Ha Tinh and Ben Tre cities have been recognized as type II urban areas.

Over the years, Ben Tre City has strongly leveraged its potential and advantages, mobilizing all resources to create a favorable environment for attracting investment into industrial zones and clusters; building technical and social infrastructure; and developing trade and tourism. The city's socio-economic development has made new strides, with the economic structure shifting in a positive direction. In particular, the city's urban infrastructure has developed strongly in recent years, contributing to the creation of a civilized urban landscape.

Along with Ben Tre city, in Decision No. 175/QD-TTg, the Prime Minister recognized Ha Tinh city as a type II urban area directly under Ha Tinh province.

Previously, Ha Tinh city was recognized as a type III urban area in 2007. After more than 11 years of being upgraded to a type II urban area, under the direction of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and with the coordination, guidance, and assistance of provincial departments and agencies, Ha Tinh city has mobilized many resources to invest in socio-economic development, infrastructure construction, and urban beautification.

To date, the city's economy has developed at a consistently high growth rate, with a positive shift in economic structure towards increasing the proportion of industry-construction and trade-services, and decreasing the proportion of agriculture. Economic and social infrastructure has been strengthened, the urban landscape has undergone many changes; culture and society have progressed; the political system has been consolidated, maintaining political stability, and the material and spiritual lives of the people have been gradually improved…

The recognition of Ben Tre City and Ha Tinh City as Type II urban areas is consistent with the policies and guidelines of the Party and the State, and meets the aspirations of the people of both cities. At the same time, this is an important condition for establishing their position, strongly attracting investment resources, and creating momentum to promote socio-economic development in both cities.
