What are the penalties for changing the paint color of a car?

Clause 1, Article 30 of Decree 46 stipulates a fine of VND 100,000 to VND 200,000 for individuals and VND 200,000 to VND 400,000 for organizations that own motorcycles, mopeds, and similar vehicles and arbitrarily change the brand or paint color of the vehicle in a way that does not conform to the vehicle registration certificate; or fail to complete the vehicle ownership transfer registration procedures as prescribed.

Clause 2 of this article stipulates a fine of VND 300,000 to VND 400,000 for individuals and VND 600,000 to VND 800,000 for organizations that own automobiles, tractors, specialized motorcycles, and similar vehicles who arbitrarily change the paint color of their vehicles to a color different from that recorded in the vehicle registration certificate; or install windshields and windows that are not safety glass.

According to Clause 4, Article 30, a fine of VND 800,000 to VND 1,000,000 will be imposed on individuals, and VND 1,600,000 to VND 2,000,000 on organizations that own motorcycles, mopeds, and similar vehicles, if they arbitrarily cut, weld, or re-drill the frame number or engine number; erase, alter, or falsify vehicle registration documents; or hand over or allow the vehicle to be used by persons who do not meet the conditions stipulated in Clause 1, Article 58 of the Road Traffic Law.
