Thai Hoa town is stepping up efforts to attract investment.
(Baonghean) - The young town of Thai Hoa, designated as a type III urban area directly under the province, is the economic, cultural, commercial, and service center of the Northwest Nghe An region; one of the key development areas of the South Thanh Hoa and North Nghe An regions. The town is accelerating investment in infrastructure upgrades and administrative reforms aimed at creating the most favorable conditions for investors.
Improving the investment environment
Thai Hoa town is located in the northwestern region of Nghe An province, 90 km west of Vinh city, and was originally separated from Nghia Dan district. Thanks to attention and investment from all levels and sectors, Thai Hoa town has a fairly modern and bustling infrastructure.
Arriving in the town today, one can feel the extremely convenient, well-integrated, and extensive transportation system. From the Gạo intersection along National Highway 48 into the town center, new high-rise buildings spring up like a bustling city street. After nearly 8 years since its establishment, the town has completed its lighting system, invested in road and sidewalk infrastructure, named streets, invested in water supply and drainage systems, and successfully implemented its development plan. The urban space has expanded towards the southeast, connected with new residential areas and vertical and horizontal arterial routes, giving the town a grand appearance. The town's appearance has improved significantly with projects such as the Bau Sen forest park, the embankments on the west and east banks of the Hieu River, the 3/2 road, and the road connecting to National Highway 1A...
The town has upgraded and expanded Provincial Road 545, the section passing through Thai Hoa town, and Provincial Road 545 leading to the center of Tay Hieu commune. The rural road system connecting to the communes has been concreted, and the commune's administrative offices, cultural centers, and health stations have been upgraded, improving the quality of life for the people.
The town is continuing to implement construction projects: the drainage and wastewater treatment system project; the N8 cross-road (phase 1); the main arterial road; the D2 longitudinal arterial road; the road leading to the center of Nghia Hoa commune; the complete remediation of environmental pollution at the household landfill; and projects related to key infrastructure, reservoirs, dams, schools, and health stations. Over the years, thanks to the efforts of Party committees, government agencies, the people, and businesses, the investment and business environment, as well as investment attraction and business development results, have made significant progress. Urban technical and social infrastructure in Thai Hoa town has gradually taken shape.
Thanks to these efforts, the town has attracted approximately 30 investment projects, many of which have been implemented, bringing economic benefits and contributing to the town's total budget revenue, and creating jobs for workers, such as Vinamilk Company, Hi-Tex Korean Garment Factory, Nam Trung Nghe An Joint Stock Company, fine art wood businesses, Phuc Hoa Limited Company, etc. Currently, there are 243 businesses and economic organizations operating in the area, mostly small and medium-sized enterprises, contributing nearly 30 billion VND to the budget annually.

Identifying and strengthening investment attraction and business development as crucial to the socio-economic development of the town is paramount. The town is prioritizing attracting investment capital into sectors with strengths that align with its development orientation. Some targets set include: ensuring an annual economic growth rate of 11.5-12.5% during the 2016-2020 period, achieving an average per capita income of 70-72 million VND/year by 2020, and exceeding 230 billion VND in state budget revenue in 2020.
Total investment attracted during the 2016-2020 period reached approximately 12,000 billion VND, of which non-state budget investment capital, including enterprise capital, household capital, and foreign direct investment, amounted to approximately 10,000-11,000 billion VND.

The town continues to significantly improve and upgrade its infrastructure. Construction includes building a bypass road for National Highway 48 through Thai Hoa town to the south, completing the upgrade of National Highway 48E section within the town, completing the main arterial road, and constructing Hieu 2 Bridge. The existing Hieu Bridge is being repaired and upgraded. The town's inner-city transportation routes are being completed, the Thai Hoa town water supply system is being expanded to a capacity of 8,000 m3/day, and the drainage and wastewater treatment system project is being completed and put into operation by the end of 2016. Further investment in phase 2 of the project is being requested from donors.
Develop urban infrastructure, expanding the urban space of the town center southward. Invest in the construction of historical sites in the area, focusing on the construction of the Lang Vac Archaeological Site, the Memorial Area commemorating President Ho Chi Minh's visit to Dong Hieu Farm, and the infrastructure of the Bau Sen Forest Park. Continue to improve the infrastructure of the Nghia My Industrial Cluster, supplement the planning of Nghia My 2 Industrial Cluster, and complete the planning and investment in the construction of the infrastructure of the Tay Hieu Industrial Cluster. Focus on developing the trade, banking and credit, education and training, healthcare, hotels, culture, sports, tourism, and science and technology sectors, and preserving cultural and historical values to develop tourism.
In terms of industry, priority is given to attracting and developing processing industries (coffee, rubber, vegetable oil, animal feed), manufacturing of tools and fertilizers for agriculture, manufacturing of new building materials, and garment manufacturing for export. Agriculture focuses on high-tech agriculture (growing grass and fodder crops for cattle and dairy; growing vegetables, tubers, fruits, flowers, fruit trees, and other high-quality agricultural products).
According to Mr. Hoang Phu Hien, Chairman of the People's Committee of Thai Hoa town: In attracting investment, besides issuing a resolution on attracting investment to the town, we have done a good job in planning and planning management. We continue to reform administration, improve the investment environment, and advise on and implement effective mechanisms and policies to attract investment capital. We are seriously implementing Resolution 19/2016/NQ-CP dated April 28, 2016, of the Government on key solutions to improve the investment and business environment and enhance national competitiveness, and Decree 35/CP on removing difficulties for businesses.
The town is studying the establishment of a town-level business support fund using socialized capital and the town's budget to strengthen support for small and medium-sized enterprises, innovative businesses, and those with high growth potential. It encourages individual business households to convert and register their operations under the Enterprise Law. In addition, it aims to strengthen the activities of the town's Steering Committee for Improving the Investment and Business Environment to act as a focal point for resolving difficulties and obstacles for businesses and investors in the area.
