According to the Ministry of Public Security:
ButClause 1, Article 78 of the Law on Handling Administrative Violations No. 15/2012/QH13, as amended and supplemented by Law No. 67/2020/QH14 and Law No. 88/2025/QH15, stipulates: "Within the time limit for enforcing the penalty decision as prescribed in Clause 2, Article 68 or Clause 2, Article 79 of this Law, the penalized individual or organization must pay the fine at the State Treasury or deposit it into the State Treasury account specified in the penalty decision, except in cases where the fine has already been paid as prescribed in Clause 2 of this Article (Article 78). If the above-mentioned time limit is exceeded, the penalty decision will be enforced, and for each day of delay in paying the fine, the violating individual or organization must pay an additional 0.05% of the total unpaid fine.".

Accordingly, the time limit for enforcing the penalty decision is stipulated in the Law on Handling Administrative Violations as follows:
- According to Clause 2, Article 68:"The deadline for implementing the decision is 10 days from the date of receipt of the penalty decision; if the penalty decision specifies a deadline longer than 10 days, then that deadline shall be followed."
- According to Clause 2, Article 79:"The deadline for paying the fine in installments shall not exceed 06 months from the date the penalty decision takes effect; the maximum number of installments shall not exceed 03 times."
The minimum first payment is 40% of the total fine.
ButIn addition, Clause 2 of Article 78 (on the procedure for paying fines) of the Law on Handling Administrative Violations stipulates as follows:"2. In remote, border, and mountainous areas where travel is difficult, individuals and organizations subject to penalties may pay the fine directly to the competent authority.
The authorized person to impose the fine is responsible for collecting the fine on the spot and depositing it into the State Treasury or into the State Treasury's account within no more than 7 days from the date of collection.
In cases of penalties imposed at sea or outside of regular business hours, the authorized person may collect the fine directly and must deposit it into the State Treasury or into the State Treasury's account within 2 working days from the date of arrival ashore or the date of collection of the fine.
