Vinh City Party Committee holds training session on preparations for grassroots-level party congresses.
Nearly 150 people participated in the training course, including secretaries, permanent deputy secretaries, and officials in charge of Party Committee offices in wards and communes in the area.

On the morning of October 23, the Vinh City Party Committee Office organized a training conference to guide the drafting of documents and preparation for the grassroots-level Party congresses for the 2025-2030 term.
At the conference, delegates were briefed on the preparations for the party congresses at all levels.
Firstly, regarding the drafting of documents to be submitted to the Party congresses at all levels, emphasis should be placed on the draft documents of the Party committees to be submitted to the congresses, as well as the process of developing and contributing opinions to these documents.

The second section focuses on guidance regarding the types, authority to issue, and format of congress documents; and the preparation and submission of congress records to the agency's archives.
The third point concerns Party financial management, providing specific guidance on expenditure items, spending levels, funding sources, and accounting for expenses of grassroots Party congresses.
Accordingly, the budgeting, management, use, and settlement of funds for organizing Party congresses at all levels shall be carried out in accordance with the State Budget Law and its implementing guidelines.
In addition, the training conference shared shortcomings and experiences in serving the congress and answered some concerns and questions from delegates.

Organizing this training course is extremely important, contributing to the success of the Party congresses at all levels and the Party congresses at the grassroots level for the 2025-2030 term.
Immediately after the training, grassroots Party organizations will disseminate the aforementioned guidelines on organizing grassroots Party congresses to the units under their responsibility and leadership.
