Volunteer youth receive double the monthly allowance.
The government has just issued Decree No. 344/2025, adjusting the monthly allowance for youth volunteers who completed their duties during the resistance war and grassroots youth volunteers in the South who participated in the resistance war during the 1965-1975 period.
According to the Decree, the beneficiaries whose monthly allowances are adjusted include two groups.
The first,Volunteer youth are receiving monthly allowances according to Decision No. 40/2011 of the Prime Minister, which stipulates the regime for volunteer youth who have completed their duties in the resistance war.
Monday,Youth volunteers are receiving monthly allowances according to Government Decree No. 112/2017, which stipulates the regime and policies for grassroots youth volunteers in the South who participated in the resistance war during the 1965-1975 period.

Decree 344 stipulates that the monthly allowance will be adjusted to twice the current standard social assistance rate. The new allowance rate will be applied from July 1, 2025.
For cases where volunteer youth eligible for adjustment have passed away on or after July 1, 2025, but have not yet received the adjustment of their allowance under this decree, the person organizing the funeral is entitled to claim the difference resulting from the allowance adjustment, calculated from July 1, 2025, until the month the volunteer youth passed away.
Decree No. 344 takes effect from February 15, 2026. From this date, Decision No. 29/2016 of the Prime Minister on adjusting the monthly allowance regime for youth volunteers who completed their duties in the resistance war, along with the monthly allowance stipulated in Article 5 of Government Decree No. 112/2017, officially ceases to be in effect.
