(Baonghean.vn) - This was the solution proposed at the working session between the Standing Committee of the Provincial People's Council and the Vinh City People's Committee on the work of receiving citizens and resolving complaints and denunciations from citizens.

Overall, the city has focused on receiving citizens and resolving their complaints and denunciations in recent times. In addition to regular citizen reception sessions, the city has established a Citizen Reception Board and arranged for regular citizen reception. The handling of complaints and denunciations has been carried out systematically and professionally, in accordance with the functions and authority of each sector and level.

For complex cases, the City People's Committee assigned the Chief Inspector to coordinate with relevant units to inspect, verify, and advise on handling them in accordance with the law. From January 2015 to March 2016, the city received 2,902 petitions involving 2,061 cases; of which 1,223 cases fell under the city's jurisdiction and 838 cases fell under the commune's jurisdiction. The resolution rate for cases under the city's jurisdiction reached 96.07%, with 1,178 out of 1,223 cases resolved; and for cases under the commune's jurisdiction, it reached 96.18%, with 806 out of 838 cases resolved.

However, the number of complaints and denunciations in Vinh City continues to increase. Currently, the city still has 14 outstanding complaints and denunciations related to the implementation of compensation and land clearance policies; cooperatives; and the transformation of market models, etc.

During the meeting, delegates analyzed and clarified the objective and subjective causes. Accordingly, objectively, the legal regulations in some areas of land and compensation for land clearance are still inadequate, contradictory, and overlapping, leading to difficulties and obstacles in the application process, and public disagreement resulting in complaints and petitions.

Citizens' awareness of the law in general, and the law on complaints and denunciations in particular, remains limited. In some cases, despite understanding the legal regulations, individuals deliberately refuse to comply with legally sound decisions and conclusions. Subjectively, the effectiveness of disseminating and publicizing legal policies and regulations to the people is still low.

State management in some areas is not good, especially in land, compensation for land clearance, finance, regulations, policies, cooperatives, etc., leading to the 발생 of complaints and petitions. Some wards and communes have not been decisive in resolving complaints within their jurisdiction, and have shifted responsibility to the city, thus prolonging the resolution time.

Some departments and units have not yet advised or proposed solutions to definitively resolve certain cases. Another reason is the failure to promptly address the responsibility of officials and employees who are遅延 (delayed) or irresponsible in performing their duties and handling citizens' complaints.

Based on the analyzed causes, the meeting also proposed several solutions, focusing on addressing existing shortcomings and limitations in the handling of complaints and petitions, with the aim of creating a positive change in the future.
