The Government Inspectorate has submitted a full report on the appointment of 35 officials.

The Government Inspectorate stated that it has fully reported the case to the relevant authorities. The announcement of the results is within the authority of those authorities.

At the Government Inspectorate's third-quarter press conference, the issue of appointing 35 officials within six months continued to be a focus of media attention, with questions raised about whether there were any irregularities in the appointments made during the final six months of the term of former Chief Inspector Huynh Phong Tranh, as well as the conclusions of the Central Inspection Committee, the Central Organization Committee, and other related agencies.

Regarding this issue, at a meeting of the National Assembly Standing Committee in July 2016, citing the incident at the Ministry of Industry and Trade, the Chairwoman of the National Assembly's Judicial Committee, Le Thi Nga, proposed that the Government coordinate with the Central Inspection Committee, the Central Organization Committee, and other relevant agencies to clarify the public's concerns about some ministries appointing officials en masse at the end of their terms.

Responding to questions from the press, Mr. Hoang Hung, Deputy Director of the Personnel and Organization Department (Government Inspectorate), stated: The Government Inspectorate has submitted a full report on this matter as requested by the relevant authorities. The results of the inspection and the announcement of those results are within the authority of the relevant agencies. However, the Government Inspectorate has not yet received the conclusion on this matter.

Mr. Hung also clarified that recruitment and appointments at the Government Inspectorate are normal procedures aimed at filling vacant positions, meeting the regular operational requirements of the Government Inspectorate, and are carried out in accordance with the regulations of the Party and the State, and naturally, the number of personnel is within the staffing quota allocated by the State.

At the first quarter 2016 press conference, the Government Inspectorate confirmed that in the six months prior to his retirement, former Chief Inspector Huynh Phong Tranh had signed decisions appointing 35 officials, including 11 at the departmental level and 24 at the divisional level. Of those at the departmental level, 3 were transferred or rotated, moving from one position to another equivalent one.

Subsequently, at the second quarter 2016 press conference, Mr. Hoang Thai Duong, Director of the Personnel and Organization Department (Government Inspectorate), once again affirmed that the appointments of 35 officials at this agency were decided and implemented by the Party Committee according to established procedures. The appointment of these 35 officials was carried out in accordance with the correct procedures of discussion, consideration, confidence vote, and verification.

Mr. Duong stated that the Government Inspectorate has 100 departments and more than 23 bureaus and units, therefore, reviewing and improving personnel is necessary to create conditions for the apparatus to effectively carry out its assigned political tasks.
