Article 204,Land LawCircular 2024 stipulates regulations on land use for high-tech zones.as follows:
1. Land used for high-tech zones is land used for high-tech activities as stipulated by the law on high technology and related laws, including land for high-tech agricultural zones and high-tech forestry zones. The use of land for high-tech zones must conform to the land use plan, construction plan approved by the competent authority.

When planning and establishing a high-tech zone, it is necessary to simultaneously plan and construct residential areas and public facilities outside the high-tech zone to serve the lives of experts and workers employed within the zone.
2. The State leases land and collects annual land rent or a one-time land rent payment for the entire lease period for investment in the construction and operation of infrastructure in high-tech zones. The land use term in high-tech zones is based on the operating term of the investment project but not exceeding 70 years.
3. Land users in the high-tech zone must use the land for the purposes stated in the land allocation decision and land lease contract, be granted a Certificate of Land Use Rights and Ownership of Assets Attached to the Land, and have the following rights and obligations:
a) In the case of subleasing land with a one-time payment of rent for the entire lease period, the rights and obligations stipulated in Article 33 of this Law shall apply;
b) In the case of subleasing land with annual rent payments, the rights and obligations stipulated in Article 34 of this Law apply.
4. The State encourages individuals, economic organizations, people of Vietnamese origin residing abroad, and economic organizations with foreign investment to invest in the construction and operation of infrastructure in high-tech zones and to use land for the purpose of developing science and technology.
5. The provincial People's Committee is responsible for allocating land and assigning land to the People's Public Security forces to ensure security and order in the high-tech zone.
6. The Government shall provide detailed regulations for this Article.
