Vinh City: Residents sign pledge not to encroach on sidewalks.

(Baonghean.vn) - Following the directives of the Vinh City Party Committee regarding the clearance of sidewalk safety corridors, ward and commune units in Vinh City have launched campaigns to implement solutions to ensure urban order and public order in the area. Wards, communes, and mass organizations are directly disseminating the policy to all citizens.

Urban officials in Le Mao ward are encouraging residents to sign a pledge not to encroach on sidewalks.

On Nguyen Sy Sach Street, located in Hung Phuc Ward, there is a significant problem of people encroaching on sidewalks for business purposes. To clear the sidewalk safety corridor, the People's Committee of the ward has assigned responsibility to the Fatherland Front and other mass organizations to manage a section of the street themselves.

On each street they are responsible for, each organization is tasked with reminding and encouraging households to sign commitments not to sell goods or encroach on sidewalks; and requiring people not to park motorbikes or cars in a way that obstructs traffic lanes.

After the awareness campaigns by various organizations fail to get residents to comply, the ward will mobilize forces to forcibly evict them and hand them back to the organizing body for continued management and responsibility to prevent re-encroachment. This approach significantly enhances the feasibility and long-term effectiveness of the eviction process.

Instead of aggressively and forcefully reclaiming sidewalks from the outset, the authorities implemented gentle solutions through skillful public relations, explaining the situation and distributing commitment forms to each household. Visual propaganda and public awareness campaigns were conducted along main roads and through local broadcasting systems. As a result, the residents initially appeared to agree and support the relocation, hoping for fairness and the allocation of suitable business spaces.

According to the plan, the work of clearing traffic safety corridors and ensuring urban order in Vinh City will be carried out from March 15th to May 15th. From now until April 15th, 25 wards and communes will organize propaganda and mobilization efforts to encourage households with illegal constructions to voluntarily dismantle them.

After conducting awareness campaigns and inspections to assess the extent of violations, if any household fails to comply, a large-scale crackdown will be launched to address the violations and remove encroachments. To date, along many main roads in the city, units, wards, and communes have mobilized the entire political system to raise awareness and encourage public participation. Some households have voluntarily dismantled encroaching structures and steps on sidewalks, fully complying with regulations on environmental sanitation and urban culture.

To effectively clear sidewalks, in addition to strict and uncompromising enforcement, the city government needs to focus on organizational, planning, and management aspects that align with the rights of citizens; inspections and enforcement must be carried out regularly and continuously. Only then can we hope to prevent the recurrence of encroachment after large-scale campaigns.
