The Inspectorate of Nghe An province has recommended disciplinary action against 76 individuals for violations.

(Baonghean.vn) - On the morning of April 27, the Standing Committee of the Provincial People's Council held a working session with the Provincial Inspectorate and the Department of Natural Resources and Environment regarding the situation of receiving citizens and resolving complaints and denunciations from citizens.

According to a report from the Provincial Inspectorate, in 2015 and the first three months of 2016, the total number of complaints, denunciations, petitions, and feedback received throughout the province was 8,948. Of these, 552 cases fell under the jurisdiction of the heads of state administrative agencies, and 514 cases have been resolved, achieving a resolution rate of 93.1%.

Through the resolution of complaints and denunciations, violations totaling over 1.137 million VND were discovered and processed; of which over 753 million VND was recovered for the state budget, and over 384 million VND was returned to citizens. Recommendations were made for administrative sanctions against 76 individuals for violations, and rights were restored to 27 people; one case involving one individual was transferred to the investigative agency.

Specifically in the field of natural resources and environment, the received petitions mainly concern complaints about compensation, support for land clearance and resettlement; land disputes among the people; and the issuance of land use right certificates...

Of current concern is that the province has 14 cases of mass complaints and denunciations that are complex and protracted. In some cases, even though the relevant state administrative agencies have resolved the matter within their jurisdiction and advised citizens to file complaints in court, the citizens continue to submit petitions. In other cases, due to lax state management in some localities over the years, the application of legal regulations and policies to resolve these cases has been difficult.

There are still some cases where the approaches to resolving issues at different levels and sectors lack uniformity, leading to citizens having to travel to many places and submit petitions multiple times. Some heads of agencies and units have not paid sufficient attention to the work of receiving citizens and resolving complaints and denunciations, thus failing to prioritize assigning competent staff to handle this work; they have not truly focused on ensuring successful dialogue and mediation at the grassroots level, especially in land dispute mediation.

Some citizens have a misunderstanding of policies and laws, leading them to make demands and claims that go beyond legal regulations, resulting in prolonged disputes.

During the meeting, delegates focused on discussing and proposing solutions to improve the effectiveness of handling citizens' complaints and denunciations. This included prioritizing the dissemination of the Party's guidelines and policies, as well as the State's laws, especially the Law on Complaints and Denunciations, to the people.

Enhance the role and responsibilities of administrative agencies and the capacity of officials and civil servants involved in receiving citizens and resolving complaints and denunciations. Assign responsibility to heads of agencies, units, sectors, and localities to strengthen dialogue and promptly and decisively resolve newly arising issues.

For cases involving large numbers of people, complex issues, prolonged disputes, and differing opinions on how to handle them, it is necessary to seek guidance from central agencies to reach a consensus on how to resolve the matter.
