Thanh Chuong: Focusing on innovating working styles.

(Baonghean) - With the determination to create a real transformation, enhance the leadership capacity and fighting strength of the Party, and consolidate the people's trust in Party committees and governments at all levels, Party committees at all levels in Thanh Chuong district have seriously implemented self-criticism in accordance with the spirit of Resolution 4 of the Central Committee (12th term) and proposed specific solutions to overcome shortcomings.

According to Comrade Nguyen Trong Anh - Head of the Organization Department of the Thanh Chuong District Party Committee: Recognizing that Resolution No. 4 of the Central Committee (12th Congress) on "Strengthening Party building and rectification; preventing and repelling the decline in political ideology, morality, and lifestyle, and the manifestations of 'self-evolution' and 'self-transformation' within the Party" is of great importance in building clean and strong Party organizations at all levels and strengthening the people's trust in the Party; the Thanh Chuong District Party Committee has organized serious study, dissemination, and self-criticism at all levels with a frank and open-minded spirit, combining "construction" and "combat," but considering "combat" as the important and urgent task.

With that spirit in mind, the review process was given importance from the preparation stage. At the district level, based on assigning departments and agencies to independently review tasks in their assigned fields related to socio-economic development, national defense and security, propaganda, mass mobilization, personnel organization, inspection, etc.; the District Party Committee compiled and clearly identified the specific responsibilities of agencies and organizations, corresponding to the responsibilities of each individual, regarding the limitations or outstanding issues that had not yet been resolved.

Having identified shortcomings and examined the 27 manifestations outlined in Central Resolution 4 for serious self-criticism, the responsibility of each organization must be linked to specific individuals, not in a general or superficial manner.

Through self-criticism, the Thanh Chuong District Party Committee identified 10 manifestations, including 6 manifestations of ideological and political degradation and 4 manifestations of moral and lifestyle degradation. Within the District Party Committee Standing Committee, there were 6 manifestations, including 4 manifestations of political degradation and 2 manifestations of moral and lifestyle degradation. There were no manifestations of "self-evolution" or "self-transformation" within the District Party Committee or its Standing Committee.

In this way, during the review process at the grassroots level, each member of the District Party Committee Standing Committee, the District Party Committee Executive Committee, and the heads and deputy heads of district-level departments and agencies in charge of grassroots units also reviewed and thoroughly understood the practical situation of each locality, agency, and unit. From there, they guided and directed the grassroots units to draft accurate and relevant reports on the Party committee's self-criticism.

Attending the review meeting of the Thanh An Commune Party Committee, we observed a frank, open, and constructive atmosphere. The role of the Standing Committee member of the District Party Committee, as the head of the District Party Committee's working group directly supervising the review at the grassroots level, was to act as a "mediator," analyzing and clarifying the shortcomings and problems that have occurred and are still occurring in the locality and have not yet been overcome. Based on this, he suggested that the Party Committee review and identify specific manifestations of the 27 issues mentioned in Central Resolution 4.

At the same time, the heads and deputy heads of district-level departments and divisions—members of the task force—also added and pointed out many issues within their respective areas of responsibility in a more thorough and comprehensive manner.

For example, in item 6, group 1, the Party Committee of the commune stated that there were no instances of "saying one thing and doing another; saying one thing in meetings and another outside of meetings." However, when the District Party Committee's working group pointed out that during the recent Party Congress of the commune for the 2015-2020 term, some Party members who were not nominated by the Party Committee still ran for election; some whose nominations were not approved by the Party Committee; or some Party members who were expelled from the Party for gambling...; only then did the Party Committee of the commune realize the issue and add it to the self-criticism report for review.

Nguyen Danh Duyen, Secretary of the Commune Party Committee, affirmed: Based on clearly identifying the manifestations of decline within the Party Committee and each member of the Committee, we have gained a clearer understanding of the local shortcomings and weaknesses, and a clearer understanding of our specific responsibilities in each area and field under our charge; from there, we have proposed solutions for overcoming these issues for the collective and for each individual.

Meanwhile, the Luan Phuong Party Branch (Dong Van commune) has 47 party members, of which 25 participate in regular meetings. A unique aspect of the branch is that approximately two-thirds of its members are retired military, police, and civil servant officers; this is a strength of the branch, fostering a spirit of frank and responsible self-criticism and constructive criticism during regular meetings.

At the recent review meeting of the Party Committee, Party branches, and individual Party members in accordance with the spirit of Resolution No. 4 of the 12th Central Committee, both positive aspects and limitations and shortcomings in leading production development, restructuring crop and livestock production, improving people's lives, eradicating hunger and poverty; building new rural areas; mobilizing people to maintain environmental hygiene, building a cultural life, implementing grassroots democracy regulations; and developing Party members... were all analyzed and clarified.

Comrade Tran Dang Giap - Secretary of the Party Branch - stated that: In conducting self-criticism according to Resolution No. 4 of the Central Committee (12th Congress), the Party Branch has identified several issues related to political ideology, ethics, lifestyle, the pioneering spirit and exemplary conduct of cadres and Party members; and issues related to the quality of leadership of the Party Branch in the work of developing Party members, shifting the structure of crops and livestock, etc. Based on this, the Party Branch has clearly identified the tasks that need to be focused on for immediate, long-term, and ongoing improvement.

The Thanh Chuong Party Committee has 83 subordinate Party organizations and 766 subordinate Party branches. To date, the self-criticism process in accordance with Resolution No. 4 of the 12th Central Committee in Thanh Chuong has been completed at the district and grassroots levels (one unit at the grassroots level was required to re-examine due to quality issues). In the subordinate Party branches of the grassroots Party committees, 80% of the units have completed their self-criticism.


It can be affirmed that the self-criticism spirit in accordance with the Central Resolution 4 (12th Party Congress) of the Party committees at all levels in Thanh Chuong is quite serious and open-minded, with the motto of looking directly at and accurately assessing the truth objectively, without favoritism or avoidance. However, more importantly, it is about overcoming the shortcomings that were pointed out at the Central Resolution 4 (12th Party Congress) review meeting.

Regarding Dong Van commune, according to Comrade Tran Dinh Tuy - Secretary of the Commune Party Committee, based on the review and identification of 10 out of 27 manifestations of degradation within the Party Committee and its Executive Committee, the Commune Party Committee has proposed 6 solutions to address them. These solutions clearly define the responsibilities of each organization and individual in directing, leading, advising, and coordinating implementation. Furthermore, depending on the nature and severity of the degradation, the Party Committee has also determined specific timelines for remediation; some issues will be addressed immediately after the review, while others will be addressed regularly and over the long term.

Comrade Dang Anh Dung - Standing Deputy Secretary of the District Party Committee, stated: To overcome the issues raised in the review and create a comprehensive transformation, each Party committee must develop a plan, roadmap, and assign tasks, linking specific responsibilities to collectives and individuals, and lower-level Party committees (for the District Party Committee and grassroots Party committees) to address the shortcomings identified at the 4th Central Committee review meeting (12th term).

Simultaneously, programs and plans should be developed to prevent, deter, and combat manifestations of ideological and political degradation, moral decay, and lifestyle deviations, as well as manifestations of "self-evolution" and "self-transformation" within the party.

The process of addressing shortcomings and weaknesses, in accordance with Resolution No. 4 of the Central Committee (12th Congress), is linked to the implementation of Directive No. 05/CT-TW, dated May 15, 2016, of the Politburo on studying and following the ideology, ethics, and style of Ho Chi Minh. This includes focusing on reforming working styles, making them more comprehensive and thorough among cadres and civil servants from the district level to the grassroots, in order to effectively handle issues arising from the grassroots.
