Vinh City: 13 projects owe nearly 250 billion VND in land use fees.
(Baonghean.vn) - Mr. Phan Van Viet, Head of the Vinh City Tax Department, said that to date, there are 13 projects in Vinh City that owe land use fees, totaling 247,109,863,723 VND; of which 6 projects have large outstanding land use fee debts that have been pending for many years.
Specifically: The apartment and office building project located in Hung Binh Ward, Vinh City, Nghe An Province, owned by Thanh Vinh Investment, Production and Trading Joint Stock Company, currently owes 9,758,718,000 VND in land use fees. The deadline for payment was July 26, 2016, but the company has yet to pay. Attempts to contact the company have been unsuccessful.
The residential construction project in Nghi Lien commune, Vinh city, Nghe An province, also owes 11,876,448,000 VND. According to the tax payment notice, the payment was due by August 10, 2016, but it has not been paid to date.

The Son Ha Urban Area project in Nghi Lien commune, Vinh city, owned by Son Ha Construction Joint Stock Company, owes 37,791,956,800 VND.
The Vinaconex No. 16 Construction Joint Stock Company's townhouse and office project owes 30 billion VND, and the BMC Vinh Plaza project in Quan Bau ward, Vinh city, owned by BMC Construction Materials and Trading Company Limited, owes 41 billion VND.
Contacts to these six projects have yielded no response from the investors, and official letters from authorities regarding the payment of outstanding land use fees have also gone unanswered. In addition, seven other projects still owe land use fees, totaling 247,109,863,723 VND.

According to the Vinh Tax Department, it is very difficult to implement coercive measures such as asset seizure and auction to collect the full amount of land use fees and late payment penalties because these projects all have large outstanding land use fees; the businesses owing land use fees either have no assets or their assets have already been mortgaged to banks.
The Tax Department has implemented several enforcement measures, but has yet to collect the land use fees and late payment penalties.
As of May 31, 2018, there were 17 projects in Vinh City that had not yet received notices to pay land use fees, and therefore could not collect the money for the budget.
