On the morning of December 24, the Government Inspectorate held a national online conference to review 5 years of implementing the Law on Anti-Corruption.

The conference was chaired by comrade Doan Hong Phong - Member of the Party Central Committee, Government Inspector General. At Nghe An bridge, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired. Also attending were representatives of departments, branches, sectors and localities.

After the Law on Anti-Corruption was passed on November 20, 2018, and the Prime Minister issued Decision 101/QD-TTg on January 21, 2019 promulgating the Plan for implementing the Law on Anti-Corruption, up to now, the work of anti-corruption has achieved many important steps forward.

After 5 years, the entire inspection sector has carried out 37,032 administrative inspections and 935,196 specialized inspections and checks; through inspections, economic violations of 658,383 billion VND and 28,321 hectares of land were discovered; recommendations were made to recover 558,977 billion VND and 5,516 hectares of land...

The investigation agencies have handled 2,990 cases/7,562 defendants for corruption crimes; the total property damage in the cases being handled and investigated is over VND553,587 billion, 245,815 million.2Land. Investigation concluded, prosecution proposed for 2,289 cases/6,220 defendants...

The People's Procuracy at all levels has also accepted, supervised and resolved 3,510 sources of information on corruption; resolved 3,309 sources of information. It has accepted, supervised and investigated 4,146 cases/10,862 defendants; issued indictments to prosecute 2,649 cases/7,621 defendants.

Provincial and district-level people's courts across the country have accepted and tried 2,932 cases/7,583 defendants related to corruption...

In addition, in the 2020-2024 period, 264 heads and deputy heads were disciplined for lack of responsibility for corruption; 73 people were criminally prosecuted for lack of responsibility for corruption.

Over the past 5 years, the entire Nghe An Inspectorate has conducted 475 public service inspections, inspecting the responsibilities of leaders at all levels and sectors in implementing legal regulations on anti-corruption and negativity at 583 units, and issued conclusions on 353 inspections. Through inspections, recommendations were made to review and draw lessons for 298 organizations and 1,425 individuals with violations.

Through inspection, 10 cases of violations and corruption were also discovered; 12 violations and corruption were discovered through complaint and denunciation settlement activities.

Investigation agencies at all levels in the province have also accepted to investigate 92 cases/316 defendants related to corruption; 82 cases/278 defendants related to corruption have been accepted by the two-level procuracy; 100 cases/386 defendants related to corruption have been accepted by the people's courts at all levels.

The total amount of money and corrupt assets discovered was more than 92.7 billion VND; more than 62.6 billion VND of corrupt assets were recovered (reaching a rate of 76.561%).

At the conference, many delegates' comments also mentioned many difficulties and shortcomings that have caused the Law on Anti-Corruption, although it has achieved some results, to still reveal many limitations. The situation of corruption is still complicated and serious in terms of both the amount of corrupt assets and the positions and powers of those who commit corrupt acts; the effectiveness of some corruption prevention measures is not high; the verification of assets and income is difficult to implement, takes a lot of time and effort; the recovery rate of corrupt and lost assets is still low...

Concluding the conference, Comrade Doan Hong Phong - Government Inspector General emphasized: In the coming time, the Government determines that anti-corruption continues to be a key task in leadership and direction. In which, it will focus on perfecting the legal mechanisms and policies in general and the law on anti-corruption in particular.

Along with that, tighten discipline and administrative discipline; strengthen inspection, examination, auditing, investigation, prosecution and trial; promptly detect and strictly handle acts of corruption and negativity; effectively prevent harassment, extortion, causing difficulties and troubles for people and businesses...
