Reply:According to Article 75 of the 2024 Land Law, the public disclosure of land use plans and schemes is required.

Specifically, Clause 3, Article 75 stipulates...CThe agency responsible for publicly disclosing land use plans and schemes.including:

- The Ministry of Natural Resources and Environment is responsible for publicly disclosing national land use plans and schemes at its headquarters and on the Ministry of Natural Resources and Environment's electronic portal;

- The provincial People's Committee is responsible for publicly disclosing the provincial land use plan and scheme at its headquarters and on the provincial People's Committee's electronic information portal;

- The People's Committee at the district level is responsible for publicly disclosing the district-level land use plan and annual land use plan at the agency's headquarters, on the electronic portal of the People's Committee at the district level, and publicly disclosing the content of the district-level land use plan and annual land use plan related to communes, wards, and towns at the headquarters of the People's Committee at the commune level; the People's Committee at the commune level is responsible for publicly disclosing this information to the people and land users in the commune.

Based on Clause 4, Article 75 of the 2024 Land Law, the regulations on public disclosure of land use plans and schemes are as follows:

4. The timing and deadlines for publicly disclosing land use plans and schemes are stipulated as follows:

a) No later than 15 days from the date of decision or approval by the competent state agency, the land use plan and scheme must be publicly announced;

b) Land use plans and schemes must be made public throughout the planning and land use plan period.

5. Documents publicly available regarding land use plans and schemes include:

a) Documents approving land use planning and plans;

b) Explanatory report on the approved land use plan and scheme;

c) Approved land use planning map.

Therefore, the deadline for publicly disclosing land use plans and schemes is no later than 15 days from the date they are decided or approved by the competent state agency.

Please note that land use plans and schemes must be made public throughout the planning and land use plan period.
