Lacking money to pay debt, woman swindles and appropriates more than 4.3 billion VND

On November 29, the Investigation Police Agency of Nghe An Province Police arrested Cao Thi Thu Ha (born in 1990), residing in Dien Hoa Commune, Dien Chau District, Nghe An for the act offraud and appropriation of property.

Previously, the Office of the Provincial Police Investigation Agency discovered that in Dien Chau district, Cao Thi Thu Ha (born in 1990), residing in Phuong Lich 1 hamlet, Dien Hoa commune, Dien Chau district, Nghe An, had many signs of economic ambiguity. Suspecting that Cao Thi Thu Ha was involved in fraud and property appropriation with many sophisticated tricks, a special project was established to combat this.

During the investigation, the police encountered many difficulties in collecting documents. Although the victims had been identified, many victims were afraid and ashamed, so they did not file a complaint or cooperate with the police. However, with great determination, the Provincial Police Investigation Agency established a special project to concentrate forces and means to fight and clarify the case. After a period of collecting documents, the Special Project Board decided to solve the case, temporarily detain and urgently search the residence of Cao Thi Thu Ha.

At the police station, after the struggle, Cao Thi Thu Ha confessed to committing fraud to appropriate property by tricking people into applying for jobs. To gain the trust of the victims, Ha claimed to know the leaders of Nghe An Social Policy Bank and could help her relatives get jobs. With this cover, Cao Thi Thu Ha defrauded and appropriated 850 million VND from a victim in Nghia Dan district.

Expanding the investigation into the case, the Provincial Police Investigation Agency also clarified that Cao Thi Thu Ha had committed fraud and appropriated other people's property with a total amount of more than 3 billion VND. Ha's method was to claim that she was working at Military Region 4 and had many connections that could buy cars at prices 100 to 200 million VND cheaper than the market price. Because they trusted Ha, the 3 victims in Dien Chau and Nghia Dan districts transferred 3 billion 470 million VND to buy cars at prices cheaper than the market price. Ha used all the money she appropriated from the victims to pay off debts and for personal expenses.

Currently, the case is being handled by the Provincial Police Investigation Agency in accordance with the provisions of law.
