Lacking money to repay debts, the woman defrauded people out of more than 4.3 billion VND.

On November 29th, the Criminal Investigation Agency of the Nghe An Provincial Police arrested Cao Thi Thu Ha (born in 1990), residing in Dien Hoa commune, Dien Chau district, Nghe An province, for the crime of...fraud and misappropriation of property.

Previously, the Office of the Provincial Police Investigation Agency discovered that Cao Thi Thu Ha (born in 1990), residing in Phuong Lich 1 hamlet, Dien Hoa commune, Dien Chau district, Nghe An province, had many suspicious economic activities. Suspecting Cao Thi Thu Ha of engaging in fraudulent activities involving the appropriation of property using sophisticated methods, a special investigation was launched to combat this.

The investigation process and the in-depth collection of evidence by the police faced numerous difficulties. Although the victims were identified, many were hesitant and ashamed, refraining from filing complaints or cooperating with the police. However, with strong determination, the Provincial Police Investigation Agency established a special task force to concentrate its resources and efforts on investigating and clarifying the case. After a period of gathering evidence, the task force decided to crack the case, detaining and conducting an urgent search of Cao Thi Thu Ha's residence.

At the police station, after questioning, Cao Thi Thu Ha confessed to committing fraud by promising to secure jobs for her victims. To gain their trust, Ha claimed to know leaders at the Social Policy Bank of Nghe An province and could help secure jobs for their relatives. Using this cover, Cao Thi Thu Ha defrauded a victim in Nghia Dan district of 850 million VND.

Through further investigation, the Provincial Police Investigation Agency also clarified that Cao Thi Thu Ha had committed fraud, appropriating property from others totaling over 3 billion VND. Ha's modus operandi involved claiming to work at Military Region 4 and having connections that could purchase cars at prices 100 to 200 million VND lower than market prices. Trusting Ha, three victims in Dien Chau and Nghia Dan districts transferred 3.47 billion VND to purchase cars at these discounted prices. Ha used all the money stolen from the victims to pay off debts and for personal expenses.

Currently, the case is being handled by the Provincial Police Investigation Agency in accordance with the law. The Provincial Police Investigation Agency announces that anyone who is a victim of Cao Thi Thu Ha should contact the Office of the Provincial Police Investigation Agency, located at Hamlet 13A, Nghi Kim Commune, Vinh City, Nghe An Province, to report the incident.
