Thanh Vinh builds a strong Party organization, creating development breakthroughs

Thanh Vinh Ward was established under Resolution No. 1678/NQ-UBTVQH15 dated March 14, 2025 of the National Assembly Standing Committee on the basis of merging the entire natural area and population of wards and communes of Vinh City (old): Hung Binh, Le Loi, Quang Trung, Cua Nam, Dong Vinh, Hung Chinh.
In the 2020 - 2025 term, the Party Committees of the 6 wards and communes before the merger implemented the Congress Resolution in a favorable context when they continued to receive attention from superiors on development orientation, being the central area, core area of ​​Vinh City (old), infrastructure was strengthened, many key projects were deployed and completed; creating favorable conditions for the locality to develop socio-economy.

Thanh Vinh Ward Party Committee currently has 185 affiliated party organizations with more than 8,000 party members. In the last term, seizing opportunities and advantages, overcoming challenges and difficulties, Thanh Vinh Ward Party Committee and People promoted the tradition of solidarity, unity, striving, creatively applying and directing the drastic and effective implementation of the Directives and Resolutions of the Central Committee, of the Vinh City Party Committee (old), of the Nghe An Provincial Party Committee. and achieved important and quite comprehensive results, creating many outstanding marks in many fields.

The work of Party building in terms of politics, ideology and ethics has been carried out seriously, systematically and creatively, with many innovations closely linked to the organization of studying and following Ho Chi Minh's ideology, morality and lifestyle; focusing on improving the leadership capacity and fighting strength of Party committees and organizations. Inspection and supervision work has been regularly strengthened, contributing to improving discipline within the Party. Mass mobilization work has many practical innovations in content and leadership methods, improving the quality and effectiveness of activities.

Also in the last term, in difficult conditions due to the impact of the Covid-19 pandemic and economic recession, the growth rate of total product value of the term was still quite good, estimated at 8.9%. Total product value (current price) is estimated to reach 48,073 billion VND by 2025. Average income per capita in 2025 is estimated at 124.4 million VND. The economic structure has shifted in a positive direction, estimated that by 2025, services will account for 50.87%; industry - construction 48.91%; agriculture, forestry and fishery 0.22%. The total estimated social investment capital in the ward in 2025 is estimated at 11,195 billion VND. Budget revenue and expenditure have been focused on with many appropriate and effective solutions, implementing tax policies well in the direction of publicity and transparency.

The construction and development of urban culture associated with promoting traditional values ​​of the nation and local cultural identity continues to receive attention. The areas before the merger have promoted the movement of the whole people building a cultural life, the campaign of the whole people uniting to build new rural areas and civilized urban areas. It is estimated that by 2025, the rate of cultural families will reach 91.5%; the rate of cultural hamlets will reach 95%. Social security is comprehensively guaranteed, fully and promptly deployed to vulnerable groups in society, and the work of caring for people with meritorious services is carried out carefully. The education and training career has received investment attention in the direction of standardization, modernization, international integration and promoting the application of information technology, maintaining its position as a bright spot of the province for many consecutive years.

National defense - security and armed forces building have achieved comprehensive results. The national defense posture associated with the people's security posture is increasingly solid. The movement "All people protect national security" continues to be consolidated. Administrative reform has received attention; increased application of information technology in management and administration; and accelerated the construction of digital government. Discipline, administrative discipline, awareness, responsibility, and quality of service to the people and businesses of the contingent of cadres and civil servants have been improved, which is a bright spot in the breakthrough of the 2020 - 2025 term.

Striving to be the economic center of the province

The first Congress of Thanh Vinh Ward Party Committee, term 2025 - 2030, took place right after Nghe An province, together with the whole country, implemented the revolution of streamlining the apparatus and organizing the implementation of the 2-level local government model. The Congress was held from July 29 to July 30, 2025 with the participation of 250 delegates representing more than 8,000 party members in the entire Party Committee.

This is a broad political activity with many innovations, promoting democracy, strengthening solidarity and having important significance for cadres, party members and people in the ward. The congress has the task of setting out directions, goals, tasks and solutions for the 2025 - 2030 term; discussing and contributing opinions to the draft documents of the 20th Congress of the Nghe An Provincial Party Committee and the 16th Congress of the Party.

In the 2025 - 2030 term, Thanh Vinh Ward Party Committee clearly identified 3 strategic breakthroughs to implement the following tasks:

One is, promote administrative reform, build an honest, creative, professional, modern administration that serves the people; focus on building and developing digital government, digital economy and digital society.

Two is, building a team of cadres and civil servants, especially a team of professional, capable, dedicated, daring to think, daring to do, daring to take responsibility; promptly and correctly implementing the work of reorganizing the apparatus and streamlining the payroll.

Third,Actively coordinate to attract investment, create resources for the development of synchronous and modern infrastructure, prioritizing service infrastructure, trade, digital transformation infrastructure, healthcare, education, urban renovation and beautification.

The Congress also determined that the next term will focus on developing Thanh Vinh ward into a civilized and modern one; with a fast and sustainable economic development, becoming the province's center for services and trade. To successfully achieve that goal, it is necessary to focus on 6 main groups of tasks and solutions, namely: promoting regional connectivity, attracting investment, developing trade - services - tourism; synchronous development, creating linkages between economic sectors, types of production and business; establishing a new growth model with private economic development, science and technology, innovation and national digital transformation as the main driving force; actively coordinating and mobilizing resources to build a synchronous and modern infrastructure system to meet development requirements; effectively implementing urban order management, planning management, developing green, civilized, modern, bright, green, clean and beautiful urban areas.

In the new term, Thanh Vinh Ward Party Committee sets important targets, including striving to increase the total product value in the area by an average of 11 - 12% annually; the average income per capita in the area by 2030 by 200 - 210 million VND; the rate of schools meeting national standards, the rate of cultural sectors by 2030 reaching 100%. The Party Committee, government, Vietnam Fatherland Front Committee and socio-political organizations must complete their tasks well or better...
