Young men riding a motorbike with three people on board lined up side-by-side threatened the driver of a car.
(Baonghean.vn) - A group of eight young men riding three motorbikes, without helmets, swerved, weaved, cut in front of, and threatened car drivers on National Highway 15 in Nam Dan district.
On the morning of April 2nd, a video clip over 2 minutes long appeared on social media showing three motorbikes cutting in front of, swerving, weaving, and riding side-by-side in front of a car.

According to Mr. Dang Thanh Dat, the driver: at approximately 7:02 PM on March 31, 2019, he was driving on National Highway 15 from Khanh Son commune (Nam Dan district) towards Nam Dan town. Upon reaching Nam Tan commune, he encountered this group of young men traveling in the same direction, so he honked to overtake them. However, just as he passed, a motorbike carrying three people, none wearing helmets, suddenly sped up, cut in front of his car, and repeatedly pointed at him threateningly. Then, two other motorbikes also overtook him and lined up in front of Mr. Dat's car.

A group of eight young people, seven men and one woman, riding on three motorbikes without helmets, continued to ride side-by-side in front of the car, swerving and weaving dangerously. The young man driving the Exciter even turned back to threaten and intimidate the car driver and passengers. The situation climaxed at the 53rd second of the first minute when one of the motorbikes in the group suddenly braked sharply in front of the car before accelerating again. "Luckily, no collision occurred at that moment," said Mr. Dat.
About 10 minutes later, upon reaching the Nam Dan bridge, preparing to cross into the town, Dat seized the opportunity when the group of young men separated, overtaking them much to the anxiety of the other passengers in the car.

According to Article 6 of Decree 46/2016/ND-CP on penalties for drivers and passengers of motorcycles and mopeds violating road traffic rules:
A fine of 80,000 to 100,000 VND will be imposed on drivers who commit one of the following violations: Driving in a horizontal formation of 3 (three) or more vehicles; Failing to yield to vehicles requesting to overtake when safe conditions exist.
A fine of VND 100,000 to VND 200,000 will be imposed for any of the following violations: The driver or passenger does not wear a "motorcycle helmet"; carrying a passenger who is not wearing a "motorcycle helmet"; carrying two (2) people on the motorcycle.
A fine of 300,000 to 400,000 VND will be imposed for the act of driving a vehicle not on the right side in the direction of travel.
