dung commune (Tan Ky district) and Quang Thanh commune (Yen Thanh district), based on the results of the inspection and review of the current situation, the Steering Committee directed relevant agencies to calculate a support plan for 31 households (assets on the land and relocation costs) totaling over 6 billion VND, but the parties could not agree on the aforementioned support plan.

Kieu Phuong Co., Ltd. proposed to the district that the company be responsible for negotiating with households to measure and assess the value of crops on the land in order to purchase the crops at an agreed price, and requested the People's Committees of Nghia Dung and Quang Thanh communes to assign officials to participate in the measurement process.

However, to date, Kieu Phuong Co., Ltd. has not submitted a report on the implementation results to the Tan Ky District People's Committee. If Kieu Phuong Co., Ltd. fails to fulfill its responsibilities and duties, and cannot reach an agreement with the households, the district will consider proposing to the Provincial People's Committee to resolve the matter in accordance with the law.

PV:So, what lessons has the Standing Committee of the Tan Ky District Party Committee learned from resolving these pressing and prominent issues, Comrade?

Comrade Bui Thanh Bao:In practice, it has been observed that, until now, leadership, management, and direction in addressing the consequences of prominent and pressing issues in the area have been slow, passive, and hesitant, wasting a lot of time. The process of proactively assessing the situation to develop plans, roadmaps, and long-term solutions has not been effectively implemented, resulting in low effectiveness.

Therefore, following the Party Congresses at all levels for the 2015-2020 term, the Standing Committee of the Tan Ky District Party Committee proactively selected eight pressing and prominent long-term issues to focus on resolving and proactively developed a roadmap and solutions for implementation.

Lessons learned from resolving these cases include defining specific timelines and timelines, and clearly assigning responsibilities to individuals and groups, especially the role of the Standing Committee. Each member of the District Party Committee's Standing Committee takes charge of a difficult task, followed by the vice-chairmen, standing committee members, and departments.

For example, the District Party Secretary is directly in charge of the conversion according to Decree 118/2014/ND-CP at Song Con Agricultural One-Member Limited Company; the Standing Deputy Secretary is in charge of the land clearance for stalls in the area of ​​the (old) library and in front of the district people's court; the Deputy Secretary in charge of grassroots affairs is responsible for stabilizing the political system in Gia De hamlet (Nghia Dung commune) and preventing the construction of illegal structures on forest land in Hamlet 14, Tan Huong commune...

Besides clearly assigning responsibilities, it is necessary to regularly check and review the progress of implementation. Almost every Standing Committee meeting brings up issues for review, urging, and reminders. And the most important factor determining success is political awareness, high determination, and the unity of the entire political system. From the Standing Committee, the Executive Committee, to the mass organizations, everyone is united in their efforts; no one speaks against it or tries to hinder progress.

PV:What issues has Tan Ky included in its plan to focus on addressing in 2017, Comrade?

Comrade Bui Thanh Bao:Based on lessons learned from 2016, the District Party Committee's Standing Committee plans to hold a meeting in 2017 to identify seven key issues to focus on resolving, including three unresolved cases from 2016, with the goal of settling them completely in the first quarter of 2017. One case, concerning illegal construction in Hamlet 14, Tan Huong Commune, is considered relatively stable but will still require continued monitoring.

There are three remaining extremely important new points. These are focusing on land clearance and handing over clean land to investors for the construction of a conference center, restaurants, hotels, and a central market in the district. It can be said that one of Tan Ky district's breakthroughs in investment promotion is the success in attracting many investors who plan to build apartment buildings, modern commercial markets, bus stations, conference centers, restaurants, hotels, and high-tech brick and tile factories in the area.

This time, the district is highly determined because if this opportunity doesn't come, there won't be another, especially regarding the construction of a central market. Tan Ky is one of the few districts without a central market, and despite calling for investment for a decade, no one has shown interest or invested. Now, finally, a business has agreed to invest.

The second task is to focus on clearing traffic safety corridors, with a focus on the town center, removing makeshift markets and stalls in front of government offices such as the District Police Station and the District People's Procuratorate, creating clear and safe traffic corridors and ensuring urban aesthetics.

The final and most important task is to rectify the conduct and working methods of officials and civil servants; tighten discipline and order in state administration in accordance with the spirit of Directive 17 of the Provincial Party Committee and Directive 26 of the Prime Minister, in conjunction with the implementation of Resolution 4 of the Central Committee (12th term); and approve the plan to improve the quality of officials in the political system at the district and grassroots levels, creating a breakthrough in personnel work because, as President Ho Chi Minh said, "Officials are the root of all things," and "The success or failure of any undertaking depends on whether the officials are good or bad."
