Dismantling illegal structures under the 500kV power line in Nghia Dan.
Following a report by Nghe An Newspaper, authorities conducted an inspection and ordered the dismantling of all structures and buildings located under the 500kV power line corridor in Nghia Trung commune (Nghia Dan district).
The online edition of Nghe An Newspaper, dated November 19, 2024, contains an article."They brazenly set up a truck parking area under the 500kV power lines."The report reflects the situation in Trung Thanh hamlet, Nghia Trung commune, Nghia Dan district, where a plot of land located under the 500kV power line corridor, although under the management of the commune's People's Committee, has been developed into a truck parking area.
This constitutes a serious violation of legal regulations, affects the nation's power transmission operations, and poses numerous risks to electrical safety and people's lives.
Following the news report, on November 21, 2024, representatives from the Nghe An Provincial Police, in coordination with Nghe An Power Transmission Company and local authorities, conducted an inspection.
Based on the content of the "Report and Proposed Solutions" dated November 1, 2024, from the 500kV power line protection team of Nghia Trung commune, and the actual situation at the corridor of poles 107-108 of the 500kV power line, circuit 1, in Trung Thanh hamlet, Nghia Trung commune, Nghia Dan district.
Authorities have documented the actual violations. These include the construction of a solid fence surrounding plot number 27, map sheet number 99, in Nghia Trung commune, Nghia Dan district, to be used as a truck parking area.
Authorities also determined that heavy trucks frequently enter and exit the area, performing maintenance and refueling, and that large crowds gather under the corridor around poles 107-108 of the 500kV transmission line, circuit 1.
The aforementioned behavior violated Clause 3, Article 51, Chapter VII of the 2004 Electricity Law and Decree 14/2014/ND-CP dated February 26, 2014, detailing the implementation of the Electricity Law on electrical safety, and posed many potential risks to the safe operation of the power grid and the lives of the people.
Immediately after the inspection, the authorities also requested the owner of the violating facility to stop the parking of trucks, heavy trucks, and other transport vehicles entering and exiting the premises, as well as the practice of maintenance and oil pumping, and the gathering of large crowds under the corridor near poles 107-108 of the 500kV transmission line, circuit 1.
Within 10 days, starting from November 21, 2024, all structures and buildings that violate regulations within the aforementioned corridor must be dismantled.
The inspection team also requested the People's Committee of Nghia Trung commune to monitor the violators to ensure they fulfill their commitments; and to strengthen the dissemination of relevant laws, as well as the significance and importance of the 500kV power line to national security.
In addition, the Nghe An Provincial Police and Nghe An Power Transmission Company are also responsible for supervising the rectification of violations and the dismantling of structures and buildings within the 500kV power line safety corridor, in order to compile a report for the Provincial People's Committee and the Ministry of Public Security.
