According to the City's Investment and Construction Project Management Board, the Vinh City People's Committee has just approved the expenditure of nearly 15 billion VND for dredging and upgrading the wastewater drainage infrastructure in the inner city area of Vinh.

The aforementioned funds have been allocated by the City People's Committee to carry out two projects: approximately 10 billion VND for environmental sanitation and dredging of the Hung Loc regulating lake canal and the North canal from Hung Dung to Hung Loc; and 5 billion VND for dredging, cleaning, and diluting the water to improve the pollution situation in the moat of the ancient citadel. The implementation period is 6 months, starting from the end of April 2025.

According to Vinh Urban Infrastructure Management and Development Joint Stock Company, the moat surrounding the ancient citadel is located in Quang Trung and Cua Nam wards. The North Canal and Hung Loc regulating lake project was invested in and constructed during the 2015-2016 period and has been operational since 2018. After nearly 9 years of operation, several shortcomings and inadequacies have become apparent.

The city lacks a separate wastewater collection and drainage system to transport wastewater to a centralized treatment plant. The resulting sludge causes the waterways and canals to become shallow, and the presence of anaerobic substances makes pollution incidents very likely. During the summer months, prolonged hot weather and the large volume of untreated domestic wastewater cause it to overflow into residential canals and agricultural fields. Because the wastewater is untreated, it emits a foul odor and causes severe pollution.

Mr. Vo Tuan Anh, Deputy Director of Vinh Urban Infrastructure Management and Development Joint Stock Company, added: The wastewater treatment system of Vinh City is overloaded. Meanwhile, the total water consumption of the city has reached over 50,000 m³.3The city's domestic wastewater treatment capacity per day and night only reaches 21,000 m³.3/day and night. Therefore, to develop an investment project to build a new wastewater treatment system with a capacity of approximately 22,000 m³.3Day and night, the city is urgently organizing the dredging of the North Canal, the Hung Loc regulating lake, and the moat of the ancient citadel.

According to the design, after dredging and cleaning, the wastewater treatment capacity at the centralized treatment plant in Hung Hoa will be improved.

In addition, for the moat area of the ancient citadel, the city also organized forced pumping of water from the Vinh River and the Cua Tien Bridge area to dilute and reduce pollution in this area.

In October 2023, a wastewater environmental incident caused mass fish deaths in the moat of the ancient citadel in Cua Nam ward and the Hung Loc regulating lake. In mid-April 2025, wastewater from the ancient citadel moat continued to pollute residential areas, changing color and emitting a foul odor. Residents of Block 1, Cua Nam ward, petitioned the authorities to take remedial measures.
