Speaking at the Conference of the Party Committee of the Provincial Party Agencies, Comrade Hoang Nghia Hieu – Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Secretary of the Party Committee of the Provincial Party Agencies – emphasized the need for decisive action starting in 2026, focusing on building a team of cadres, promoting digital transformation, and reforming the Party's administrative system to create a solid foundation for the entire term.
On the morning of January 9th, the Standing Committee and Executive Committee of the Party Committee of the Provincial Party Agencies for the 2025-2030 term held a conference to implement several key contents within their authority.
Comrade Hoang Nghia Hieu – Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Secretary of the Party Committee of the Provincial Party Agencies – presided over the conference.
Also attending the conference were members of the Provincial Party Standing Committee: Pham Trong Hoang - Head of the Provincial Party Organization Department, Permanent Deputy Secretary of the Party Committee of the Provincial Party Agencies; and Nguyen Dinh Hung - Vice Chairman of the Vietnam Fatherland Front Committee of the province; and other members of the Standing Committee and Executive Committee of the Party Committee of the Provincial Party Agencies.
Discussed and approved many important issues.
The conference discussed and unanimously adopted the Action Program to implement the Resolution of the First Congress of the Party Committee of the Provincial Party Agencies, term 2025-2030, with many comprehensive contents on Party building and rectification work, aiming to gradually affirm the role and position of the Party Committee in the Party organization system of the province, contributing to building Nghe An into a prosperous province of the country by 2030.

The focus is on building a team of cadres and Party members with sufficient qualities, capabilities, and prestige, commensurate with their responsibilities; promoting a pioneering spirit, exemplary conduct, dedication, integrity, and professionalism to meet the requirements of the new development stage. At the same time, it is crucial to accelerate the application of science and technology, promote innovation, and foster digital transformation and administrative reform within the Party.
The conference also discussed and provided feedback on several key programs, projects, and plans of the Party Committee. These included: the comprehensive inspection and supervision program of the Party Committee and the Party Inspection Committee of the Provincial Party Agencies for the 2025-2030 term; the project on digital transformation and administrative reform within the Party Committee of the Provincial Party Agencies; and the plan for Party member development and youth union work and youth movements in 2026 within the Party Committee of the Provincial Party Agencies.
In addition to the above contents, the conference also discussed and approved the Working Regulations of the Executive Committee, Standing Committee, and Permanent Secretariat of the Party Committee of the Provincial Party Agencies for the term 2025-2030; the entire term's work program of the Executive Committee and for 2026; the decision on assigning tasks to the members of the Standing Committee of the Party Committee; the personnel plan for appointing the Inspection Committee, the Chairman and Vice-Chairman of the Party Committee's Inspection Committee, and the working regulations of the Party Committee's Inspection Committee for the term 2025-2030…
Focus on leadership and guidance to put the resolution into practice.
Concluding the conference, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Secretary of the Party Committee of the Provincial Party Agencies - emphasized: The goals and tasks set for the 2025-2030 term are very high, and the spirit of decisive action is needed, especially in 2026, which is a starting point and lays the foundation for the entire term. Therefore, each Party organization, each Standing Committee member, and each Executive Committee member of the Party Committee of the Provincial Party Agencies must closely adhere to the action program, regulations, and assigned tasks to implement them effectively; and at the same time, link it to implementation in their respective sectors, agencies, and units to spread the message.
Regarding specific issues, the Secretary of the Party Committee of the Provincial Party Agencies requested that, in addition to inspecting and supervising the implementation of the Party's guidelines, resolutions, and regulations; the leadership, direction, and organization of administrative reform and digital transformation in Party agencies…; attention should be paid to inspecting and supervising the implementation of Political Bureau Regulation No. 114 on controlling power and preventing and combating corruption and negative phenomena in personnel work and Political Bureau Regulation No. 144 on the revolutionary ethical standards of cadres and Party members in the new period; and digital transformation work... At the same time, regular supervision should be strengthened, focusing on key areas, with prevention as the main priority.
Comrade Hoang Nghia Hieu also agreed to develop a plan for digital transformation and administrative reform within the Party Committee of the Provincial Party Agencies, focusing on interconnectedness between different levels in leadership, direction, and operational management; researching and selecting breakthrough content in the digital transformation of the Party Committee of the Provincial Party Agencies; paying attention to reviewing infrastructure and equipment investments to meet requirements; and assigning the Youth Union as the pioneering force to "lead" and support the digital transformation work.
The Secretary of the Party Committee of the Provincial Party Agencies also requested each Party organization to strengthen its responsibility in leading and directing the work of developing Party members; to promote political and ideological propaganda and education among cadres, Party members, and workers, creating unity and consensus in implementing the Resolution of the 1st Congress of the Party Committee of the Provincial Party Agencies and the Resolution of the 20th Congress of the Provincial Party Committee, term 2025-2030.
The immediate priority is to promote and create a spirit of emulation, fostering high consensus within the Party and throughout society to welcome the 14th National Congress of the Party and the elections for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
