The Government Inspectorate organized a nationwide online conference to review the first five years of implementing the Law on Prevention and Combat of Corruption.

On the morning of December 24th, the Government Inspectorate held a nationwide online conference to review the first five years of implementing the Law on Prevention and Combat of Corruption.

The conference was chaired by Comrade Doan Hong Phong - Member of the Central Committee of the Party, Inspector General of the Government. At the Nghe An branch, Comrade Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, presided. Representatives from various departments, agencies, and localities also attended.

Following the adoption of the Law on Prevention and Combat of Corruption on November 20, 2018, and the Prime Minister's Decision No. 101/QD-TTg dated January 21, 2019, promulgating the Plan for the Implementation of the Law on Prevention and Combat of Corruption, significant progress has been made in the fight against corruption.

Over the past five years, the entire inspection sector has conducted 37,032 administrative inspections and 935,196 specialized inspections and audits; through these inspections, violations totaling 658,383 billion VND and 28,321 hectares of land were discovered; recommendations were made to recover 558,977 billion VND and 5,516 hectares of land...

Investigating agencies have handled 2,990 cases/7,562 defendants accused of corruption; the total assets lost in the cases under investigation amount to over 553,587 billion VND and 245,815 m².2land. Investigations have been concluded, and prosecution has been recommended for 2,289 cases/6,220 defendants...

People's Procuratorates at all levels have also received and supervised the resolution of 3,510 reports of corruption; 3,309 reports have been resolved. They have supervised the investigation of 4,146 cases involving 10,862 defendants; and issued indictments for 2,649 cases involving 7,621 defendants.

People's courts at the provincial and district levels nationwide have handled and tried 2,932 cases/7,583 defendants related to corruption at the first instance...

Furthermore, during the period 2020-2024, 264 heads and deputy heads of agencies were disciplined for negligence leading to acts of corruption; 73 were prosecuted for negligence leading to acts of corruption.

Over the past five years, the entire inspection sector in Nghe An province has conducted 475 inspections of public service and the responsibilities of heads of departments and agencies at all levels in implementing legal regulations on preventing and combating corruption and negative practices at 583 units, issuing conclusions for 353 inspections. Through these inspections, recommendations were made for disciplinary action and lessons learned for 298 organizations and 1,425 individuals who committed violations.

Through inspections, 10 cases of violations and corruption were also discovered; and 12 violations and corruption were found through the handling of complaints and denunciations.

Investigation agencies at all levels in the province have also handled 92 cases/316 defendants related to corruption; 82 cases/278 defendants related to corruption have been handled by the procuratorates at two levels; and 100 cases/386 defendants related to corruption have been handled by the people's courts at all levels.

The total amount of money and assets involved in corruption discovered was over 92.7 billion VND; over 62.6 billion VND of corrupt assets have been recovered (reaching a recovery rate of 76.561%).

At the conference, many delegates' presentations highlighted numerous difficulties and shortcomings that have left the Law on Prevention and Combat of Corruption, despite achieving some results, still revealing many limitations. Corruption remains complex and serious, both in terms of the amount of assets involved and the positions and authority of those committing corrupt acts; the effectiveness of some anti-corruption measures is still low; verifying assets and income is difficult, time-consuming, and labor-intensive; and the rate of recovery of assets obtained through corruption and embezzlement remains low...

In his concluding remarks at the conference, Comrade Doan Hong Phong, Inspector General of the Government, emphasized: In the coming period, the Government identifies the prevention and fight against corruption as a key task in its leadership and direction. This will focus on perfecting mechanisms, policies, and laws in general, and laws on preventing and combating corruption in particular.

In addition, it is necessary to tighten administrative discipline and order; strengthen inspection, examination, auditing, investigation, prosecution, and trial; promptly detect and strictly handle acts of corruption and negativity; and effectively prevent harassment, extortion, and causing difficulties and inconvenience to people and businesses...
