Changes in vehicle registration and transfer from February 12 you need to know
Circular 64/2017 has made some changes to vehicle registration, including removing the requirement that before selling or giving away a vehicle, the owner must notify in writing the agency that issued the vehicle certificate.

Recently, the Ministry of Public Security has issued Circular 64/2017/TT-BCA amending and supplementing a number of articles of the old Circular 15/2014/TT-BCA on vehicle registration. The changes will take effect from February 12, 2018. Notably, Circular 64/2017 has removed the regulation that before selling or giving away a vehicle, the vehicle owner must notify in writing the agency that issued the vehicle registration certificate for easy monitoring.
At the same time, Circular 64/2017 also removed the content: "If the vehicle owner does not notify, he/she will continue to be legally responsible for that vehicle until the organization or individual who bought, transferred, or gifted the vehicle completes the procedures for registering the name change and moving the vehicle."
However, the new Circular still maintains the regulation that within 30 days from the date of making the vehicle ownership transfer documents, the organization or individual who buys or is gifted a vehicle must go to the competent authority to complete the procedures for vehicle registration, transfer of ownership, and transfer of the vehicle.
In addition, Circular 64/2017 also amends and supplements the content related to vehicle registration papers and license plates. Specifically, for cars and motorbikes with blue license plates with white letters and numbers, and vehicles with license plates with symbol 80 on a white background with black letters and numbers, when there is a decision to transfer, sell, donate, or give away, the registration papers and license plates must be withdrawn and returned to the vehicle registration agency before being handed over to the new owner.
Also according to Circular 64/2017, the regulations on units and functional agencies that are granted blue and white license plates have also changed, shortening the series of letters in the license plate series from A to M instead of from A to Z as before.

These plates will be issued to Party agencies; Office of the President; Office of the National Assembly and agencies of the National Assembly; Office of the National Assembly Delegation, People's Councils at all levels; Central Steering Committees; People's Public Security, People's Court, People's Procuracy; ministries, ministerial-level agencies, agencies under the Government; National Traffic Safety Committee; People's Committees at all levels and specialized agencies under provincial and district People's Committees; socio-political organizations (Vietnam Fatherland Front, Vietnam Trade Union, Ho Chi Minh Communist Youth Union, Vietnam Women's Union, Vietnam Veterans Association, Vietnam Farmers' Association); public service units, except for public driving training and testing centers; Project management boards with state management functions.
