Thanh Vinh builds a strong Party organization, creating breakthroughs in development.

Thanh Vinh Ward was established according to Resolution No. 1678/NQ-UBTVQH15 dated March 14, 2025, of the Standing Committee of the National Assembly, based on the merger of the entire natural area and population of the wards and communes of the former Vinh City: Hung Binh, Le Loi, Quang Trung, Cua Nam, Dong Vinh, and Hung Chinh.
During the 2020-2025 term, the Party Committees of the six wards and communes before the merger implemented the Congress Resolution in a favorable context, continuing to receive attention from higher levels regarding development orientation, being the central and core area of ​​the former Vinh City, with strengthened infrastructure, and many key projects being implemented and completed; creating favorable conditions for local socio-economic development.

The Party Committee of Thanh Vinh Ward currently has 185 affiliated party organizations with over 8,000 party members. During the past term, seizing opportunities and overcoming challenges, the Party Committee and people of Thanh Vinh Ward have upheld the tradition of unity and solidarity, strived diligently, creatively applied and decisively implemented the Directives and Resolutions of the Central Committee, the former Vinh City Party Committee, and the Nghe An Provincial Party Committee, achieving significant and comprehensive results, leaving many outstanding marks in various fields.

Party building work in politics, ideology, and ethics has been implemented seriously, systematically, and creatively, with many innovations closely linked to the organization of studying and following Ho Chi Minh's thought, morality, and style; focusing on improving the leadership capacity and fighting strength of Party committees and organizations. Regular inspection and supervision have been strengthened, contributing to improved discipline within the Party. Mass mobilization work has seen many practical innovations in content and leadership methods, improving the quality and effectiveness of activities.

During the past term, despite the difficulties caused by the Covid-19 pandemic and economic recession, the growth rate of the total product value remained relatively high, estimated at 8.9%. The total product value (at current prices) is estimated to reach VND 48,073 billion by 2025. Average per capita income in 2025 is estimated at VND 124.4 million. The economic structure is shifting in a positive direction; by 2025, services are estimated to account for 50.87%; industry and construction 48.91%; and agriculture, forestry, and fisheries 0.22%. The total social investment capital in the ward is estimated to reach VND 11,195 billion in 2025. Budget revenue and expenditure management has been given attention with many appropriate and effective solutions, and tax policies have been implemented effectively in a transparent and open manner.

The development of urban culture, linked with promoting the traditional values ​​of the nation and the cultural identity of the locality, continues to receive attention. Areas prior to the merger have actively promoted the "All People Build a Culturally Rich Life" movement and the "All People Unite to Build New Rural Areas and Civilized Urban Areas" campaign. It is estimated that by 2025, the percentage of culturally exemplary families will reach 91.5%; and the percentage of culturally exemplary neighborhoods will reach 95%. Social security is comprehensively ensured, fully and promptly implemented for vulnerable groups in society, and the care for those who have rendered meritorious services is carried out meticulously. The education and training sector receives investment towards standardization, modernization, international integration, and the promotion of information technology application, maintaining its position as a bright spot in the province for many consecutive years.

National defense and security, and the building of the armed forces, have achieved comprehensive results. The people's national defense posture, linked with the people's security posture, is becoming increasingly solid. The "All People Protect National Security" movement continues to be strengthened. Administrative reform is given attention; the application of information technology in management and operation is enhanced; and the development of digital government is promoted. Administrative discipline, awareness, responsibility, and the quality of service to the people and businesses by the team of officials and civil servants have been improved, which is a bright spot in the breakthroughs of the 2020-2025 term.

Striving to become the economic center of the province.

The first Party Congress of Thanh Vinh Ward, for the term 2025-2030, took place shortly after Nghe An province, along with the rest of the country, implemented a revolution to streamline the administrative apparatus and establish a two-tiered local government model. The Congress was held from July 29th to 30th, 2025, with the participation of 250 delegates representing over 8,000 Party members throughout the ward's Party organization.

This is a broad and innovative political activity that promotes democracy, strengthens unity, and holds significant importance for cadres, Party members, and the people in the ward. The Congress is tasked with setting forth directions, objectives, tasks, and solutions for the 2025-2030 term; discussing and contributing opinions to the draft documents of the 20th Congress of the Nghe An Provincial Party Committee and the 16th National Congress of the Party.

For the 2025-2030 term, the Party Committee of Thanh Vinh Ward has clearly identified three strategic breakthroughs to implement its tasks:

First,, promoting administrative reform, building an honest, innovative, professional, and modern administration that serves the people; focusing on building and developing digital government, digital economy, and digital society.

SecondBuilding a team of officials and civil servants, especially a team of professional, capable, dedicated, and proactive leaders and managers who dare to think, dare to act, and dare to take responsibility; promptly and correctly implementing the organizational restructuring and downsizing of personnel according to the planned schedule.

Third,Actively coordinate to attract investment and create resources for the development of a synchronous and modern infrastructure, prioritizing infrastructure for services, trade, digital transformation, healthcare, education, and urban renovation and beautification.

The Congress also determined that the next term will focus on developing Thanh Vinh ward into a civilized and modern area; achieving rapid and sustainable economic growth, and becoming the province's center for services and trade. To successfully achieve this goal, it is necessary to focus on six main groups of tasks and solutions: promoting regional linkages, attracting investment, and developing trade, services, and tourism; developing synchronously and creating linkages between economic sectors and types of production and business; establishing a new growth model with private sector development, science and technology, innovation, and national digital transformation as the main driving force; actively coordinating and mobilizing resources to build a synchronous and modern infrastructure system to meet development requirements; and effectively managing urban order, planning, and developing a green, civilized, modern, bright, clean, and beautiful urban area.

In the new term, the Party Committee of Thanh Vinh ward has set important targets, including striving for an average annual growth rate of 11-12% in the total value of products in the area; an average per capita income of 200-210 million VND by 2030; and a 100% rate of schools meeting national standards and a 100% rate of cultural institutions by 2030. The Party Committee, government, Fatherland Front Committee, and political and social organizations are expected to successfully complete their tasks or better...
