Establish the National Council for Education and Human Resource Development.
The Prime Minister has just decided to establish the National Council for Education and Human Resource Development for the 2016-2021 term, comprising 26 members. Prime Minister Nguyen Xuan Phuc serves as the Chairman of the Council, and Deputy Prime Minister Vu Duc Dam serves as the Vice Chairman.

The National Council for Education and Human Resource Development is an advisory body tasked with advising the Prime Minister on the direction, evaluation, and summation of reforms in the fields of education, training, and human resource development; directing the completion and implementation of the Law on Education, the Law on Higher Education, the Law on Vocational Education, the National Education System Framework, the National Qualifications Framework, and strategies for the development of education and vocational education, as well as strategies and plans for human resource development in Vietnam during the period 2016-2021.
In addition, the research and advisory services assist the Government and the Prime Minister in directing, managing, and deciding on important policies and measures for the development of education, training, vocational education, and human resource development; and provide research, advice, and input on the development and implementation of important mechanisms, policies, and projects in the fields of education, training, vocational education, and other specialized issues as requested by the Prime Minister.
The National Council for Education and Human Resource Development operates according to regulations issued by the Prime Minister. The permanent body of the Council is the Ministry of Education and Training.
