Thousands more housing units for poor families in Ky Son

By April 30, 2025, Ky Son district will have mobilized over 96.7 billion VND from national target programs to support housing.

Of this total, the central government contributed 28.8 billion VND, the province nearly 2 billion VND, and the people contributed over 65 billion VND. The province's Program 1838 provided an additional 107.9 billion VND, including 65 billion VND from the Fund for the Poor and nearly 8.3 billion VND donated by organizations and individuals in the area. The combined resources have significantly contributed to helping poor households stabilize their housing.

Many communes have completed over 90% of their targets.

My Ly commune is located nearly 60km from the center of Ky Son district. Some villages, such as Pha Chieng, Nhot Lot, and Cha Nga, are 15-20km from the commune center. We have visited Pha Chieng village many times, a border village adjacent to Pung Vai village in Laos. Here, most of the houses are traditional thatched or wooden structures. The terrain in Pha Chieng is quite rugged. The village is about 10km from the center of My Ly commune, and during the rainy season it is often isolated due to difficult, steep, and slippery roads. The steep terrain and numerous streams make transporting materials and mobilizing manpower to help people build houses very difficult.

Having just moved into his new house, Mr. Gia Va Mua said that with the government's support of 60 million VND, his family used the remaining usable wood from their old house and bought additional heat-resistant roofing sheets to rebuild a completely new, more solid house. Now, Mr. Gia Va Mua's family has moved into their new home. During the rainy season, they no longer have to worry about hailstorms and strong winds causing their house to collapse. Along with Mr. Va Mua's family, five other households also received new houses this time, with two households currently about 80% complete and expected to finish by May 2025.

According to Mr. Luong Van Bay, Chairman of the People's Committee of My Ly commune, the entire commune has 102 houses that need to be newly built or renovated according to the plan for phase 2, to be completed before June 30, 2025. Of these, 80 houses are to be newly built and 22 houses are to be renovated. As of May 10th, 96 houses have started construction, with 40 already completed.

Ky Son is a particularly disadvantaged border district in Nghe An province. During the 2023-2025 period, the entire district needs support for 3,902 houses, including 3,400 new constructions and 502 repairs. Of these, Program 1838 will support 2,757 houses (2,402 new constructions, 355 repairs). The ethnic minority program will support 127 new constructions, while the poverty reduction program will support 1,009 houses (868 constructions, 141 repairs). The program for people with meritorious service will support 9 houses (3 new constructions, 6 repairs).

From 2023 to the end of 2024, Ky Son district completed 2,834 houses, including 2,636 newly built houses and 198 renovated houses. Phase 2 is continuing to be implemented from the beginning of 2025. Many communes such as Muong Long, My Ly, Huu Kiem, and Bao Thang have completed over 90% of the plan. Muong Long is the first locality to complete 100% of the target. This result contributes to improving living conditions for thousands of poor households in the border region.

Mobilize all resources to complete ahead of schedule.

Among the 21 communes and towns in Ky Son district, many localities have a large number of houses needing new construction or renovation, such as My Ly commune with 102 houses, Bac Ly with 82 houses, Keng Du with 71 houses, Bao Nam with 96 houses, etc.

In Keng Du commune, Mr. Luong Van Ngam, Secretary and Chairman of the People's Committee, said that thanks to the "State and people working together" initiative, many households have confidently built new houses. Within the commune, the National Target Program for Poverty Reduction has 50 new houses under construction, with 50 already started and 23 completed. The provincial Program 1838 has 16 new houses and 4 houses under renovation, with 8 out of 20 already started and completed. The Program for People with Meritorious Service has 1 house under construction, which has been completed. Mr. Ngam further emphasized that all 71 houses are expected to be completed by May 2025.

State support and assistance from various forces and authorities have motivated people to strive for improvement, confidently borrowing capital to build new houses or renovate existing ones. Most households have mobilized matching funds of around 100-200 million VND to build houses, partly from remittances from children working far away, and partly from preferential loans from banks.

To achieve the goal of completing 100% of housing for people under the four programs before June 30, 2025, the Party committees and authorities in Ky Son have mobilized all resources to support households in building houses. This includes mobilizing human and material resources, integrating various funding sources, and calling for matching funds from various sources.

Simultaneously, all 191/191 blocks and villages established working groups with 955 members participating. Besides the Party committees and authorities, the armed forces stationed in the district, such as border guard posts, police, and military units, also actively mobilized human and material resources to support families in building houses.

As of May 10, 2025, in phase 2, 1,049 out of 1,068 houses have commenced construction, reaching 98.2% of the planned target. 694 out of 1,068 houses have been completed (65%). Specifically, the National Target Program for Poverty Reduction has completed 171 out of 307 new houses and 35 out of 49 renovated houses. The program supporting beneficiaries of the revolutionary merit program has completed 6 out of 7 houses.

Along with the construction and repair work progressing, the district's departments and agencies are also making efforts to disburse support funds, promptly encouraging people to have additional resources to build new, sturdy houses to live in.
