Construction of the North-South Expressway section through Nghe An: Still facing some obstacles.

CHung Duc Bridge- Regarding the key project on the North-South expressway section from Dien Chau to Bai Vot, approximately 60% of the abutments and piers for the onshore approach bridges have been completed. The main projects include: the Than Vu tunnel, 1,131m long; 22 bridges along the route with a total length of 6,308m, and 8 overpasses with a total length of 1,796m... At the Than Vu tunnel project (Dien Chau), there have been new advances in progress compared to before Tet.

The Nghi Son - Dien Chau section has had 16.7/50km of Type I crushed stone base completed; 5.7km of cement-stabilized base has been constructed...

For Construction Package 2, contractors have actively mobilized equipment and commenced construction. Output has increased rapidly and is gradually making up for the delays. The bottlenecks in transportation and material coordination on the ground have been resolved, and the Hoang Mai 2 bridge was opened to traffic on December 1, 2022, in accordance with the directives of the Minister of Transport.

Although the atmosphere at the construction sites of the North-South Expressway project passing through Nghe An province is very lively, many difficulties still exist in the Nghi Son - Dien Chau and Dien Chau - Bai Vot sections, affecting the construction progress.

On the Nghi Son - Dien Chau section, the biggest challenge currently is land clearance. There are still some outstanding issues in localities including Hoang Mai town, Dien Chau, and Yen Thanh, which local authorities and relevant units are urgently working to resolve.

In Hoang Mai town, the project is still hampered by a D800 water pipeline that has not yet been relocated. Mr. Nguyen Ba The, Head of the Urban Management Department of Hoang Mai town, said: This water pipeline is located right at the overpass of National Highway 48D, in Quynh Vinh commune. Currently, the town and relevant units have agreed on a technical plan to prepare for the relocation of this pipeline. The water supply company has also prepared the necessary materials and pipelines to ensure the relocation is carried out properly. It is expected that the pipeline relocation will be completed in March 2023, returning the land to the North-South Expressway Project.

In Dien Chau district, there are still 6 households that have not handed over the land within the area of ​​the approach road to the Dien Doai overpass. According to the Dien Chau district authorities, 2 of these 6 households are filing complaints regarding the construction on agricultural land, while the remaining households have not yet agreed with the compensation plan.

"In the coming time, when the province issues the land compensation prices and the second decision on resolving the appeals of the two households, the local authorities will continue to disseminate information. If the households do not comply, we will have to prepare enforcement documents to ensure the progress of the project," said a representative of the Dien Chau district leadership.

For Yen Thanh and Quynh Luu districts, there are still issues with high-voltage power lines in Do Thanh and Quynh Lam communes, and the local authorities and the power sector are coordinating to resolve them.

Along the entire Dien Chau - Bai Vot route, other difficulties remain, such as some land areas that have not yet been cleared due to obstacles related to technical infrastructure projects like high, medium, and low voltage power lines; and some graves...

At the connection point with the Bai Vot - Ham Nghi component project (2021-2025 phase), the design has not yet been approved, and the necessary procedures for implementation have not been completed. Furthermore, recent fluctuations in fuel and construction material prices, as well as the fact that material quarries have not met the demand in terms of reserves and extraction capacity, have contributed to this situation.

At the end of 2022, the Prime Minister inspected the North-South Expressway project and instructed the Project Management Board to, based on the project completion plan, direct contractors to develop detailed plans for implementing the remaining work volumes and items on a daily/weekly/monthly basis for each contract package; based on that, he directed contractors to focus all resources, take advantage of favorable weather conditions to organize overtime and extra shifts... to ensure the project is completed on schedule.
