Thanh Chuong: Many projects worth tens of billions of dong are stalled.
(Baonghean.vn) - This information was released during a monitoring session by the Standing Committee of the Provincial People's Council on the resolution of voters' petitions in Thanh Chuong district.

According to Mr. Nguyen Xuan Que, Chairman of the District People's Committee, several investment projects in the district are currently causing public and voter dissatisfaction. One such project is the Thanh Thuy fishing village project, with a total investment of nearly 100 billion VND, of which over 80 billion VND comes from the central government budget and 15 billion VND is the provincial counterpart funding.
Currently, due to a lack of matching funds from the province amounting to 15 billion VND, many investment projects have not been handed over and are not being managed, leading to deterioration and waste.
For example, in the medicinal plant investment project in Thanh Thuy commune, the investor spent 52 billion VND on land clearance, but even though the province's extension period has expired, the project shows no signs of starting, causing concern among the people who lack land for production.

Based on the recommendations of voters submitted to the Provincial People's Council and on-site surveys in Thanh Khai, Thanh Yen, and Thanh Duong communes regarding these recommendations, the Standing Committee of the Provincial People's Council's supervisory team acknowledged that the voters' recommendations were accurate, while also identifying many shortcomings.
Regarding the pumping station and irrigation canal system in Thanh Khai commune, built in 1989, it has now deteriorated, with some sections of the canal collapsing, affecting irrigation for 70 hectares. The delegation also noted shortcomings in the construction of the Luong-Yen-Khai dike project, specifically the drainage culvert in Yen Phu hamlet, Thanh Yen commune, which is ineffective, causing localized flooding and affecting the lives of 14 households during heavy rains.
Also in the Luong-Yen-Khai dike project, there are still some sections that have not been built, creating low-lying areas during low-lying floods, posing a safety risk to residents; 3 large culverts have been constructed but have not yet had their covers installed, thus failing to effectively drain floodwaters.
During the working session with the Provincial People's Committee, members of the supervisory delegation paid attention to many issues within the authority and responsibility of the district and commune levels. Mr. Nguyen Tat Thanh – Deputy Chief of the Provincial People's Council Office, stated that: Currently, localities are still too passive in the process of resolving voters' requests and have not proactively implemented tasks within their capabilities. Furthermore, resources for repairing and upgrading dilapidated infrastructure in the area still rely on the provincial budget, without allocating budget resources from the district and commune levels.
Concluding the meeting, Vice Chairman of the Provincial People's Council Hoang Viet Duong requested Thanh Chuong district to proactively compile a list of urgent local projects to prioritize the allocation of district and commune budgets; and at the same time, take advantage of other sources of capital to renovate and upgrade to meet the requirements of socio-economic development in the area.

The Vice Chairman of the Provincial People's Council also raised the issue that the progress of building new rural areas in Thanh Chuong is still slow, with only 11 out of 39 communes having completed it; therefore, the district needs to pay attention to leadership and guidance, and accelerate the construction of new rural areas, thereby mobilizing all social resources to strengthen the physical infrastructure of schools, health stations, transportation, and irrigation in each commune.
Mr. Hoang Viet Duong also requested Thanh Chuong district to strengthen state management in various fields, especially land, minerals, and environmental protection, to limit shortcomings and existing problems that cause public dissatisfaction; and at the same time, to strengthen the work of resolving complaints and denunciations from citizens, and to address citizens' requests, with clear assignment of responsibilities to ensure effective follow-up and implementation.
The Vice Chairman of the Provincial People's Council also acknowledged the shortcomings and difficulties of the district in order to report them to relevant levels and sectors for attention and resolution in the future.
