Guided by the motto of Unity - Democracy - Discipline - Breakthrough - Development, the 14th National Congress of the Party was a resounding success, bringing joy, pride, and confidence to the people throughout the country. As a particularly important political event, the Congress opened a new chapter in the comprehensive development of the nation. Like swallows heralding the arrival of spring, this sacred historical moment for the nation has arrived. The policies and strategic vision for the coming period will be decided here, enabling the country to steadily advance towards prosperity, civilization, and happiness, as envisioned by the 54 ethnic groups of Vietnam for generations to come.

During these momentous political events, an atmosphere of excitement and confidence permeated every corner of the country. From the high mountains to the plains, from the borders to the remote islands, from peaceful villages to vibrant cities, everywhere the red flag with the hammer and sickle and the five-pointed yellow star fluttered, as if in harmony with the heartbeat of the people towards the Congress. Each flag was a vivid expression of the faith nurtured over 96 years under the glorious banner of the Party, which has enabled the country to achieve its current prosperity.

Each Party Congress is an opportunity for our Party to more clearly define the path of national construction chosen by the great President Ho Chi Minh and the people. Despite the rapid and unpredictable changes in today's world with its global challenges, our Party remains steadfast on the path to socialism, because it is the path that will make the people prosperous and the nation strong. Only this path can guarantee absolute independence and freedom for the nation and happiness for the people. Building on the great and historically significant achievements of 40 years of Doi Moi (Renovation) and the growing strength and confidence of the Party's will and the people's aspirations, this Congress holds special significance with its groundbreaking thinking, paving the way for rapid and sustainable national development.

The overarching ideas and themes in the documents presented to the Congress reflect a strategic and comprehensive vision, simultaneously demonstrating the will to lead the revolution forward and mobilizing the entire nation to unite under the glorious banner of the Party to successfully achieve the national development goals by 2030; achieving strategic autonomy, self-reliance, self-confidence, and strong progress in the era of national development towards peace, independence, democracy, prosperity, civilization, happiness, and a steady advance towards socialism. This overarching ideology both inherits and incorporates groundbreaking thinking, embodying the wisdom, courage, and leadership experience of the Party, in accordance with the specific conditions of the country and the trends of the times.

This mindset of inheritance and breakthrough further strengthens the belief in the bright future of the nation; it inspires the entire Party and the entire people, transforming will into concrete action to ensure we do not miss our deadlines for the future. The goal is for Vietnam to become a developing country with modern industry and high middle income by 2030; and a developed country with high income by 2045. This is the will forged throughout the arduous and tenacious struggle of the Party, and also the aspiration of the people, reflected in tens of millions of contributions, carefully selected and included in the documents presented at the Congress.

The reports and discussions at the Congress served as a message not only about development orientation and aspirations for further progress, but also as a commitment to action addressed to all compatriots at home and overseas. For the first time in the history of the Congress, the Action Program was developed simultaneously with the Draft Political Report and became an integral part of the document. The Party's will was concretized into specific tasks and actions; who would do what, how, and what their responsibilities to the Party and the people were. Thinking transformed into action. Aspirations were linked with commitments to transform those aspirations into a reality of a prosperous, thriving, civilized, and happy life.

To concretize the strategic goals for the 100th anniversary of the Party's founding, the Congress set an average annual growth rate of gross domestic product (GDP) of 10% or more for the period 2026-2030; and an average GDP per capita of approximately US$8,500 by 2030...

Achieving those figures presents a significant challenge. After 40 years of reform, the country has created immense strength and momentum, but also faces numerous difficulties. Institutional bottlenecks, human resources, and infrastructure issues have been gradually addressed, but they remain obstacles to development. Some laws, mechanisms, policies, regulations, and administrative procedures are contradictory, overlapping, and lacking in consistency... These are among the issues discussed at the Congress, aiming to identify the causes, pinpoint solutions, and finalize strategic issues, fundamental goals, and key tasks with high feasibility.

Overcoming challenges and surpassing oneself is the fastest and best way to achieve the goals of the Congress. The roadmap and steps for each task have been discussed and agreed upon by the Congress. The issue lies in organizing implementation and thoroughly addressing both macro-level issues and specific tasks, such as establishing a new growth model, restructuring the economy, national innovation and digital transformation; building and rectifying the Party, combating corruption, waste, and negative phenomena; streamlining the apparatus, etc.

Continuing the legacy of previous terms, this Congress clearly demonstrates the political acumen, role, and position of a genuine revolutionary party whose sole objective is to serve the nation and its people, and to successfully build socialism. With each Congress, the people's trust in the Party is further strengthened. This trust has been forged through the days when the country faced arduous challenges, through timely decisions that maintained socio-economic stability, and through significant progress in improving the people's lives...

The people of the whole country have absolute confidence in the success of the Congress, which has made correct decisions; it has wisely chosen cadres with sufficient dedication and competence to participate in the 14th Central Committee of the Party, shouldering the historical responsibility entrusted to them by the people. Concluding the Report on the Documents presented to the Congress, General Secretary To Lam called on us, under the glorious banner of the Party, to unite our efforts, maintain our faith, uphold our responsibilities, develop our intellect, and ignite our aspirations; to ensure that each year, each month, and each day after the Congress brings concrete results and substantive changes; so that the people see, believe, support, accompany, and benefit from them.

The sacred historical moment for the nation has arrived. The 14th National Congress is a convergence of faith, will, and aspirations; it is a congress of action and breakthroughs, aiming to develop the country rapidly and sustainably, standing shoulder to shoulder with the world's leading powers, as our beloved President Ho Chi Minh always wished.
