Young man high on methamphetamine, naked, breaks into a resident's house.

On the morning of September 20th, the Dong Da District Police in Hanoi announced that they are temporarily detaining Trinh Quang Tung (28 years old), residing in Doan Ket 1 hamlet, Ngoc Hai commune, Do Son district, Hai Phong, for the act of resisting public officials.
This individual, under the influence of methamphetamine, threatened residents in the Lang Thuong ward area and scratched, bit, and injured two police officers from the ward.
Earlier, at around 10:00 AM on September 16th, the Lang Thuong Ward Police received a report from residents of alley 16, lane 1002, Lang Street, about an individual exhibiting signs of drug intoxication, shouting, smashing things, and breaking into people's homes naked. The incident caused great panic among the local residents, who either locked themselves inside their houses or fled outside.

The information was immediately reported to the Dong Da District Police Command. Recognizing the seriousness of the incident, the District Police's General Investigation Team dispatched officers to coordinate with the Lang Thuong Ward Police to verify and clarify the matter.
At the scene was a tall, stout, heavily tattooed man in his 25s, wearing ripped black shorts, shouting, flailing his arms and legs wildly, acting erratically due to methamphetamine use.
The task force requested the young man to stop his behavior and go to the police station for questioning, but the suspect cursed and insulted the police officers and kept muttering incoherently.
When officers attempted to subdue the suspect, the young man resisted fiercely. He bit Lieutenant Hoang Dinh Hai, a local police officer, on the back of his hand, causing bleeding, and swung his arm, scratching the face of Captain Nguyen Ngoc Toan, Deputy Head of Lang Thuong Ward Police Station. Despite this, the task force resolutely subdued the suspect and brought him to the Lang Thuong Ward Police Station.

When the local police arrived, they still thought they were out catching monsters.
At the police station, the suspect continuously resisted, tearing off his handcuffs, forcing the authorities to use other restraining measures to subdue him. He continued to shout and babble incoherently, constantly having "delusions of grandeur," thinking he was... catching monsters.
Through investigation, the police identified the suspect as Trinh Quang Tung, whose permanent residence is in Hai Phong but whose current address is transient.
On September 15th, Tung visited and stayed overnight at the house of his friend, Doan Quoc D, residing in Thanh Xuan, Hanoi, at Room 703, Building No. 8, Alley 16/1002, Lang Street. This was a rented room in a mini-apartment building where Mr. D lived. The incident occurred around 10 am the following morning. Upon inspecting Room 703, the police also discovered and seized a glass pipe and some drug paraphernalia…
When D was summoned to the police station for questioning, he admitted to having used drugs with Tung earlier, but claimed Tung was high while D was not. Tests revealed D tested positive for drugs. The furniture in D's room was also mercilessly destroyed by his "associate," and Tung even locked D inside the room, only managing to escape later.
Specifically, Trinh Quang Tung admitted that he was high on methamphetamine and thought the group were "monsters," so he resisted arrest. On September 17th, the Criminal Investigation Department of the Dong Da District Police issued a decision to temporarily detain Trinh Quang Tung to investigate and clarify his act of resisting public officials.

After a while, due to his dissolute lifestyle and being influenced by bad friends, he started using drugs and became high on methamphetamine. The young man from Hai Phong had two prior convictions for intentional injury (in 2013) and disturbing public order (in 2014). |
