Establish a Central Civil Defense Fund

The decision states: The Central Civil Defense Fund (the Fund) is established to receive, manage, and utilize voluntary contributions from domestic and foreign organizations and individuals; funds allocated from provincial-level Civil Defense Funds to the Fund as decided by the Prime Minister; and funds allocated from non-budgetary state financial funds related to response to and mitigation of the consequences of incidents and disasters. The Fund is managed by the Ministry of National Defense.

The decision stipulates the operating principles of the Fund. Specifically, the Fund operates on a non-profit basis; its management and use of funds are for the intended purpose, in accordance with the law, in a timely and effective manner, ensuring transparency, openness, economy, and efficiency. The Fund is tasked with supporting civil defense activities that the State budget has not invested in or has invested in but has not met the requirements; receiving, managing, and utilizing financial resources; and implementing reporting and accounting procedures as prescribed.

The Fund must comply with inspections, examinations, and audits by competent state agencies in accordance with the law; publicly disclose the operating regulations and operational results of the Civil Defense Fund; and report on the Fund's implementation as prescribed in this Decision and relevant laws.

The Fund's revenue sources include: voluntary contributions from domestic and foreign organizations and individuals; allocations from non-budgetary state financial funds related to response to and recovery from incidents and disasters; allocations from provincial Civil Defense Funds to the Central Civil Defense Fund as decided by the Prime Minister; and interest income from deposit accounts. Decision No. 9/2026/QD-TTg takes effect from April 20, 2026.
