Verification of Nam Dan district's eligibility for advanced new rural development standards.
On the morning of October 3rd, in Nam Dan district, the working group of the Nghe An Provincial New Rural Development Assessment Council conducted an inspection to verify whether Nam Dan district met the standards for advanced new rural development in the 2021-2025 period.
Comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee, Chairman of the Provincial New Rural Development Appraisal Council, and Comrade Phung Thanh Vinh - Director of the Department of Agriculture and Rural Development, Chief of the Provincial New Rural Development Coordination Office, chaired the working session.
Also attending were representatives from various departments and agencies that are members of the Provincial New Rural Development Appraisal Council, the Steering Committee for New Rural Development in Nam Dan district, and representatives from 19 communes and towns in the area.
The first district to register for the advanced new rural development program.

Nam Dan District was recognized by the Prime Minister as having achieved the New Rural Area standard in 2017. Immediately after achieving this district-level standard, with the support and attention of the central and provincial governments, Nam Dan began implementing the criteria for achieving the advanced New Rural Area standard. Thanks to synchronized leadership and guidance, and especially the high level of commitment from the entire political system, the New Rural Area program in Nam Dan has made significant progress. Along with maintaining the quality of the criteria, the communes that completed the mergers were also reviewed to further supplement and improve their criteria, forming the basis for recognition as achieving the New Rural Area and Advanced New Rural Area standards.

In total, over the past 5 years (up to December 31, 2023), Nam Dan district has mobilized over 3,022 billion VND to implement the advanced New Rural Development goals. This includes 64.08 billion VND from the central government budget (2.12%), 232.35 billion VND from the provincial budget (7.69%), 1,295.76 billion VND from the district budget (19.4%), 417.07 billion VND from the commune budget (0.4%), 179.92 billion VND from integrated funding (5.95%), 318.67 billion VND from investment attraction (10.54%), 224.02 billion VND from enterprise mobilization (7.41%), and 290.91 billion VND from people's contributions and other mobilization (9.62%).
Along with the investment in nearly 500 essential infrastructure projects, which have transformed the face of the district's rural areas, the cultural and spiritual lives and incomes of the people have improved.
From 2018 to 2023, the value of production increased by an average of 9.34% per year; per capita income increased from 43 million VND in 2018 to 65 million VND in 2023.
Notably, several key transportation infrastructure projects continue to be invested in and put into operation, meeting the needs of trade, travel, and the development of experiential tourism for the people. Thanks to concerted efforts, after 5 years, based on the criteria for advanced new rural development in the 2021-2025 period, the district has conducted inspections and reviews and proposed that the province recognize 15 out of 18 communes in the district as meeting the advanced new rural development standards, achieving 83%. Currently, Nam Dan district meets 9 criteria according to the district-level criteria for advanced new rural development in the 2021-2025 period; 7 communes have achieved model new rural development standards, and Nam Dan town has achieved civilized urban development standards.

Supplement and refine the criteria.
During the meeting, based on the on-site inspection and survey of several criteria and items in various localities and units, representatives from the departments and agencies that are members of the appraisal committee generally agreed with the district's proposal to consider recognizing it as having achieved the advanced New Rural Area standard. However, the departments and agencies also offered suggestions to supplement some details for the district to consider and add.

Specifically, the Departments of Construction and Transport requested the district to clarify some details regarding the planning, review the province's new rural planning in conjunction with the newly approved provincial planning for the period 2021-2030, with a vision to 2045, to supplement and update it accordingly; new investment projects and works must be updated to ensure legal compliance; prepare documentation and allocate funds for the maintenance and repair of roads managed by the district and communes; strengthen and supervise the management of roadbeds, shoulders, and traffic safety corridors and markers; and install sufficient speed bumps at intersections to ensure safety…
Representatives from the Office of New Rural Development Coordination and the Provincial Department of Cooperative and Rural Development also noted the new phase's standardized clean water criteria; currently, 15 out of 18 communes in the district have achieved advanced new rural development standards, but only 10 of these communes have centralized clean water production systems, while 5 communes and 3 communes have not yet achieved advanced new rural development standards. In addition, the district needs to review inefficient cooperatives to develop solutions; and add some planting area codes for certain key raw material crops…
At the conference, in offering suggestions to the district, representatives from the Department of Industry and Trade also requested the district to review the industrial cluster planning to supplement it in order to support land allocation for production and business development, and to continue considering the planning of markets to ensure food safety and hygiene standards.
Meanwhile, the Department of Culture and Sports, the Department of Education and Training, the Department of Tourism, and the Department of Information and Communications suggested that the district pay attention to supplementing equipment for cultural and information institutions at the grassroots level, especially in the southern communes of Zone 5; it is necessary to pay attention to allocating resources for the preservation and promotion of historical relics and intangible cultural heritage; and to increase investment in accommodation facilities to meet the tourism infrastructure needs, corresponding to the level of recognized relics...

Concluding the meeting, Mr. Nguyen Van De, Vice Chairman of the Provincial People's Committee, commended the working spirit and the frank, dedicated, and focused contributions and suggestions from the departments and agencies. While generally agreeing with the suggestions, he further emphasized that Nam Dan is the birthplace of President Ho Chi Minh, therefore the goals and tasks of building advanced new rural areas receive significant attention and priority from the Central Government and the province. Although there are still many difficulties due to a low starting point, efforts must be made because it is a political task of the province.
Currently, Nam Dan is one of fewer than 10 districts nationwide that have registered to build advanced new rural areas in the 2021-2025 period. This is not only a task and responsibility of Nam Dan district alone, but also requires the support and cooperation of the province.

Based on feedback from departments and agencies regarding each specific criterion, the Vice Chairman of the Provincial People's Committee instructed Nam Dan district to direct its departments and communes to continue supplementing and improving the quality of criteria that are not yet stable and sustainable, as pointed out by departments and agencies. He also requested that departments and agencies closely adhere to the criteria and regulations of the Central Government to support and guide the district in completing the application dossier for early submission for the Central Government's review and assessment.
