(Baonghean.vn) - In 2014, to support fishermen in going offshore and sticking to the sea, the Government issued Decree 67/2014/ND-CP (later amended and replaced by Decree 17/2018/ND-CP). The birth of Decree 67 has brought a new wind to the policy of developing the marine economy, especially the exploitation of aquatic resources. However, up to now, a series of 67 ships have been "stranded", fishermen and ship owners are stuck in huge debts and do not know how to escape.
