Rules and Regulations for the First Online Contest on Understanding the Party's Resolutions
The Propaganda and Mass Mobilization Department of the Nghe An Provincial Party Committee recently issued Official Document No. 107-CV/BTGDVTU dated November 4, 2025, regarding the implementation of the first online competition to learn about the Party's resolutions.
In accordance with Plan No. 128-KH/BTGDVTW dated September 17, 2025 and Official Letter No. 2769-CV/BTGDVTW dated October 27, 2025 of the Central Propaganda and Mass Mobilization Department "on organizing the first online competition to learn about Party resolutions for cadres and Party members", The Propaganda and Mass Mobilization Department of the Nghe An Provincial Party Committee requests that agencies, units, and localities implement the following contents:
1.Organize widespread publicity campaigns.Contest rulesThrough various information channels, direct officials and Party members to participate in the competition according to the eligibility requirements.
2.Regarding the exam content, please find out:
- Politburo Resolutions: Resolution No. 57-NQ/TW on breakthroughs in the development of science, technology, innovation, and national digital transformation; Resolution No. 66-NQ/TW on reforming the work of drafting and implementing laws to meet the requirements of national development in the new era; Resolution No. 68-NQ/TW on the development of the private economy.
- Explore the core and innovative aspects of the key resolutions: Resolution No. 59-NQ/TW on international integration in the new situation; Resolution No. 70-NQ/TW on ensuring national energy security until 2030, with a vision to 2045; Resolution No. 71-NQ/TW on breakthroughs in education and training development; Resolution No. 72-NQ/TW on some breakthrough solutions to strengthen the protection, care, and improvement of people's health.
- Draft documents for the 14th National Congress of the Party.
3.Units and localities are requested to organize and implement the competition ensuring progress and quality, and report the results to the Provincial Party Committee's Propaganda and Mass Mobilization Department before December 10, 2025.
CONTEST RULES
1. Competition dates:
The competition runs from November 3rd, 2025 to November 28th, 2025 (excluding Saturdays and Sundays).
Week 1: from 7:30 AM on November 3rd to 5:30 PM on November 7th, 2025
Week 2: from 7:30 AM on November 10th to 5:30 PM on November 14th, 2025
Week 3: from 7:30 AM on November 17th to 5:30 PM on November 21st, 2025
Week 4: from 7:30 AM on November 24th to 5:30 PM on November 28th, 2025
2. Eligibility for participation:
Cadres and Party members holding leadership positions and titles at levels 7, 8, 9, and 10, group IV, according to Regulation 368-QĐ/TW dated September 8, 2025, of the Central Committee of the Communist Party of Vietnam, on the list of leadership positions, groups of positions, and leadership roles in the political system.(excluding officials and Party members working at Vietnamese permanent offices abroad).
3. Competition format and participation methods
3.1. Examination format
+ Take the online quiz on the website: lyluanchinhtri.dcs.vn
Each week's competition has a separate set of questions, consisting of 10 multiple-choice questions and 1 question predicting the number of participants (a total of 11 questions).
Contestants can use electronic devices with internet connectivity to participate in the competition.
Each participant is only allowed to register one account and must log in to all required fields in the designated boxes.

Step 1:Access the website lyluanchinhtri.dcs.vn, and click on the image.Online competitionTo log in for the exam.
Step 2:At the login section:
+ For those who already have a login account, the test-taker fills in the information and clicks the "Complete Login" button.
+ For those who do not yet have an account, click on "Register a new account," then fill in the information as instructed and click the "Complete Registration" button.
Step 3:In the section testing knowledge of the Resolution, candidates answer questions and select the correct answer.
Step 4:After completing the questions, the test-taker proceeds to predict the number of participants.
Step 5:After completing the steps above, the test-taker clicks the "Submit" button and finishes the test.
- Each participant is allowed a maximum of 3 attempts per week.
- At the end of each week's competition, the Organizing Committee will announce the results of the individual participants on the website: lyluanchinhtri.dcs.vn
4. Award criteria:
Each week, the awards are judged in the following order:
- Criterion 1: Answer all multiple-choice questions correctly.
- Criterion 2: Accurately or nearly accurately predict the number of contestants.
- Criterion 3: The shortest time to complete the exam questions.
5. Prize structure
Prizes for each week's competition include:
- 1st Prize: 2,000,000 VND
- 02 Second Prizes: 1,500,000 VND
- 3rd Prize: 1,000,000 VND (3 prizes)
- 05 Consolation Prizes: 500,000 VND
The results of the competition will be announced by the Organizing Committee on the Project page and a written document will be sent to the Party committee responsible for managing the Party members.
Individuals who achieve high scores in the competition will receive prize money and a Certificate of Award from the Organizing Committee as per regulations.
The prize money will be awarded directly or transferred to the winner's personal account (based on the winner's provided and confirmed personal information).
II. RIGHTS AND RESPONSIBILITIES OF PARTICIPANTS
+ Strictly adhere to the competition rules. Each participant may participate in all four rounds of the competition. Winners will receive (or authorize someone else to receive) the prize. All personal information of participants (full name, phone number, address) must be accurate for the purpose of receiving prize money and certificates.
The Organizing Committee is not responsible for unforeseen circumstances arising from natural disasters, storms, floods, power grid failures, telecommunications disruptions, or internet access interruptions that affect the results of participants in the competition.
The results of the competition will be one of the bases for provincial Party committees, city Party committees, and Party committees directly under the Central Committee to evaluate year-end emulation.
