Hoa Huu Long impersonated a military general and established a fictitious corporation "affiliated with the Ministry of Defense" to swindle 83.5 billion VND from 951 victims seeking jobs.
This afternoon (January 20), the Hanoi City People's Court sentenced defendant Hoa Huu Long (born in 1964, former Director of Long Nhat Development Co., Ltd.)life imprisonmentRegarding the crime of fraud and misappropriation of property.
The defendant Long's wife, Cao Thi Kim Loan (born in 1970, former Chairwoman of the Board of Directors of Nhat My Pharmaceutical Joint Stock Company), received a 20-year prison sentence. The court ordered Hoa Huu Long and his wife to each pay 33 billion VND in compensation.
The defendants who were accomplices of the Long couple received sentences ranging from 30 months of suspended imprisonment to 10 years in prison.
Previously, in April 2018, the Hanoi Police received a complaint from Mr. Dinh Anh T. (residing in Ha Dong district) accusing the couple Hoa Huu Long and Cao Thi Kim Loan of impersonating officials from the General Department II (Ministry of National Defense) and defrauding him of money by promising to "secure a job" for him at the Indochina Group.
According to Mr. T.'s statement, he was informed by Hoa Huu Long that the Ministry of National Defense was planning to privatize some of its units and would establish the Indochina Group (code name S10), with Long as its commander.

To work for the Indochina Group, one had to pay to attend training courses such as basic political training and staff officer training. Mr. T., trusting the scheme, paid 110 million VND, only to later discover he had been scammed and that the Indochina Group (S10) did not exist.
The investigation revealed that Hoa Huu Long, who falsely claimed to be a Major General and Chairman of the Indochina Group (S10), was responsible for all activities related to S10. He directly instructed his accomplices to recruit personnel for S10, collecting fees ranging from 65 to 110 million VND per person.
According to the allegations, as of November 29, 2017, Hoa Huu Long, along with his wife and accomplices, had received personnel files from 951 individuals, collecting over 83.5 billion VND.
Hoa Huu Long knew that the Indochina Group (S10 Organization) did not exist, but he engaged in fraudulent activities, falsely claiming to be a Commander, Major General, and the head of the S10 organization. He propagated false information, presented fabricated documents, introduced himself and the S10 organization to personnel, and promised them military ranks and positions to gain their trust and encourage them to submit applications and money.
Long either directly or indirectly instructed his wife and other defendants to collect money and documents from workers, then "disappeared."
