Removing obstacles and bringing policies to ethnic minority communities in Hung Chan commune.

Efforts in policy implementation
Despite facing numerous challenges as a newly merged mountainous commune, with a new organizational structure and new personnel, the locality has shown commendable efforts in bringing policies to the people, with 9 out of 18 resolutions being implemented.
Typical examples in the economic field: The commune has implemented 2 out of 7 resolutions, completing the settlement of over 2 billion VND in funding for forest management and protection according to Resolution No. 02/2023/NQ-HĐND. At the same time, it is implementing policies to support the development of cage fish farming (90 million VND/3 cages) and land consolidation (45 million VND/3 hectares) according to Resolution No. 34/2025/NQ-HĐND.
Regarding the socio-cultural field: The commune has implemented 6 out of 10 resolutions (1 resolution does not include beneficiaries in the commune), and many policies have reached the intended beneficiaries and proven effective, such as: the policy supporting voluntary social insurance contributions according to Resolution No. 07/2025/NQ-HĐND has reached 245 people with a total support budget of over 136 million VND, contributing to expanding the social security network; the policy supporting the construction of national standard schools according to Resolution 06/2018/NQ-HĐND has provided 450 million VND to support 2 schools; support for artisans and clubs preserving intangible cultural heritage according to Resolution No. 29/2021/NQ-HĐND with an amount of 116.3 million VND; and support for Chau Phong Ethnic Boarding Junior High School with a budget of 103.324 million VND according to Resolution No. 17/2024/NQ-HĐND.
In addition, the commune promptly implemented Resolution No. 32/2024/NQ-HĐND, which exempted and reduced land use fees when granting the first-time land use right certificates to 32 poor/near-poor ethnic minority households and individuals, covering a total area of 48,225.2 m².
The implementation of these resolutions has enabled localities to effectively mobilize and utilize resources to support socio-economic development, improve the effectiveness of social welfare work, and contribute to achieving the commune's development goals.
Limitationsneeds to be fixed
During the meeting, members of the monitoring team raised many concerns regarding the implementation of various central and provincial policies in the commune, given its unique characteristics as a particularly disadvantaged commune benefiting from numerous central government policies, especially national target programs.
In addition, the implementation of resolutions in the commune has some limitations, such as: Many resolutions have not been implemented in the area despite having beneficiaries, for example: the policy on developing rural industries (Resolution 06); encouraging cooperation in agricultural product consumption (Resolution 13); and supporting grassroots cultural life (Resolution 20).
The implementation and disbursement of some policies are still slow, notably the support measures under Resolution No. 34/2025/NQ-HĐND, which have been allocated funds but are still behind schedule. The process of reviewing and verifying land ownership for the implementation of Resolution No. 32/2024/NQ-HĐND is also taking a long time.
In addition, members of the monitoring team noted that the percentage of people receiving support to participate in the voluntary social insurance contribution support policy is still quite modest (245 people benefited from the policy), and the social insurance coverage rate remains low, only reaching 10.43%.
In a discussion to further clarify the issues, Comrade Vo Anh Tuan, Secretary of the Party Committee of Hung Chan commune, stated that the commune is implementing many central government policies, especially national target programs. However, the implementation is facing many difficulties, with many funds needing to be transferred but not yet fully disbursed. Meanwhile, many issues have not been decentralized to the commune for independent implementation.
Furthermore, the economic conditions of the local population are still difficult, limiting their ability to mobilize matching funds for the implementation of certain policies. In addition, the vast terrain, difficult transportation, and multi-level administrative procedures also affect the progress of policy implementation for the people.

Concluding the working session, Comrade Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, and Head of the Supervisory Delegation - acknowledged the commune's efforts in implementing policies despite numerous difficulties and obstacles. He also requested the Commune People's Committee to pay attention to guiding households in completing the necessary items to receive support under Resolution No. 34/2025/NQ-HĐND. He urged proactive and close coordination with relevant units to shorten the time for verifying and processing applications for land use right certificates for ethnic minorities.
Focus on integrating funding from national target programs with support funds from provincial People's Council resolutions to effectively utilize and exploit investment resources in the commune.
At the same time, strengthen and innovate the methods of disseminating information and expanding the scope of beneficiaries of policies, especially policies supporting voluntary social insurance contributions according to Resolution No. 07/2025/NQ-HĐND, striving to increase the social insurance coverage rate among working-age people in the commune.
In addition, the Vice Chairman of the Provincial People's Council requested the commune to pay attention to fully implementing policies; taking care of the fields of culture, health, education, drug control, striving for a drug-free commune, ensuring security and order, and improving the lives of the people in the area.
Before working with the People's Committee of the commune, the monitoring team divided into two groups to conduct on-site surveys at several households raising fish in cages on the lake, and at the Quy Hop Medicinal Herbs Cooperative.;Meeting and consulting with several artisans, members of the Heritage Preservation Club in Chau Hoan village, and some residents who benefit from the policy supporting voluntary social insurance contributions.to evaluate the effectiveness of implementing mechanisms and policies in the area.
